DEVIATION TITLE
Tunnel Evacuation Walkway Envelope
DEVIATION
DESCRIPTION The PLE team is requesting a deviation to Metro Fire Life Safety Design Criteria (FLS) Article 3.4.2.1.A, which reads:

“Level walkways, including ramps having a slope not exceeding 6% shall have a clear width not less than 2 feet 6 inches, with
3 feet being preferable, a maximum cross slope toward the trackway of 0.5% and continuous wall handrails of 1% to VA inch
standard galvanized pipe, mounted 34 to 38 inches above the walkway with 1/2 inch minimum space between the handrail and
the wall. The walkway clearance envelope above the walking surface shall measure 30 inches wide by 80 inches high and
shall be clear of all obstructions including the tunnel handrail and the vehicle dynamic envelope.”

Specifically, this deviation is a request to change the walkway clearance envelope underlined above to match the NFPA 130 Annex
A Figure A.6.2.1.9, attached. This figure is the same as the Tunnel Cross Sections shown on Drawings Y-2001 and Y-2002,
attached. These drawings indicate that the walkway has a minimum width of 36”, and the walkway envelope only fails to meet the
FLS criteria if a secondary liner were to be installed in the future.

The deviation requested results in an evacuation walkway envelope that is compliant with the NFPA 130 recommendation. The
REASON FOR proposed 36 inch minimum walkway width is maintained and the minor width reduction above shoulder height still provides ample
DEVIATION room for passengers evacuating the train.
REQUEST
(Justification) The PLE team believes that the NFPA 130 compliant walkway envelope is safe for workers and evacuating passengers. The
emergency walkway envelope will meet both the NFPA 130 recommendations and the Metro FLS Design Criteria if the secondary
liner does not need to be installed. The secondary liner is designed as protection for additional water and gas proofing needed in an
approximately 1.1 mile distance between Fairfax and La Brea where high levels of hydrocarbons are found in the soil. It is highly
unlikely to be used through the remainder of the tunnels.

If the Deviation is not granted, the tunnel design for the inside diameter of the precast concrete lining for tunnels in Section 1 will
need to be increased 6 inches from 18’ 10” to 19’ 4”.
