ROLE OF DENR ON CLIMATE CHANGE

EO 43, s. 2011 EXECUTIVE ORDER NO. 43 (President’s Social Contract with Filipino People)

DENR Secretary is designated as the Chair of the Climate Change Adaptation and Mitigation Cluster that
serves as an advisory committee to the Office of the President pertaining to climate change (CC)
concerns.

CLIMATE CHANGE ACT OF 2009

“The DENR shall oversee the establishment and maintenance of a climate change information
management system and network, including on climate change risks, activities and investments, in
collaboration with other concerned national government agencies, institutions and Local Government
Units (LGUs)”

III. GOALS, PLANS AND PROGRAMS

PHILIPPINE DEVELOPMENT PLAN: 2011-2016

1. Improved conservation, protection and rehabilitation of natural resources

IMPROVED CONSERVATION, PROTECTION AND REHABILITATION OF NATURAL RESOURCES

• Sustainably manage forests and watersheds


• Improve protection and conservation of biodiversity
• Enhance coastal and marine resources management
• Improve land administration and management • Manage a more equitable utilization of mineral
resources

IMPROVED ENVIRONMENTAL QUALITY

• Reduce air pollution in Metro Manila and other major urban centers
• Reduce water pollution to improve water quality in priority rivers and other economically and
ecologically important water bodies
• Reduce wastes generated and improve waste disposal

1. E.O. 23 – TOTAL LOGGING BAN

• Anti-illegal Logging Enforcement “DECLARING ALL LOGS AND LUMBER DERIVED FROM THE
NATURAL/ RESIDUAL FORESTS OF THE PHILIPPINES AS OWNED BY THE STATE”

2. COASTAL AND MARINE MANAGEMENT

• Assisted LGUs in the development of Integrated Coastal Management (ICM) plans


• Rehabilitated mangrove and watershed areas • Approved MPA Biodiversity Conservation
projects
• Established 43 Eco-tourism enterprises for communities

IMPROVED ENVIRONMENTAL QUALITY

1. CLEAN WATER

• Adopt-An-Estero/River Program

- Water Bodies Adopted Nationwide = 193


- Agreements Signed = 314 Estero de Paco (beside Paco Market, Paco, Manila),
adopted by ABS-CBN Foundation

• Manila Bay Clean-up

- Deployed trashboats to LGUs (Manila, Malabon City, Obando Bulacan, Cavite)


- Developed a harmonized system for water quality monitoring among various agencies
i.e. PRRC, LLDA, MBCO and EMB

ENHANCED RESILIENCE OF NATURAL SYSTEMS AND COMMUNITIES

1. GEOHAZARD ASSESSMENT AND MAPPING


 Geohazard maps (1:50,000) completed nationwide and 75,000 distributed to LGUs
 More detailed geohazard mapping (1:10,000) of 260 municipalities/ cities 24.

2. REASEARCH and DEVELOPMENT


 Conducted vulnerability assessment of nine (9) watersheds (2011 to June 2012)
