P radhan Mantri Gramin Digital Saksharta Abhiyaan
(PMGDISHA) has been initiated in line with the announcement
made by Hon’ble Finance Minister during the union budget
2016-17 to provide digital literacy specifically in rural areas.
PMGDISHA was approved by the government in February
2017. PMGDISHA would cover 6 crore persons, one member
from every eligible household across all Gram Panchyats in
States/UTs, and make them digitally literate.

The objective of the scheme is to empower the citizens in

rural areas by training them to operate computer or digital
access devices (like tablets, smart phones etc.), send and
receive e-mails, browse Internet, access Government services,
search for information, etc. and hence enable them to use the
Information Technology to actively participate in the process of
nation building.

The Scheme aims to bridge the digital divide, specifically

targeting the rural population including the marginalised
sections of society like Scheduled Castes (SC) / Scheduled
Tribes (ST), Minorities, Below Poverty Line (BPL), women and
differently-abled persons

IMPLEMENTING AGENCY
The scheme will be implemented by CSC e-Governance Services India Limited, a Special Purpose Vehicle (SPV) incorporated
under the Companies Act 1956, (herein after referred to as ‘CSC-SPV’) with active collaboration of all the State Governments
and UT Administrations.

DURATION
The Scheme duration would be till 31st March, 2019.

TARGET BENEFICIARIES
One person from every eligible rural household would be trained in Digital Literacy relevant to their needs across all States/
UTs. The target group would be in the age group of 14-60 years. In order to provide better representation to socially and eco-
nomically marginalized communities, due preference would be given to SC, ST, BPL, Minorities, women and differently-abled
persons. Priority would be given to non-smartphone users, Antyodaya households, college drop-outs, participants of the adult
literacy mission etc.

COVERAGE OF SCHEME
The scheme is applicable only for rural areas of the country. To ensure even geographical coverage across the country, a Gram
Panchayat centric approach would be adopted with targets being assigned and monitored for each of the 2.50 lakh Gram
Panchayats.

IMPLEMENTATION FRAMEWORK
MeitY would provide suitable policy support and would monitor the progress of the scheme at the Central level. The CSC-SPV
will work in active collaboration with the State Government/UT Administration for smooth implementation of the Scheme in their
respective State/UT. District e-Governance Society (DeGS) under the District Magistrate/ District Collector would play a key
role towards the last mile implementation and monitoring of PMGDISHA Scheme.

The implementation of the Scheme at the ground level would be done through the involvement of Training partners/Centres
including CSCs duly affiliated with the CSC-SPV.

The Scheme will be implemented by using the affiliated Training Partners/Training Centres as was done in NDLM/DISHA
schemes. Efforts would be made to increase the number of training partners to around 2500 and the Training Centres (including
CSCs) to about 2.5 Lakhs spread across the country.

ROLE OF A TRAINING PARTNER

• A training partner shall be responsible to own or set up the Training Centres in the identified Districts/Blocks/ Gram
Panchayats that would impart digital literacy training to the candidates.
• A training partner shall be responsible for ensuring that the training centres adhere to the scheme requirements.
• A training partner shall be accountable for monitoring the overall working of the centres under its purview.
• A training partner shall be liable for accurate and timely reporting of the aforementioned work ascribed in respect of its
Centres
• Detailed Norms for the Training Partners shall be as per Standard Operating Procedure (SOP) published by CSC-SPV.

The Training Partners shall set up the Training Centres in the selected Gram Panchayats with the appropriate manpower and
requisite infrastructure. They are required to meet the following criteria:

• Keeping a record of all candidates enrolled in the course, certifying their attendance and ensuring that the candidates
appear for the online examination.
• Training centre shall provide support and assistance for at least two years after the training is over.
• Ensuring achievement of learning outcomes for each candidate.

