CRITERIA FOR

MASTER TEACHER I AND II

Assistant Schools Division Superintendent
Qualification Standard for Elementary and Junior High School
For Master Teacher I
 Permanent Teacher
 Bachelor’s degree for teachers or equivalent as provided in Magna Carta for
Teachers
 Very Satisfactory Performance Rating for the last two years using IPCRF
 At least three years’ experience as Teacher III
 At least 25 points in the leadership and potential or has been demonstrator
teacher on the district level plus 15 points in leadership and potential.
For Master Teacher II
 Master Teacher I (or ESP I) for at least one year
 Bachelor’s degree for teachers or equivalent as provided in Magna Carta for
Teachers, plus completion of academic requirement for M.A.
 Very Satisfactory Performance Rating for the last two years using IPCRF
 At least 30 points in leadership, potential, and achievement, or demonstration
teacher on the division level plus 20 points in leadership and potential provided
the activities or accomplishments listed for this purpose had not been credited or
used for earlier promotions.
Qualification Standard for Senior High School
Academic Track and Core Subjects

For Master Teacher I


 Master’s degree in relevant strand/subject
 4 Years of relevant teaching or Industry work experience
 8 hours of training relevant to the subject area specialization

For Master Teacher II


 Master’s degree in relevant strand/subject
 5 Years of relevant teaching or Industry work experience
 12 hours of training relevant to the subject area specialization
Qualification Standard for Senior High School
Arts and Design Track
For Master Teacher I
 Bachelor’s degree majoring in field(s) under the Track; or any
Bachelor’s degree plus 18 units of specialization in the relevant
subject; and 18 units for Master’s Degree in fields under the strand
 3 Years of relevant teaching or Industry work experience
 8 hours of training relevant to the courses in the Track

For Master Teacher II


 Bachelor’s degree majoring in field(s) under the Track; or any
Bachelor’s degree plus 18 units of specialization in the relevant
subject; and 24 units for Master’s Degree in fields under the strand
 4 Years of relevant teaching or Industry work experience
 8 hours of training relevant to the subject area specialization
Qualification Standard for Senior High School
Sports Track
For Master Teacher I
 Bachelor’s degree majoring in field(s) under the Track; or any
Bachelor’s degree plus 18 units of specialization in the relevant
subject; and 18 units for Master’s Degree in fields under the strand
 3 Years of relevant teaching or Industry work experience
 8 hours of training relevant to the courses in the Track

For Master Teacher II


 Bachelor’s degree majoring in field(s) under the Track; or any
Bachelor’s degree plus 18 units of specialization in the relevant
subject; and 24 units for Master’s Degree in fields under the strand
 4 Years of relevant teaching or Industry work experience
 8 hours of training relevant to the subject area specialization
Qualification Standard for Senior High School
Technical-Vocational Livelihood (TVL) Track
For Master Teacher I
 Bachelor’s degree; or completion of technical-vocational course(s)
in the area of specialization
 1 year of teaching experience and 6 months of relevant industry
work experience
 At least NC* II + TMC** I (Appropriate to the specialization)

For Master Teacher II


 Bachelor’s degree; or completion of technical-vocational course(s)
in the area of specialization
 1 year of teaching experience and 1 year of relevant industry work
experience
 At least NC* II + TMC** I (Appropriate to the specialization)
A. Introduced any of the following which has been adopted or
used by the school
20 points for any of the item

1. Curriculum/Instructional Material
Required documents:
 Certification by the District Supervisor/Principal (Elementary),
Department Head of the School (Secondary) as to the authenticity,
functionality, and utilization in the school for MT 1; district for MT 2.
 Certification of evaluation by the Education Program Supervisors in
charge of the subject area, recommending approval by the Assistant
Schools Division Superintendent and approved by the Schools Division
Superintendent
 Certification/testimonies of teachers who adopted/used the curriculum
instructional materials.
A. Introduced any of the following which has been adopted or
used by the school
20 points for any of the item

2. Effective Teaching Techniques or strategies


Required documents:
 Proper endorsement by the Public Schools District Supervisor/Principal,
the Head Teacher of the Department, evaluation by Education
Program Supervisors in charge of the subject area, approval
recommended by the Assistant Schools Division Superintendent
 Certification/testimonies of teachers who adopted/used the teaching
techniques or strategies
 At least 2 copies of lesson plan using techniques or strategies
A. Introduced any of the following which has been adopted or
used by the school
20 points for any of the item

