ABSTRACT

Pantawid Pamilyang Pilipino Program (4Ps) is a Conditional Cash Transfer Program of the

Philippine government and a poverty reduction strategy that provides monthly allowance to the

poorest of the poor to improve the health and education particularly of the children from 0 to 18

years old.

This study aims to find out the strengths and weaknesses of Pantawid Pamilyang Pilipino

Program from the viewpoint of the residents of Barangay Suba, Villaba, Leyte and to recognize

the changes it brought forth to their community. Respondents were selected through purposive

sampling and asked through face to face interview about their perception and suggestions for

4Ps.
CHAPTER I

INTRODUCTION

Background of The Study

Over the years, poverty rate of the Philippines have overgrown in every region. Hence, the

government implemented the Pantawid Pamilyang Pilipino Program (4Ps). It mainly focuses in

the poor areas of the country providing an educational and financial assistance to the Filipino

children.

Pantawid Pamilyang Pilipino Program (4Ps) is defined as a conditional cash transfer

program of the Philippine government and a poverty reduction strategy that provides monthly

allowance to the poorest of the poor to improve their health and education particularly of

children 0 to 18 years old. It provides cash grants to poor households based on the condition pf

the said households increasing their investments in their children’s human capital.

Moreover, Velarde and Fernandez (2011) also added that impact of Pantawid Pamilyang

Pilipino Program in improving the educational and health outcomes can aid and support

beneficiaries in attaining a better quality living in the future. Like other CCT Programs, this said

program is also intended to fill gaps in educational and health outcomes amongst children, aside

from providing them with immediate poverty relief.

In addition to these, a study entitled Pantawid Pamilyang Pilipino Program (4Ps):

Assistance to Pupils Education by Montilla et al (2015), revealed that because of 4Ps, pupils are

able to attend classes and they are motivated to go to school everyday. This also revealed that

their parents are able to pay their school contributions and provide their school requirements.
However, on a study conducted by Celia Reyes et al (2015), stress that although 4Ps

program leads to an increase in the school participation. It also has some negative effects

especially to the perseverance of the parents to support their children.

Aim Of The Study

This research aimed to determine the possible impacts of Pantawid Pamilyang Pilipino

Program to the residents of Barangay Suba, Villaba, Leyte.

Statement Of The Problem

This research identifies the impact of Pantawid Pamilyang Pilipino Program (4Ps) to

the residents of Barangay Suba, Villaba, Leyte. Specifically, it aims to answer the following:

1. To determine the residents' perceptions about the implementation of 4Ps.

2. To find out the difference before and after the implementation of 4Ps.

3. To examine the effectiveness of 4Ps.

Significance Of The Study

This study is beneficial to the following:

1. Students – it will help them to be aware about the benefits they get as well as the

responsibilities and action they should take for being a beneficiary.

2. Parents – it will help them to manage the benefits given to their children and use it

wisely.
3. Community – it will help them monitor their residents especially those 4Ps beneficiaries.

4. Future Researchers – it will help them to have referred if ever they conduct researches

related to Pantawid Pamilyang Pilipino Program (4Ps).

SCOPE AND DELIMITATION

This research focuses on the impact of Pantawid Pamilyang Pilipino Program (4Ps) to the

residents of Barangay Suba, Villaba, Leyte. The researchers only covers those residents who are

beneficiary of Pantawid Pamilyang Pilipino Program (4Ps).

DEFINITION OF TERMS

4Ps – Pantawid Pamilyang Pilipino Program

Beneficiary – referred to the children 0-18 years old who receives monthly allowance from 4Ps

CCTP – Conditional Cash Transfer Program


CHAPTER II

REVIEW OF THE RELATED LITERATURE

According to the 1957 Constitution, “ The State shall protect and promote the rights of all the

citizens to the quality education at all levels and shall take appropriate steps to make education

accessible to all.” With this, the Philippine government initiated a version of Conditional Cash

Transfer Program that is called Pantawid Pamilyang Pilipino Program or 4Ps ( Montilla et al

2015).

Fernandez and Olfindo (2011) described the Pantawid Pamilyang Pilipino Program (4Ps) as

a program that transfers cash to the beneficiary families if they follow its conditionalities. Just

like other CCT Programs, the Pantawid Pamilyang Pilipino Program aims in reducing and

alleviating existing poverty by supplementing the income of the poor to address their current

consumption poverty, especially in the education and health of their family members while

making them follow certain conditionalities that can boost their human development investment

and ensure its compliance so that they can have more opportunities in breaking the

intergenerational cycle of poverty in the long run.