DIGITAL LITERACY TRAINING CONTENT

The course ‘Appreciation of Digital Literacy’ has been developed with the aim of making a person IT literate, whereby he can
operate a computer/ digital access devices (like smart phone, tablets, etc.), send and receive emails and search Internet
for information. The curriculum was developed in 2014 in consultation with various agencies like UNESCO, NASSCOM,
Intel,IGNOU, NIELIT, National Institute of Open Schooling (NIOS),Indian Institute of Mass Communication (IIMC), IT for
Change, Open Knowledge Network India, and Digital Empowerment Foundation.

As the thrust of the government is on promoting cashless transactions through mobile phones , the course content would
also have emphasis on digital payment system like digital wallets, mobile banking , UPI, USSD and AEPS, POS etc. Top
citizen centric services are also included in the curriculum namely : District Services- Caste, Resident,Income certificate,
UIDAI/Services, Banking, Pan card, IRCTC- Railway,Insurance,Telephone/data card Recharge, Aadhaar/Election printing,
Electricity bill payment and, Passport.

Learning Outcome: Digitally literate person should be able to appreciate the role of digital technology in everyday, social life
and at work. Course Duration: 20 Hours (minimum 10 Days and maximum 30 Days)

CSR INITIATIVE
The effort to spread digital Literacy in the country, CSC-SPV has proposed collaboration with many institutes/ universities
wherein an institution will adopt a village /panchayat in the vicinity and work jointly with CSC-SPV to make it 100% digitally
literate. A letter has been sent to 47 Central and 365 State universities across India. Around 21 universities have shown interest
in the initiative

National Law University, Odisha and CCS HAU, Hisar have started their work of spreading digital literacy within their vicinity. So far
around 450 candidates have been registered by the universities under the scheme.

IndusInd Bank
CSC-SPV and IndusInd Bank (IIB) have agreed to collaborate and implement the PMGDISHA in rural areas. To begin with 3
Lakh persons over next two years till 31-03-2019 will be trained by the partner. IndusInd Bank, which commenced operations in
1994, caters to the needs of both consumer and corporate customers. Its technology platform supports multi-channel delivery
capabilities. The Bank is a leading provider of commercial, transactional and electronic banking products and services and
caters to the needs of both consumer and corporate customers. Today, the bank is one of India’s leading private sector banks.

According to the collaboration IIB will be responsible for the following:

• Promote and market PMGDISHA at various forums.

•
Consolidate the training efforts towards achieving the objective of training one person in every eligible household.
•
• Align the training content of IIB with that of PMGDISHA curriculum framework as prescribed by CSC-SPV
•
• Mobilize the financial resources and volunteers from IIB.

• Set-up use of CSC-SPV PMGDISHA training centres.

• Monitor and ensure quality delivery of training.

• Create innovative marketing campaigns and assist the promotion of PMGDISHA in various media

IndusInd is registered in six states namely Gujarat, Haryana, Kerala, Madhya Pradesh, Punjab and Rajasthan. So far, 2040
Training centres are working under IndusInd and a total of 3,01,986 candidates have been registered under the PMGDISHA
scheme. Below graph represents the number of registered, trained and certified candidates by IndusInd partners:

PAYPAL
Like IndusInd Bank, CSC SPV has also signed MOU with PayPal and mutually agreed to train 6700 persons across the states
of Tamil Nadu, Karnataka and Uttar Pradesh over next one year till 31-08-2018.

PayPal is providing digital literacy training in three states namely Karnataka, Uttar Pradesh and Tamil Nadu. So far, 120 Training
centres are working under PayPal and a total of 9,551 candidates have been registered under the scheme. Below graph

McAfee
MOU has been signed between CSCSPV and McAfee. McAfee has agreed to provide digital literacy training to 7000 candi-
dates across five states namely Andhra Pradesh, Karnataka, Kerala, Tamil Nadu and Telangana. McAfee registered in four
states namely Andhra Pradesh, Karnataka, Tamil Nadu and Telangana. So far, 48 Training centres are working under McAfee
and a total of 5,476 candidates have been registered under the PMGDISHA scheme. Below graph represents the number of

REGISTRATION STATUS
Registration and Training of eligible beneficiaries has been started. So far 12,343,083 beneficiaries have been registered
under the project and out of which 12,321,098 beneficiaries have completed training from the States/UTs of Andhra Pradesh,
Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand,
Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Puducherry, Punjab,
Rajasthan, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand and West Bengal.