3. Simplification of work as in reporting system, records keeping, etc. or


procedures that resulted in cost reduction
Required documents:
 Proper endorsement by the Head Teacher of the Department and
Principals, evaluation by the Education Program Supervisor in charge of
the subject area, approval recommended by the Assistant Schools
Division Superintendent
 Implementation of the simplified work by the proponent
 Certification of the Head Teacher and Principal on the effectiveness
(cost reduction) of the work and/or processes.
A. Introduced any of the following which has been adopted or
used by the school
20 points for any of the item

4. Worthwhile income-generating project benefiting student/OSY and


results and given recognition/certification by higher officials in the
division

Required Documents
 Feasibility study duly signed by the initiator of the project and
endorsed/certified by district and division officials.
 On the check by the NFE Education Supervisor, Research Supervisor
and/or ASDS in charge of Non-formal Education.
 Certification by district and division level evaluation committee as to
the feasibility, viability, and economic profitability of the project.
B.1. Served as subject area coordinator or curriculum year level chairman
for at least 1 year (12 points)
Required documents: (any 2 or 3 of the following):
 Approved designation by the proper authorities
 Action plan
 Accomplishment report for the year
 Pictorials (Optional)

B.2. Served as adviser of school publication, school organization or


interest clubs and discharged duties satisfactorily for at least two years
and not considered part of the teaching load
Required documents:
 Certification by proper authorities as to role or function
 List of activities/projects/accomplishments
C. Served as chairman of a special committee, such as curriculum study
committee, committee to prepare instructional materials, committee to
chair/ spearhead/ initiate school program/projects/thrusts and discharge
to work efficiently. (12 points)

Required documents:
 Approved designation/assignment by proper authorities
 List of Members said committee
 Accomplishment report/sample output
D. Initiated or headed as educational research activity of investigatory
project duly approved by educational authorities, either for improvement
of instruction, for teacher welfare or for community development
(12 points)

Required documents:
 Permit to conduct action research/investigatory project duly signed
by the division authorities (attach to the permit in the research
proposed or outline)
 Defense of the action research
 Certificate of completion of the research and certified correct by
the division authorities concerned.
 Copy of the research
E. Coordinator of a community project or activity or programs of another
agency or rural improvement activity, etc. for at least 2 years (12 points)
Required documents:
 Certification as to the designation by the barangay captain and
noted by the school head
 Action Plan
 Program of Activities
 Accomplishment report certified correct by the barangay captain
and school head

F. Organized/managed an in-service training activity or other similar


activities at least on the school level for MT-I; district for MT-II (12 points)
Required documents:
 Training design/program of activities by proper authorities
 List of participants/certificate of participation
 Output of the in-service training
G. Credited with Meritorious Achievements such as (10 points)
1. Trainor/coach to contestants who received merits, commendations or
any form of recognition
 National(10 points)
 Regional-(5 points)
 Division-(3 points)
 Congressional(2 points)
 District(1 point)
Required document:
 Official designation as trainor/coach issued by proper authorities
 Plaque, certificate of recognition/merit, medal, trophy
2. Athletic Coach of athlete or team that won prizes
 National(10 points)

 Congressional(1 points)
 District(.25 point)
Required document:
 Official designation as trainor/coach issued by proper authorities
 Plaque, certificate of recognition/merit, medal, trophy
G. Credited with Meritorious Achievements such as (10 points)

3. Coordinator of Boy/Girl Scout Activities

Required documents:
 Official designation as trainor/coach issued by proper authorities
 Plaque, certificate of recognition/merit, medal, trophy
H. Authorship (5 points)
1. Books (with approval from DECS)
 Sole Authorship (10 points)
 Co-Authorship (5 points)
2. Article (1 point per article published in professional magazine)
Required documents:
 Books and articles must be critical with relevance to education
 Articles are published in the school paper, community paper,
professional magazine or publication of national circulation) (articles
should not exceed 3 points)

I. Demonstration Teaching (5 points)


Required documents:
 Certification
 Lesson plan approved by principal or higher authorities
 Pictorials if any
