RESOLUTION/ORDINANCE

INTEGRATING THE SUSTAINABLE DEVELOPMENT GOALS (SDGS) AS A GUIDING


FRAMEWORK TO THE CRAFTED POLICIES, AND PROJECTS OF THE MUNICIPAL
GOVERNMENT OF BARAS, RIZAL

WHEREAS, the one hundred ninety-three (193) member states of the United Nations (UN)
crafted the “2030 Agenda for Sustainable Development” in September 2015;

WHEREAS, the “2030 Agenda for Sustainable Development” targets to attain a better,
more prosperous, and more sustainable future for all by the year 2030;

WHEREAS, the “2030 Agenda for Sustainable Development” consists of seventeen (17)
Sustainable Development Goals, as follows: (1) ending poverty, (2) achieving zero hunger, (3)
promoting good health and well-being, (4) providing access to quality education, (5) promoting
gender equality, (6) ensuring clean water and sanitation, (7) providing access to affordable and
clean energy, (8) promoting decent work and economic growth, (9) building resilient infrastructure,
promoting sustainable industrialization, and advancing innovation, (10) reducing inequalities to all
social and economic classes, (11) building sustainable cities and communities, (12) promoting
responsible production and consumption, (13) doing necessary actions to solve the climate
emergency, (14) conserving life below water, (15) conserving life on land, (16) promoting peace
and justice, and establishing strong institutions, and (17) ensuring partnerships to achieve the
goals;

WHEREAS, the Philippines, as one of the countries that crafted the “2030 Agenda for
Sustainable Development”, is committed to integrate the SDGs into the national development
plans, and to encourage the local government units (LGUs) in localizing the “2030 Agenda for
Sustainable Development” to their respective communities.

WHEREAS, the United Nations (UN) acknowledges the importance of local government
units (LGUs) and localized efforts to the attainment and achievement of the Global Goals by 2030.

WHEREAS, the Municipality of Baras, Rizal, is encouraged to contribute to the Philippines’


commitment in acting for the “2030 Agenda for Sustainable Development” by conducting localized
initiatives to attain the Global Goals in the town.

WHEREAS, local legislation and support from all sectors in Baras, Rizal are needed to
attain the targets and indicators of the seventeen (17) SDGs, using it as a guiding framework of
the municipal government offices and departments in ideating, planning, adopting, and executing
their respective initiatives;

WHEREAS, the key municipal officials must consistently track the municipality’s
performance and progress on attaining the Sustainable Development Goals by 2030, and
contributing to the municipal, provincial, and national development plans, including the “Ambisyon
Natin 2040”, and the “Philippine Development Plan 2017 – 2022”;
WHEREAS, the United Nations encourages the local government units (LGUs) of
respective countries to conduct localized efforts and initiatives towards attaining the “Global
Goals” by 2030.

WHEREAS, the Secretary-General of the United Nations, Mr. Antonio Guterres, calls for
a “decade of action” to encourage institutions on accelerating our respective contributions and
actions to attain the Sustainable Development Goals by 2030;

WHEREAS, the Municipal Government of Baras, Rizal, must be committed in ensuring


that the proposed and implemented policies, projects, and other actions are consistent with the
principles of sustainable development;

WHEREAS, the Sangguniang Bayan of Baras, Rizal applauds the efforts of Hon. Juan
Fidel Felipe F. Nograles, the Representative for the 2nd District of Rizal, and his other colleagues
in the House of Representatives – 18th Congress, for strengthening the House’s commitment in
acting for the Sustainable Development Goals by proposing the House Resolution No. 565:
“Adopting the Sustainable Development Goals (SDGs) as the Framework of Legislative Measures
to be crafted and enacted in the eighteenth Congress.”

WHEREAS, the Sangguniang Bayan recognizes the efforts of Baras-based non-


governmental organizations, school institutions, businesses, and other entities in conducting
efforts and initiatives to contribute to the attainment of the “2030 Agenda for Sustainable
Development” in Baras, Rizal, and in the Philippines.

RESOLVED AS IT IS HEREBY RESOLVED, that the Sangguniang Bayan of Baras, Rizal


integrates the Sustainable Development Goals (SDGs) as a guiding framework to the crafted
policies, and projects of the Municipal Government of Baras, Rizal.

RESOLVED, FURTHER, that the Sangguniang Bayan of Baras, Rizal shall, among
others:
a) Conduct hearings and/or meetings with various concerned local, regional, and/or
national offices to monitor town’s progress and status in attaining the SDGs, and to
discuss potential adjustments in achieving the goals, based on the targets and
indicators established by the “2030 Agenda for Sustainable Development”, the
provincial government, and the national government;
b) Coordinate with each barangay and Sangguniang Kabataan (SK) councils of the ten
(10) barangays in Baras, Rizal to integrate at least one (1) SDG to their barangay’s
policies, initiatives, and projects;
c) Enact additional legislations and/or measures that will strengthen the action and
involvement of concerned agencies in attaining the SDGs by 2030;
d) Involve the youth sector of Baras, Rizal, through the Sangguniang Kabataan (SK), in
advancing the SDGs;
e) Coordinate the town’s progress in attaining the Sustainable Development Goals
(SDGs) to the Provincial Government of Rizal;
f) Encourage the Sangguniang Panlalawigan, and the other cities and municipalities of
the province, to enact similar measures towards contributing to the attainment of the
SDGs in the province, and/or their respective cities/municipalities.
RESOLVED, FINALLY, that the Sangguniang Bayan of Baras, Rizal ensure that local
policies, plans, and programs integrate the “2030 Agenda for Sustainable Development” as a
common framework for sustainable development among the other units of the municipality, and
in collaboration with the Philippine government, provincial government, local youth, and civil
society organizations and institutions.