Gender-wise distribution of certified candidates
The gender wise distribution among the certified candidates under PMGDISHA shows that 1,51,667
Females and 1,35,086 Males certified in August. According to the pie-chart given below, 53% are
Females and 47% are Males.

Community-wise distributions of certified

candidates
Of the total Certified beneficiaries in August, OBC category comprise the highest numbers (1,19,926) followed by General
category (82,955), SC (62,802) and ST (21,072). As per the pie-chart given below, 42% of certified beneficiaries are OBC 29%
General, 22% SC and only 7% are ST.

Chhattisgarh
A PMGDISHA project training session was held on August 8
at Sird Training Hall Jagdalpur, Bastar District for local VLEs.
PMGDISHA District co-ordinator Mr Ankit Jajoo and CSC
2.0 District Manager Mr Hrishikaish Yadu spoke on priority
of the task given by CSC H.O. and PMGDISHA State Project
Manager Mr Jay Narayan Patel.
A training program was held at Kankar at the Jila Panchayat
Meeting hall related to PMGDISHA. VLEs present were given
a presentation about the Digital Literacy Program and were
asked to register for the scheme. VLEs were instructed to
target ST Candidates with priority. CSC DCs Rahul Kridutt,
Education DC Rupesh Sinha gave the training to 25 VLEs.
VLE Mr Kamal Narayanan Sahu organized the certificate
distribution under PMGDisha at Village – Baroda, Block
– Dharsiwa, Dist – Raipur. Thirty students were awarded
certificates.

In Dhanbad district, PMGDISHA Certificate distribution was
done by VLE Kush Kumar Burnwal of Trimurty Brothers at
Dhanbad Block. More than 150 students were given certificates
after the successful completion of their examinations under
PMGDISHA.

A PMGDISHA workshop was organized by West Singhbhum
(Chaibasa) Head - Quarter of Kolhan Division of Jharkhand,
at Rungta +2 High School near Chaibasa Bus stand. Rest of
the two Districts of Division East Singhbhum & Saraikela-
kharsawa also participated with their respective VLEs. 245
VLEs took part. The main objective was to instruct VLEs to
start examinations and start registration of ST beneficiaries
under the PMGDISHA program. Mr Anupam Upadhaya
introduced educational services like English bolo, Tally
Kaushal Praman Patra and GST.
Karnataka
Mattur (or Mathur) a Sanskrit village of India is a village in
Shimoga district near the city of Shivamogga in Karnataka
state, India, known for the usage of Sanskrit for day-to-day
communication, although the general language of the state is
Kannada. This is a very rare village in India where Sanskrit is
spoken as a regional language. Sanskrit is the main language
of a majority of the 5,000 residents of this village situated
around 8 km from Shivamogga.

Pradhan Mantri Gramin Digital Saksharta Abhiyan in Mattur.
Digital Literacy is the basic building stone which is required

Odisha
After successful completion of education, VLE Pradip
Kumar of GP Balasingha, Block Angul, District Angul, had
unsuccessfully tried to obtain employment in government
and private sectors. However, during 2011, he came across
the CSC and its services and got information about its
e-Governance Services.
He learned about PMGDISHA and then embarked to make his
fellow gram panchayat citizens digitally literate. He says it
gives him great excitement to work on the PMGDISHA project.
As Balasingha is towards the interior of Angul, electricity
supply was an issue but Pradip did not give up hope. He said
that eventually his GP was able to get better internet – from
2G to 3G to now 4G – complete with a stable electricity supply.
Recently he started with the PMGDISHA student admission
and in a few days all 250 slots were completed. He said his
fellow villagers were supporting him on the project. He marked
his gratitude to all project managers, district managers and
district co-ordinators for the assistance.
Now after a fruitful journey with CSC for the last six years,
Mr Pradip successfully provides PMGDISHA, AADHAR and all
other services.
Barun Kumar Bidika of Baisingi, District Rayagada, after joining They are surfing, conducting online transactions, using social

