PILING SAFETY

Standard
Planning Stage
1. Contractor must appoint a competent person to supervise all Piling Operations, irrespective
of the size of task or duration of work. The proposed competent person must be approved
by the Royal Commission before start of the Works.
3. The Construction Phase OH&S Plan will contain the detailed, Risk Assessment and Safe
Sequence of Work of the Piling Operations specific to site, that shall include, but not limited
to:
Qualifications of the competent person
Proposed Equipment to be used
Sequencing of Rigs
Daily Work Schedule
Overall Work Schedule
Contingency Plans for unexpected work-time and work stoppages
Location of Utilities (both above and below ground)
Designated areas for material storage
Assembly and disassembly sequences for pile driving equipment
Operation and certification of pile driving equipment
Equipment inspection schedules
Handling of pile materials and equipment
Isolation of the area
Protection of crew from falling into open holes
Noise monitoring
Whole body vibration protection
Piling-rig mat details
4. No Piling Operations are to commence before approval of the geotechnical report and the
Construction Phase OHS Plan by Royal Commission.
5. The Contractor shall ensure that its employees have been properly trained in the specific
pile driving activities to be conducted.
6. (As part of sub-contractor evaluation and approval) Contractor is expected to provide all
personnel involved in Piling Operations with audiometric testing on an annual basis.
Site Conditions
7. Prior to initiating pile driving or extraction operations, the Piling Operation competent person
is to verify work site conditions, including location and detection of all utilities and services,
piling equipment certification, designated pile delivery and storage area, and serviceability of
9. It is strictly forbidden to move any pile driving equipment within the following distances
of overhead power lines, unless the line has been de-energized:
Any piling operations that are within the above distances of any other electrical power lines
require an Encroachment permit issued and approved by SECO. Once voltages have been
identified height restrictors (goal posts) must be erected at both sides of overhead lines to
indicate the safe working distance.
10. The piling contractor shall establish a controlled access zone around the installation, driving,
hoisting and extraction area to prevent access by unauthorized persons.
11. The radius of this piling work area must be barricaded and signed with hearing protection
requirements posted. The distance should be established based on the length of the pile
and/or the height of the leads/boom.
12. Piles or sheet piling shall be stored in well supported and braced racks or frames, unless
other provisions are made to prevent unintended movement.
Power Equipment
14. Fuel-operated power plants shall not be operated in an enclosed area unless exhaust is
adequately ventilated away from the work area.
15. All steam pressure vessels, boilers, air compressors and hydraulic power units shall comply
with applicable codes, and shall be inspected, maintained and operated in accordance with
manufacturer’s instructions.
16. Additional (auxiliary) equipment which are mounted to a crane for use in pile driving
operations shall have a platform designed to provide safe access for operation and
maintenance of the unit(s), and to support the weight of the equipment.
17. All steam or compressed air line connections, including those to pile hammers, pile ejectors,
or jet pipes shall be securely tethered with an adequate length of alloy steel chain having a
working load limit of not less than 3250 lbs (1474 kg) to prevent uncontrolled movement of
lines in the event of accidental detachment.
18. Steam and compressed air line controls shall consist of 2 shut-off valves. At least one shut-
off valve shall be equipped with a quick acting lever within easy reach of the pile hammer
operator.
19. Pneumatic systems shall be protected by an air flow reduction valve at the source to prevent
uncontrolled movement of the line(s) in the event that a coupling becomes disconnected or
damaged.
20. Hydraulic-powered pile hammer hose lines and fittings shall comply with all applicable codes
and standards, and be fit-for-purpose.
21. Pressurized systems such as steam, pneumatic or hydraulic shall be bled and locked or
tagged out before service is performed on the system(s), and electrical power sources shall
be disconnected and locked or tagged out.
Operations
22. A Pre-start brief by the competent person is to be given to all employees involved in the
Piling Operation before work commences.
23. All employees involved in pile installation, extraction and related operations shall wear the
required personal protective equipment
24. The manufacturer’s instructions for the assembly, disassembly, inspection, maintenance and
operation of the installation equipment, piling element installation, and all associated
equipments must be followed. All applicable recognized international standards and codes of
practice for piling operations shall be followed.
25. No person shall stand within 12 feet (3.6m) of the piling equipment during operation.
26. A designated banks-man shall be used for relocation of pile driving equipment; standard
crane signals shall be used.
27. Only employees who are trained in the specific hazards of piling operations shall be in the
work area during work. All site employees shall be alerted to and stay clear of the piling
operation.
28. If an employee is required to climb the driving leads, the operator of the equipment will apply
all brakes and necessary safety switches to ensure no uncontrolled motion of the equipment.
29. The pile driving hammer, and all ancillaries shall be inspected every shift and records kept.
30. When driving or jacking piles in pits or pile caps 4 feet (1.2m) or more in depth, the
excavations shall be inspected by the Contractor’s nominated competent person of
excavations for cave-in or atmospheric hazards. The need for additional protection
measures shall also be assessed at this time.
31. Excavations and trenches must be inspected for vibration related weakening within 25m of
all piling operations on a daily basis by the excavations competent person.
End of Works
34. Following the installation of all foundation piling, the contractor shall submit a Pile
Installation report to Royal Commission that documents the installation of all piles, including,
but not limited to:
ƒ Driving logs
ƒ Load test results
ƒ As-built locations
ƒ Deviations from the design drawings and/or specifications
