Guidelines on the appropriation,
release, planning and budgeting
process for the sk funds

LEGAL BASIS
 R.A. No. 10742 (SK Reform Act of 2015)
 Sec. 20 (a) – 10% of the general fund
of the barangay shall be set aside for
the SK. The sangguniang barangay shall
appropriate the SK funds in lump-sum,
which shall be disbursed solely for youth
development and empowerment purposes

 Sec. 20 (b) – SK shall have financial
independence in its operations,
disbursements, and encashment of their
fund, income and expenditures

GENERAL
GUIDELINES

 Appropriation of the SK Fund by the
Barangay
 PB shall include the 10% of the general
fund accruing to the SK in the barangay
executive budget to be submitted to the
sangguniang barangay for budget
authorization purposes
 Sangguniang barangay, in turn, shall
appropriate the said SK funds in lump-sum
in the pertinent appropriation ordinance

 Release of the SK Fund by the Barangay
 SK Funds shall be automatically released
by the barangay to the SK and shall not be
subject to any lien or holdback that may
be imposed by the barangay for whatever
purpose

 Sec. 20 (b) of the SK Reform Act, SK shall
open a current account in the name of
the SK in a bank, preferably
government-owned, situated in or nearest
to its area of jurisdiction, with the SK
chairperson and the SK treasurer as the
official signatories.
 SK Funds shall be deposited by the
barangay in the current account of the SK
not later than 5 workings days after the
crediting of the monthly IRA share of the
barangay 8
 For all other income accruing to the
general fund of the barangay, the
corresponding SK funds shall be
deposited not later than 5 working
days after the end of the month
 Barangay may opt to transfer/release the
SK funds earlier than herein prescribed on
an annual, semestral or quarterly basis,
subject to the written agreement between
the barangay and the SK

 Failure by the barangay to release any
amount of the SK fund shall subject the
erring officials to penalties under existing
laws

 In case of barangays without elected SK
officials, the barangay shall transfer the
corresponding 10% SK Fund to the trust
fund of the barangay, and the same shall
be released by the barangay upon the
election of the SK officials concerned

 R.A. No. 10742 (SK Reform Act of 2015)
 Encourages the involvement of the
youth in public and civic affairs through
the establishment of effective, responsive
and enabling mechanisms in
institutionalizing youth participation in
local governance

RATIONALE
 R.A. No. 10742 (SK Reform Act of 2015)
 Section 8 (a) states that the SK, in
consultation and in concurrence with the
KK, and within 3 months from assumption
of office, formulate a 3-year rolling
plan which shall be known as the
CBYDP. The CBYDP shall serve as basis in
the preparation of the ABYIP. This plan
shall be aligned with the PYDP and other
LYDP in every municipality, city and
province.

 R.A. No. 10742 (SK Reform Act of 2015)
 Section 8 (h) provides that the SK shall
partner with the LYDC in planning and
executing projects and programs of
specific advocacies like good governance,
climate change adaptation, disaster risk
reduction and resiliency, youth
employment and livelihood, health and
anti-drug abuse, gender sensitivity, and
sports development.

 R.A. No. 10742 (SK Reform Act of 2015)
 Section 24 (m) (2) provides that the LYDC
shall finalize the 3-year LYDP, anchored
in the PYDP and the local development
plans of the LGU, which shall be initially
drafted by the SK Pederasyon.

PURPOSE
 To prescribe policies and guidelines on the
contents and formulation of LYDP, CBYDP and
ABYIP.

DEFINITION OF
TERMS
 Philippine Youth Development Plan (PYDP)
 The PYDP shall refer to the
comprehensive national plan
expressing the convergence efforts of the
different youth-serving agencies, civil
society organization, and youth
organizations, designed to promote the
general welfare, development and
empowerment of the youth, in preparation
for their vital role in nation-building.

TERMS Plan (LYDP)
 Local Youth Development
 The LYDP shall refer to the three-
year strategic youth
development plan formulated at
the provincial, city, or municipal,
initially drafted by the respective SK
Pederasyon and finalized by the
LYDC. This shall be submitted to the
Sanggunian of the local government
unit concerned for approval.

 Annual Youth Development
(AYDAP)
 The AYDAP is an organizational
plan that aims to address capability
building concerns and other PPAs
with corresponding venue, costs and
timeframe, subject to the discretion
of the SK Pederasyon and Local Youth
Development Council.

 Comprehensive Barangay Youth
TERMS
Development Plan (CBYDP)
 The CBYDP is a three-year rolling
plan, aligned with the PYDP and the
LYDP. It shall be the basis for the
crafting of the ABYIP of the annual
program containing specific
programs, projects and activities with
corresponding costs including the
necessary fund flows to approximate
the reasonable timing in the release

 Annual Barangay Youth Investment
Plan (ABYIP)
TERMS
 The ABYIP shall refer to the yearly
program based on the CBYDP. It
shall contain the specific programs,
projects and activities with
corresponding project costs including
the necessary fund flows to
approximate the reasonable timing in
the release of funds.

 The SK Annual Budget refers to the
financial plan embodying the
estimates of the income and
expenditures of the SK for one
(1) fiscal year shall be prepared in
accordance with the approved ABYIP

 The Local Development Plan refers to
the three (3) year comprehensive
multi-sectoral local government
development plan that sets the
local government vision, sectoral
goals, objectives, development
strategies and policy priorities.

when the Barangay and Sangguniang
Kabataan Elections (BSKE) is held.

PYDP
 The PYDP serves as a framework for
unified action among the youth and
youth-serving groups, agencies and
institutions to promote holistic youth
participation in our society. It defines
the duties, obligations and
accountabilities of the national and
local governments to address the
economic, social, cultural, civil and
political rights of the youth.

LYDP
 Pursuant to Section 24 (m) (2), the Plan shall
give priority to programs, projects and activities
that will promote and ensure the following:
1. Meaningful youth participation in nation-
building;
2. Sustainable youth development and
empowerment;
3. Equitable access to quality education;
4. Environmental protection;
5. Climate change adaptation;
6. Disaster risk reduction and resiliency;
7. Youth employment and livelihood;
8. Health and anti-drug abuse;
9. Gender sensitivity; 31

 The LYDP shall have the following elements in
their plan:
1. Center of Participation – refers to the
priority Centers of Participation. The LYPD
may contain all centers, or they may
choose Centers applicable to their local
situation
2. Agenda Statement – defines the LYDP’s
outcome/major goal statement per
Center. This may be adapted from the
PYDP Agenda Statement, or a statement
that may be crafted by the SK Pederasyon

the issues/concerns of the youth in their
respective locality/community, which
need immediate action. These may be
program, policy, or action gaps
4. Objectives – provides the specific results

youth development concerns within three
years as determined by the SK
