OFFICE MEMORANDUM

The undersigned is directed to forward a proposal for appointment to the post of the
Director, Indian Plywood Industries Research and Training Institute (IPIRTI), Bangalore, an
autonomous organization under the Ministry of Environment, Forest and Climate Change
(MoEF&CC). The Director, is the Chief Executive Officer of the Institute. The post carries a
pay scale of Rs. 37,400-67,000 with Grade Pay of Rs. 10,000/- (pre-revised). The post fell
vacant on 02.07.2019, due to premature repatriation of Dr. B.N. Mohanty, IFS the then
Director, IPIRTI, Bangalore.

2. The appointment to the post of Director, IPIRTI is governed by Rule 28 & 29 of the
Memorandum of Association and Rules & Regulations of the IPIRTI, Bangalore (F/A) read
with the instructions of the DoPT contained in para 4.1 of the OM No. AB-14017/11/2004-
Estt (RR) dated 30th July, 2007 (F/B).

3. The Scale of Pay, Eligibility, Essential Qualifications and Age for the said post
are as under:

(i) Pay Band and Grade Pay: Rs.37400-67000: 10000/- (pre-revised) plus allowance
as admissible under the Central Government Rules.

(ii) Eligibility: Officers of the Central/State Government/Universities/Recognized


Research Institutes/Semi-Government or autonomous Organization holding Analogous Posts
on regular basis OR with at least 5 years’ regular service in post carrying Grade Pay or Rs.
8900/- in the Pay band of Rs.37400-67000/-(pre-revised)

(iii) Essential Qualifications: (a) First Class Post-Graduate Degree in


Physical/Chemical/Life Sciences/Forestry/Agriculture or B.E (First Class) or Equivalent
Degree in Chemical/Civil/Mechanical Production Engineering from recognized university of
AIFC Diploma or Equivalent qualification in Forestry (b) 25 years of experience in the
relevant field with at least 10 years’ administrative research experience in the field of
Forestry
4. A Search-cum-Selection Committee (SCSC) was constituted by the Ministry with the
concurrence of the Department of Personnel and Training (DoPT) vide their OM No. SC-
14017/14/2016/Estt. (RR)(Pt-I) dated 24.12.2018 (F/C). This SCSC comprised of;

5. The 1st advertisement for appointment to the post of Director, IPIRTI, Bangalore was
published by IPIRTI in the Employment News/Rozgar Samachar and the Hindu (all editions)
on 29.12.2018 at (F/D) and also on IPIRTI website. In response to the advertisement, total
number of 6 (Six) applications have been received to the post of the Director, IPIRTI.

6. 1st meeting of the Search-cum-Selection Committee for the post of the Director, IPIRTI
held on 10.06.2019 at MoEF&CC, New Delhi. The committee after detailed deliberation on
eligibility criteria, essential qualification and experience decided that adequate number of
applications have not been received for the post of the Director, IPIRTI. The Committee
recommended that the Ministry may re-advertise the post of the Director, IPIRTI to enable a
broader spectrum of candidates to apply for the post. Indian Forest Service (IFS) officers in
the rank Chief Conservator of Forest (CCF) and Scientist in level ‘G’ will be eligible to
apply. Minutes of the meeting is placed at (F/E).

7. The 2nd advertisement for appointment to the post of Director, IPIRTI Bangalore was
published by IPIRTI in the Employment News/Rozgar Samachar and the Hindu (all editions)
on 13.07.2019 at (F/F) and also on IPIRTI website. In response to the advertisement, total
number of 3 (three) applications have been received to the post of the Director, IPIRTI.
A comparative statement indicating the details of applications as per the both advertisements
were examined and decided to extend the last date of application to the post of Director,
IPIRTI till 30.11.2019 (including North East States) to enable a broader spectrum of
candidates to apply for the above post (F/E). Total 10 applications have been received to the
post of the Director, IPIRTI, Bengaluru.

8. The 2nd meeting of the Search-cum-Selection Committee (SCSC) was held on


11.02.2020 at MoEF&CC. Minutes of the meeting is placed at (F/G). Based on the academic
records, professional experience in Wood Technology, service record, the Search-cum-
Selection Committee (SCSC) unanimously recommends following panel in order of
preference for appointment to the post of Director, IPIRTI, Bengaluru: -

(i) Dr. Shakti Singh Chauhan, Scientist-G (Bio-data at F/X)

(ii) Dr. P. Shanmugam, Senior Principal Scientist (Bio-data at F/Y)

9. The President IPIRTI Society/ Hon’ble Union Minister for Environment, Forest &
Climate Change has recommended the name of Dr. Shakti Singh Chauhan, Scientist ‘G’ for
consideration of the ACC for his appointment to the post of Director, IPIRTI, Bangalore.
10. Dr. Shakti Singh Chauhan is a Scientist from IWST, Bangalore, presently working as
Scientist 'G' at IWST, Bangalore since July, 2018.

11. Approval of the Appointments Committee of Cabinet is solicited for appointment of


Dr. Shakti Singh Chauhan to the post of Director, IPIRTI, Bangalore for a period up to 5
years or superannuation whichever is earlier.

12. The ACR dossier of Dr. Shakti Singh Chauhan is enclosed (Annexure-G).

13. The officer is clear from vigilance angle (Annexure-H).

This issues with the approval of Hon’ble Union Minister for Environment, Forest &
Climate Change.
