Abstract

This study finds the effectiveness of speaking English fluency towards communication skill of grade 12 students at ICCT

San Mateo Campus Sy. 20-20 and also researchers seeks the solution to this issue. There are 130 individual, G12 students

to be specific who become research respondents.

The result of this research is that an insufficient actual activity to effectiveness their self-confidence to enhance by speaking

English fluency towards the communication skills. No one mastery over communication skills in a day. English language

communication skills is the most problems by a students then in the future it.

CHAPTER 1

THE PROBLEM AND ITS SETTING

This chapter includes the introduction, background of the study, statement of the problem, significance of the problem,

conceptual framework, scope and delimitation, and the definition of terms used.

I. Introduction

English is the universal language use in different countries. It use to communicate on a regular basis is two billion. English

language is the dominant business language, and it has become almost necessity for people to spoken English, because

there are many motivations to learn this language, such as: the modern world language of media, international economic,

tourism, technology and scientific articles, and the internet that demands a good knowledge of English especially of spoken

English.

English has come to be international language and the language of global communication, due to various reasons which

are political, economy, and technical. Globalization has made English language compulsory to learn and compulsory

ingredients of successful personality. English proficiency is a key factor for employment success and for opening doors to

economic opportunity. English is the language of our international communication in all areas but may not most spoken

language in the world. If you want to speak to someone from other nationality then the chances are that you will both be

speaking English to do this. The importance of English communication effectively and no communication is possible if one
doesn’t know to communicate in English language. It is natural that the demand for English communication is high in this

everchanging world.

Background of the study

English plays a crucial role in communication and is no doubt the foremost and most important tool for communication all

over the world. Individually everybody should strive hard to acquire very good communication skills which are the most

important to excel in one’s career.

Speaking English language skill is one of the important skills to be developed and use to use communicate everywhere. It

is the universal language that is sometimes that bases how intelligent you are. Being English fluent can raise your confident.

English is like a seasonal language, there is no motivation to speak continuously among lecturers and students. This will

bevery complicated to be solved for future English because only few students can speak English fluently. Speaking English

fluently can make your communication skills more better especially when you are talking to different people from different

country.

Speaking skill is have a closely relationship with listening skill, in speaking act, the students must be listening and then

speak up, because speaking is not only remembering and memorizing the sentences in written but speaking is spontaneous

to show the students idea by orally. According to Chaney (1998:3), “speaking is the process of building and sharing meaning

through the use of verbal and nonverbal symbols in variety of contexts. Speaking is a crucial part of second language

learning and teaching.” It means students should be able to communicate with the others to get or to share information

and/or to express what they feel.


Another difficulty is that the students are lack of English vocabulary because they are passive users of English. They only

use English in English class. It is also very often that in the English class they do not use English as the main language.

Moreover, they are unwilling to open their dictionary. They prefer asking to their teacher or friends to finding the words

in dictionary. In fact, the teacher has ordered them to bring it. Therefore, the teacher should to have an appropriate

technique in teaching speaking skill in order to make students more active in learning English speaking skill.

Ur (1996), students have problems in speaking activities, such as inhibition, low motivation, mother tongue use, and

nothing to say. Those problems were often occurred when students spoke English. Harmer (2007) also says that there are

two elements of speaking which become problems for students. Those elements are accuracy and fluency. Those elements

are very important for students in speaking English. They have to consider about those elements when they are speaking

English. It is because without considering those elements, our speaking will not be good. Then, the problems of fluency

and accuracy also cause misunderstanding between speaker and listener, if the speaker cannot speak fluently and

accurately. In brief, students should pay attention to elements of speaking, harmer (2007) says that if students want to

speak English fluently and accurately, they need to be able to pronounce the words correctly and speak without mistakes

in grammar.

There are some methods for improving student communication skills, Watch films that model conversation skills, Use

technology, Reinforce activity listening, Offer group presentation and assignments, Ask of Open-ended questions, Use

tasks and activities that foster critical thinking, offer reflective learning opportunities, Find teachable moments. This are

the strategies help to enhance student’s speaking and writing abilities, no matter their age.

