ABSTRACT
Pantawid Pamilyang Pilipino Program (4Ps) is a Conditional Cash Transfer Program of the
Philippine government and a poverty reduction strategy that provides monthly allowance to the
poorest of the poor to improve the health and education particularly of the children from 0 to 18
years old.
This study aims to find out the strengths and weaknesses of Pantawid Pamilyang Pilipino
Program from the viewpoint of the residents of Barangay Suba, Villaba, Leyte and to recognize
the changes it brought forth to their community. Respondents were selected through purposive
sampling and asked through face to face interview about their perception and suggestions for
4Ps.
CHAPTER I
INTRODUCTION
Over the years, poverty rate of the Philippines have overgrown in every region. Hence, the
government implemented the Pantawid Pamilyang Pilipino Program (4Ps). It mainly focuses in
the poor areas of the country providing an educational and financial assistance to the Filipino
children.

SCOPE AND DELIMITATION
This research focuses on the impact of Pantawid Pamilyang Pilipino Program (4Ps) to the
residents of Barangay Suba, Villaba, Leyte. The researchers only covers those residents who are

Transfer Program that is called Pantawid Pamilyang Pilipino Program or 4Ps ( Montilla et al
2015).
Fernandez and Olfindo (2011) described the Pantawid Pamilyang Pilipino Program (4Ps) as
a program that transfers cash to the beneficiary families if they follow its conditionalities. Just
like other CCT Programs, the Pantawid Pamilyang Pilipino Program aims in reducing and
alleviating existing poverty by supplementing the income of the poor to address their current
consumption poverty, especially in the education and health of their family members while
making them follow certain conditionalities that can boost their human development investment
and ensure its compliance so that they can have more opportunities in breaking the

cash grants or using the grants for other non-related needs of the program. There were
observations that the current monitoring system is not effective enough because of reports that
4Ps beneficiaries continue to receive cash grants in full for non-compliance of some

CHAPTER III
Research Design
In this study, researchers used descriptive research for it aims to determine and describe the
impact of Pantawid Pamilyang Pilipino Program (4Ps) to the residents of Barangay Suba,
Villaba, Leyte.
The population and sample of this study are the residents of Barangay Suba, Villaba, Leyte
specifically those who are beneficiaries of Pantawid Pamilyang Pilipino Program. Ten residents
are selected to interview and evaluate their perception about the impact of 4Ps to their living.
The researchers formulate their questions that will be used in the interview. Afterwards,
teachers from Math, English and Science Department validated the research questions,
respectively.
The researchers gather the data through face to face interview with the respondents. The data

Based on the result, 90% of the interviewed residents have been beneficiary of 4Ps for almost
12 years.
In relation to that, 100% of the residents answered that 4Ps benefits them in supporting their
children's education, aiding their daily needs, and assisting buying school supplies and