to implement the services in his village. Although his village
faced many network issues, he was able to solve them
through PMGDISHA.
After collective agreement from his fellow villagers, he
began enrolling them into the process and now finished 250
registrations and certified 230 of them. He is now facing the
task of other villages demanding enrollment but he cannot
add them because of the limitation.
He trained students about opening bank accounts, linking
Aadhaar to the account and so on. An exam would be
conducted after formalities in his team are finalized.
Mr Barun has become a successful CSC VLE and praised
PMGDISHA as an essential government initiative to upgrade
people, who would be trained on using computers, about
cashless transactions, mobile networking, social media
services, e-wallet, online ticket booking, online student
registration and so on. He also said that PMGDISHA has
made villagers literate about transactions through the BHIM
APP, UPI, AEPS, IMPS, E-MAIL and so on. He thanked the
District Manager and ADM for their technical support and
follow-up.
Sarat Kumar Prusty of Goudaput, Nayagarh district, is
unfortunate to have a physical handicap rendering him unable
to go outside on occasion, making him hopeless. It was in
this dire situation that he decided to turn to social work so
that he could help others who in turn can help him.
He contacted his uncle who had set up a CSC at his village,
expressing his aspiration to set up a center in his own village.
However, over 95% of Sarat’s village was digitally illiterate. He
set up the CSC and launched the PMGDISHA Project which
then led to over 200 students using smartphones, computers,
tablets and laptops, browsing internet and availing digital
services.

He happened to notice the PMGDISHA banner hanging on the
wall and started asking around, which led him to know what the
CSC is and what types of projects are under it. It was then he
realized that he would start a CSC Center in his own panchayat
as he was a graduate and searching for a job. He settled for the
CSC center plan and contacted the district coordinator on the
formalities of opening.

VLE Dev Kumar Singh of Khanta, Rairangpur Block, Mayurbhanj

District, was unsuccessfully trying for employment in
government and private sectors. Frustrated, he stumbled
across a YouTube video on CSC and its services in 2015.
Impressed with the potential, he contacted the toll-free number
and gathered information about the eGovernance services. He
contacted the State Head Office Team, Bhubaneshwar and got Mr Arjun’s CSC centre now teaches basic computer knowledge,
himself enrolled with CSC. Citizens of his GP and nearby other smartphone use, Internet, cashless transactions, account

to pursue entrepreneurship. He proceeded to call the District
Manager and got his CSC ID.

Citizens of his GP and nearby other GPs received satisfactory

services from his CSC although Internet connectivity and
electricity supply was still a challenge, as Kabera was in the
deep interior of Dhenkanal district. Consulting with the ADM

But one day, he saw an ad for Digital India and CSC. It was
then that he got the idea to make a living by helping out people
in rural villages. He provides various CSC services like Digipay,
online ticket booking, online bill payment, NPS, PMFBY, PAN
service, PMGDISHA and many more.
Sasanka Sekhar Padhan, Dhama, Samabalpur District, is
a VLE working under PMGDISHA projects as well as other
government projects like IAP projects, Swachh Bharat, skill
projects and many more. Earlier, he noticed that people were

travelling far to get services. When he joined CSC as a VLE, who were excited about the new project. He also added
he encouraged people along with his sarpanch to register for different services available in CSC e-Governance services as
PMGDISHA. a way of expanding his entrepreneurship.

Though his locality is in the interior of Sambalpur, he was
able to register 250 people and also trained them on digital
literacy. He has also certified nearly 70 people and continues
to do more.
In addition, he arranged an IAP Programme for awareness on

was also awarded as the best PMGDISHA VLE of Khordha for
his outstanding work. He also helped other VLEs of his block.
Now with three-years of a pleasant journey with CSC, Mr
Trinath Pradhan is successfully providing PMGDISHA,
AADHAR Enrollment, NPS and also done fabulous work in
Insurance and all other services available in CSC. He has also
started a skill project and his survey is continuing.