Statement of the problem

This research study entitled “The effectiveness of English fluency towards the communications skills of Grade 12

students of ICCT San Mateo Campus” will find the answer of three main problems:

1. What are the educational materials to improve communication skills of the students?

2. Is there a significant relationship between vocabulary skills and communication skills in the academic success of

the respondents?

3. What are the strength and weaknesses of the students in terms of communication skills using English language?

Significance of the study

The general nation among students is that speaking English is very difficult and tough. But it can be overcome. It needs a

lot of practice. But with help of strategies, teacher can attract and draw the attention of the students. These strategies

will indeed kindle the student’s interest to learn more it may also be interesting to learn new concepts and understand

the unknown.

Generally, any language can become an essential tool for effective communication; particularly in professional colleges

like engineering, medical and Agriculture where, the medium of instruction is English. They are weak in all subjects in

general and English in particular. At this juncture the students have to grasp the ideas and understand the subject matter

as quickly as possible and to follow the lecture effectively. But rural student, who are poor in English language, feel it very

difficult, to communicate with the others during the learning process.

These are the following who will benefits the study:

Students. The result of this study will benefit to them by gaining more knowledge regarding effective of English fluency

and will inspire them to give some attention about this. This study will also help them to practice more about English and

evaluate the reason why some of them feel difficulty about the mentioned topic. Students will also awake about the

importance of English fluency and it can motivate them to give time and interest to learn it more.
Researchers. This study will help researchers to have self-knowledge about the English language and make their

communication skills better in the way of socializing to other respondents to gain data. Researcher may also put their

learnings regarding to this as stock knowledge for a future purpose.

Future researchers. Data and information will benefit the future researchers by setting it as their references. This study

can also help them to make aware about some student performance and think that English language are important not

only for communication but in the other things too like in writing.

Parents. This study will make parents/guardian aware about their child performance in speaking English fluency and will

guide them to change a parenting style into more focusing in teaching language especially English.

School administration. The result of this can study can give the administrator a background about their student

performance about English fluency and orient their teachers to teach more to help this problem lessen. School

administrator can also use the result as their basis in evaluating the English teachers.

Scope and delimitation

Effectiveness of speaking English fluency towards communication skills of the students will only focuses on the current

grade 12 students of this present school year, 2019-2020. It limits to ICCT Colleges San Mateo, other branches are excluded

even other school levels are not part of this study. This study includes the essential tool for effective communication,

particularly for teaching and learning of the Grade 12 students and it includes also the guidance that will help gain

knowledge in speaking English from their teachers in ICCT San Mateo Campus. This study will not cover other problems

that are not considered as one of the effectiveness of speaking English fluency towards communication skills of grade 12

students. The study would be done through the questionnaire to the students as a survey and reference. By this strategy

the researchers will be able to know the effectiveness of speaking English fluency on their communication skills to Grade

12. This study considers every aspect of Students personal experience or opinion that has an effect in their academic

performance such as their skills, knowledge and even their behaviors.

Accuracy – noun : the quality or state of being accurate.

Inhibition – noun :a nervous feeling that prevents you from expressing your thoughts, emotions, or desires.

Fluency – noun : the ability to speak easily and smoothly, especially the ability to speak a foreign language easily and

effectively.

Kindle – verb : to begin to work on, produce, or give attention to something.

Juncture - noun : an important point in a process or activity.

Grasp - verb :to understand something that is complicated or difficult.

Foreign study

In the present scenario Graddol D (2006) says the English has become one of the most important academic and

professional tools. English is recognized as undoubtedly the most important language to learn for the

increasingly mobile international community, and English has become the official language of

the business and scientific world (Schütz, 2005). English as the global academic language

facilitates the international mobility of young researchers (Graddol, D. ,2006).