As cited by Reyes and Tabunga (2012), in the long-run, the 4Ps goal is to achieve

improvements in human capital. The 4Ps is seen to have great potential in increasing educational

attainment and improving nutrition and health outcomes based on the experience of other

countries who have implemented the CCT.

In addition to, according to Arago (2015), families were able to plan and buy meals that could

meet daily needs of family. The study also showed that the families were not able to afford
treating their family to eat in the fast food chains and restaurants. Families were not able to give

their children with technology gadgets that could be used for their study.

However, the program was also criticized by the beneficiaries for not facilitating needed

infrastructure improvements enough. This is particularly seen in Aklan where people living in

remote areas still have limited to no access to basic services such as electricity, water, medicines,

and other health services. Many several direct service providers and LGU Officials looked at

compliance monitoring to address the many issues of 4Ps beneficiaries becoming dependent on

cash grants or using the grants for other non-related needs of the program. There were

observations that the current monitoring system is not effective enough because of reports that

4Ps beneficiaries continue to receive cash grants in full for non-compliance of some

conditionalities. An example on the misuse of cash grants (e.g. hindi napupunta sa

bata,sinusugal lang) was cited.

Therefore, the 4Ps program has partly satisfied its objective of helping the beneficiaries to

improve their living as well as the academic performance of the students. Despite of the

controversies, it is still a good indication that in the future the government will produce well-

educated citizen that are imperative for a more productive country and society (Casimiro et al

2018).
CHAPTER III

Research Design

In this study, researchers used descriptive research for it aims to determine and describe the

impact of Pantawid Pamilyang Pilipino Program (4Ps) to the residents of Barangay Suba,

Villaba, Leyte.

Population and Sample

The population and sample of this study are the residents of Barangay Suba, Villaba, Leyte

specifically those who are beneficiaries of Pantawid Pamilyang Pilipino Program. Ten residents

are selected to interview and evaluate their perception about the impact of 4Ps to their living.

Research Instrument and Validation

The researchers formulate their questions that will be used in the interview. Afterwards,

teachers from Math, English and Science Department validated the research questions,

respectively.

Gathering Data Procedure

The researchers gather the data through face to face interview with the respondents. The data

are then written in the pad to evaluate.

CHAPTER IV
Based on the result, 90% of the interviewed residents have been beneficiary of 4Ps for almost

12 years.

In relation to that, 100% of the residents answered that 4Ps benefits them in supporting their

children's education, aiding their daily needs, and assisting buying school supplies and

miscellaneous school fees.

Additionally, 80% of the answered that benefits of 4Ps is enough in assisting their daily

needs. Yet, the remaining 20% states that it is not enough because 4Ps release money for almost

2 months.

Moreover, 100% of the residents answered that 4Ps is indeed effective in addressing the

poverty rate of their barangay. They also added that they don’t find difficulty in buying goods

because of 4Ps.

In addition to, 100% of the residents agreed that 4Ps brought a great improvement to their

barangay especially when it comes to the cleanliness of roads and seashore.

Meanwhile, 40% of the residents answered that they have not found any suspicious activities

regarding 4Ps in their barangay. While 60% of the respondents states that there are many

incidence such as pawning of ATM cards and using the money subsidy in gambling and vices.

Furthermore, 100% of the respondents answered that they are satisfied with the benefits

given by 4Ps.

CHAPTER V

SUMMARY OF FINDINGS, CONCLUSIONS & RECOMMENDATIONS


Summary

This study was conducted to comprehend the impact of Pantawid Pamilyang Pilipino

Program (4Ps) to the residents of Barangay Suba, Villaba, Leyte.

This study applied face to face interview in gathering the needed information from the

residents.

Through this study, researchers found out that since the implementation of 4Ps, it brought

great benefits to the residents as well as to their community.

Conclusion

Based on the findings, researchers come up with the following conclusion:

1. Residents believed that 4Ps s beneficial to their livelihood.

2. 4Ps is not only effective in addressing the poverty rate but also helps in keeping the

surrounding clean.

3. Beneficiaries of 4Ps are satisfied about the benefits of 4Ps.

Recommendations

The following recommendations are made based on the findings:

1. That students should be responsible and not put the 4Ps benefits in vain.

2. That parents should spend their children's money honestly and wisely and not use it for vices.

3. That community should impose strict monitoring to the beneficiaries so that they would spent

their money properly.