Punjab

VLE Trinath Pradhan, Bhubhaneswar, Khordha district, initially

ran a small Xerox center with a desktop with Internet where he
earned about 6,000 per month. He also faced immense family
pressure as he had to manage all those things.

VLE Nirmal Singh of Barnala District working under the PMG-

DISHA project has successfully registered 239 Candidates
by providing certifications to 111 students.

Then one day, he listened about CSC and consulted another

VLE about this and he got the district coordinators and knew
all about CSC services. Starting a CSC in his village turned out
to be a boon for his fellow villagers as they did not need to
travel far to avail services. He is very affirmative on the effect
of the CSC on the village that it helps save them time and
money.

He then registered himself under PMGDISHA, consulting with

his Sarapanch and villagers, having a mission to make at least
one person from one family digitally literate. First, he trained VLEs were given certificates by Employment Officer in

VLE K. Kalaiselvi from the Pachanampatti Panchyth, Salem
District of Tamil Nadu, have given training to operate
digital devices (tablet, smart phones, Laptop and desktop
computers), browse the Internet, use e-mail, access online
citizen centric services and carry out digital payments. He

for PMGDISHA (TAKA00749420) Course. Kallai Panchayath is
a very rural and remote Village area where the people are are
digitally illiterate and working in daily wages. I have managed
to register around 250 candidates for PMGDISHA Course and
a total of 27 canditates have completed the Examinations so

PMGDISHA District level Meeting conducted in Kamareddy

District on 31st August 2018. SPMU team reviewed the
status and instructed Training Centre to expedite the
implementation of PMGDISHA in the district. Around 60
VLEs, E-district manager and District coordinator were
attended the meeting.

To generate awareness about the Scheme and to impart

training to VLEs regarding the conduct of right beneficiary
selection and training of beneficiaries, district-level workshops
will be conducted.

District Level Workshop has been conducted at Collectorate,

Nirmal district on 8th August 2018. District Collector Smt. M.
Prashanti, IAS garu attended and requested all VLEs to set
up PMGDISHA Training Centre and impart digital literacy to
villagers. Around 70 VLEs have been attended and trained on
PMGDISHA and CSC Services by District Coordinator. DPO
Srinivas garu and eDM were also present. The SPMU Team conducted a PMGDISHA District level
Meeting conducted with training Centres in Medchal district
on 21st August 2018. Aong with District Coordinator, SPMU
team reviewed the status and instructed Training Centre to
expedite the implementation of PMGDISHA in the district.

PMGDISHA District Level Committee meeting conducted by

Yadadri District Collector Smt. Anitha Ramachandran, IAS
garu with DLC Members from DRDA, DEO, DYSO, DWO, and
DPO departments, EDM and District Coordinator. All members
have been reviewed the present and prepared an action plan
to implement in all the GPs in the district. Collector madam
instructed PD DRDO and DC to set up training centre in
potential GPs immediately and the registration and training
of candidates.

District Level VLE workshop conducted in Jogulamba Gadwal

district. Around 60 VLEs have been attended the workshop
and trained on PMGDISHA, IAP and CSC Services by eDM
and DC.

PMGDISHA Training center launched Pembi village in Nirmal
district by Mandal Tehsildar Sri. Vishwambar garu along with
VRO and Village Sarpanch. Tehsildar Sri. Vishwambar garu
speaking on the occasion he requested all the villagers to
utilize the training centre and become digital literate under
PMGDISHA scheme. District Coordinator Mr. Mallesh, VLE
Naresh and villagers were present.
PMGDisha training centres started at ST Welfare Schools in
Bhadradri district. ITDA Project Officer Smt. Pamela Sathpathi,
IAS garu Inaugurated the training centre at Bhadrachalam
yesterday. She urged all the students to join Pmgdisha and
become Digitally literate also she requested VLEs to set up
training centres in all Tribal welfare schools in their ITDA to
provide Digital literacy training.

been distributed PMGDISHA Certificates to beneficiaries in
ARRUR village, Yadadri district, Telangana state. Sri. Lokesh
Mishra congratulated the beneficiaries and he applauds
VLE Ms. Pavani’s efforts to training 500 beneficiaries in the
village. VLE Ms. Pavani has been set up training centre in the
village and she registered and trained and 500 and out of 479
candidates have been certified.

