AN ORDER CREATING THE PRE-DISASTER RISK REDUCTION AND MANAGEMENT CORE GROUP

WHEREAS, RA 10121 also known as “AN ACT STRENGTHENING THE PHILIPPINE DISASTER RISK
REDUCTION AND MANAGEMENT SYSTEM, PROVIDING FOR THE NATIONAL DISASTER RISK REDUCTION AND
MANAGEMENT PLAN, APPROPRIATING FUNDS THEREFORE AND FOR OTHER PURPOSES”;

WHEREAS, natural and human-induced disaster occurrence are highly unpredictable as well as its
impact in the society, thus the above law declares its policy of adapting a disaster risk reduction and
management approach that is holistic, comprehensive, integrated, and proactive in lessening the
socioeconomic and environmental impacts of disaster including climate change, and promote the involvement
and participation of all sectors and all stakeholders concerned, at all levels, especially the local community;

WHEREAS, RA 10121, section 2, items (k) and (l) state to recognize the local risk pattern across the country
and strengthen the capacities of communities and LGU for DRR, specifically on mitigating and preparing for,
responding to and recovering from the impact of disasters and, Section 6, item (j) states to develop
assessment tools on the existing and potential hazards and risks brought about by climate change; and

WHEREAS, NDRRMC Memorandum Circular No. 17 Series of 2014 provides the institutionalizes PRE-
DISASTER RISK ASSESSMENT (PDRA) into policy or action plans that will further enhance the DRR mechanism
of our country as we move one step ahead of a likely disaster.

WHEREAS, PDRA is a process to evaluate a hazard’s level of risk given the degree of exposure and
vulnerability in a specific area. It presents the possible impacts on the populace and forms a basis to determine
the appropriate level of response action from the national level government agencies down to the local
government units.

NOW THEREFORE, I, JOEL G CALMA, by virtue of the power vested in me by law do hereby order the
creation of the Pre-Disaster Risk Assessment Core Group (PDRA Core Group).

SECTION I. COMPOSITION. The PDRA CORE GROUP shall be composed of the authorized and designated
representatives from the following member offices and agencies:

SECTION II. FUNCTION OF THE PDRA CORE GROUP

1. Provide key strategic actions to activities revolving around hazards evaluation and mitigation;
2. Utilize scientific knowledge as an effective instrument to ensure the safety, well-being and
economic security of all the people and determine areas likely to be affected;
3. Determine mitigate geotectonic phenomena and determine areas likely to be affected;
4. Take the lead in coordination and implementation of local preparedness plan from national to the
local level;
5. Take the lead in coordination and implementation of local preparedness plan from national to the

6. Take the lead in determining the appropriate level of response;
7. Provide vulnerability analyses and identification of hazard-prone areas;
8. Determine the economic development and planning including statistical matters in areas like to
be affected; and
9. Serve as the primary support to the PDRA related activities.

SECTION III. REPEALING CLAUSE

All other orders or parts thereof inconsistent with any provision of this order are hereby repealed or
modified accordingly.

SECTION IV. EFFECTIVITY. This order shall take effect immediately.

Done in the Municipality of Kiblawan, Province of Davao del Sur, Philippines, this 16 th day of