English used in everyday situations or general purpose is quite different from the English used in

academic writing. Academic English is purposely used for reading and understanding the study

materials, and writing about the subject. It is used to describe an object, situation, a process or

how something works and explain something. Writing for academic or scientific research should

be lucid, brief, exact and accurate in meaning for the reader’s understanding. Generally a simple

formal tone and style is used in academic writing, avoiding colloquial, idiomatic, slang, or

journalistic expressions in favor of precise vocabulary (Rao, 2016).

English is acknowledged passport to better education and employment opportunities. English language plays a

crucial role to weave the world into a single thread. English has a status of a second language in almost all the
countries where it is not the first language. To acquire simple language for day to day communication is main

aim of learning any language. In turn, today’s workforce is expected to be highly competent to continually improve

skills and engage in lifelong learning (Ahmad, 2016).

English is the language which connects people from different regions, cultures, religions, and nations. Brown and

Lee (2015) claim that “English is increasingly being used as a tool for interaction among nonnative speakers” (p.

163). Among the four language skills, speaking seems to play more important role in communication (Zaremba,

2006). Chastain (1988) views speaking “as one important element in developing each language skill and

conveying culture knowledge” (p. 271). Considering the significance of accuracy, more attention is drawn to

fluency in achieving communicative purposes in conversations.

Local studies

Business groups are urging their member companies to test the English proficiency of their applicants and

employees in order for the industry to have an accurate picture of the Labor force’s language skills.

Officials of American chamber of commerce of the Philippines and the Makati business club (MBC), both involved

in the promoting English proficiency program with the education department, said companied should noy just

donate to and support English language improvement programs. They should spread the use of the language in

their own environment by regularly testing their employees’ language skills and by using standardized test.

Officials said the regular testing and the use of tests like the Test of English as foreign language or TOEFL would

not only make thir employees aware of their gaps and skills, it would also improve and benchmark the coun try’s

Graduating college students, particularly those taking up to business/education courses must take a note of a

recent study revealed their English language proficiency at only the level of basic working proficiency. This
particular level of proficiency indicates that ‘the person hardly understands native english speakers, or speakers

of english vis international meetings, or could they sustain fluency & accuracy, plus discuss topics of general

interest using non-elaborate structures’

One often hears comments abvout high school graduates of yesteryears having better command of the English

language than the college graduates of today. This deterioration is manifested in several ways incorrect

grammar, lack of fluency in the language, poor reading comprehension skills and poor writing skills among others,

Clearly, Filipinos are losing their competitive edge with regard to English abilities. Our claim that we are the third

Foreign literature

research study, the data collected suggest that speaking is the most difficultl to develop, students usually

present lack of vocabulary, shyness and fear of being humiliated; besides, the authors explain that students

show evidence about the importance of implementing games in classroom for improving the speaking skills.

Urrutia & Vega (2006)

study, the participants expressed that games allow more than a half of students to improve communication in a

second language; there were involved an experimental group and a control group, in the first one 21% of the

students considered that they were not able to speak better, but in the second group only 11% although in

experimental group learners enjoyed more games activities. Rama, Ying, lee & Luei ’s (2007)

present findings on teaching speaking skills through group work activities saying that the results of the project

were the preferred inasmuch as students showed participation in speaking group activities highlighting

motivation, interest, and they demonstrate contributions in team work as well as improvement in individual

speaking activities. Ham z ah & Ting (2009)

argues that as students learn to use English in the classroom setting, they should also be involved in learning

about how language works. They should be asked to reflect on various aspects of language, to develop a

common language for talking about language, and to use this knowledge to evaluate texts critically in terms of
effectiveness, meaning and accuracy. ‘Someone who speaks well would similarly understand when to use

different grammar points. Cotter (2007)

assigns three areas of knowledge that influence oral communication effectiveness: social knowledge, self-

knowledge, and content knowledge. If any one of these is weak oral communication will be somewhat

impaired. Other problems that hinder oral communication are: dominating the conversation, using

inappropriate volume and pitch, using excessive small talk ignoring someone and constantly interrupting