VLE Ashok Mahato operates from Newdooars Tea Estate, PO
Chamurchi, Jalpaiguri. This is a very remote and backward
area where there is problem of water, no good road, poor
mobile network facility, poor facility for education and
more importantly no acceptance or knowhow of computer
education. In spite of all the shortcomings of the locality the
VLE has been trying to provide digital education under the
PMGDISHA banner to villagers there and has successfully
registered 282 students and trained them. Inspite of all the
hardships in the tea garden and surrounding locality, students
travel to his center from distant places to attend the classes.
Few of the certified students are earning their livelihood by
working as Data entry operators in the city now.

ENTRIES INVITED
PMGDISHA SOCIAL EVALUATION AND OUTCOME EVALUATION
In order to know the effectiveness of the scheme it is proposed that we may approach MHRD for a further tie-up with Univer-
sities/colleges for social evaluation of the scheme on periodic a basis.

PURPOSE:
To provide two months of exposure to “selected young researchers” on different aspects of qualitative and quantitative re-
search under PMGDISHA Scheme.

1.1 OBJECTIVE:
• To facilitate and allow young researchers to get associated with PMGDISHA scheme.
• To provide an opportunity and hands on experience in conducting research from different panchayats across country.
• To provide an opportunity which would enable young researchers to apply theoretical classroom learning into practice.

1.2 ELIGIBILITY:
The scheme seeks to engage students pursuing Graduation/Post Graduate Degrees or Research Scholars enrolled in recog-
nized Universities/Institutions within India.

1.3 DURATION AND EXPECTED OUTCOME:

The program would be available from May, 2017 to December 2019. Each researcher would be given a time span of 2 months
to complete the study.

1.4 CERTIFICATE:
Researchers who successfully complete the Social evaluation would be awarded a certificate by CSC-SPV. Featured studies
would be published and suitably rewarded.

LOGISTICS :
The Students will be required to have their own laptop. CSC-SPV would provide the details and location of panchayat where
the study would be carried out.

• The College/Institution/University to provide “No Objection” letter duly signed by HOD/Principal for allowing the selected
candidate to undergo program for the period of one-two months.

PROCEDURE FOR SELECTION:

• All the applications received would be reviewed by a committee. The committee would reserve the right to accept/
reject any proposal. The decision of CSC-SPV would be binding on all.
• The details of selected candidates would be published on the web and the candidate would be intimated by email provided.

CSR PARTNERSHIP FOR DIGITAL LITERACY

To increase the penetration of Industry Partner in rural areas CSC-SPV proposes Industry Partners to set up centres at district
level and train candidates on digital literacy.
Implementation Plan
• Industry partner to setup their training centres at District level.
• Identification and registration of eligible candidates (with e-KYC) from urban/rural area
• Centres to conduct training of beneficiaries with the provided content
• Candidate will appear for PMGDISHA online proctored examination
• Passed candidates will get their certificates

IMPLEMENTATION MODEL
•Industry partners will have two models/options for Identification and registration of eligible candidates (with e-kyc) from urban/
semi urban/rural area.
• Model A: Industry Partners can set up their own Centres
• Model B: Industry Partners can train candidates via CSC centres

ROLE OF INDUSTRY PARTNERS

To spread digital Literacy in the country by Industry, NGOs and others would be integrated under the Scheme and necessary
coordination in this regard would be done by CSC-SPV. The CSC-SPV would coordinate and bring out the necessary con-
vergence of various partners in this regard. The candidates who are trained by such partners, Industry, NGOs etc. would also
be considered for awarding digital literacy certificates by the recognized Certifying Agencies. For such candidates, the training
would be imparted by these agencies through their own resources/Corporate Social Responsibility (CSR) funds. The candi-
dates trained under such initiatives would be eligible to appear for certification exams conducted by the identified certifying
agency and the Certification fee would also be borne by these respective agencies.
