1) The Annual General Transfers in the grades of Superintendent and Inspector, and in
particular, involving a change of station, shall normally be effected once at the end of
the financial year, preferably by April end.
3) The Committee has proposed for fair rotation of officers between sensitive to non-
sensitive places of posting.
4) Since preferred place of posting of officers is mainly in and around Bhubaneswar, it has
been proposed by the Committee to move out officers from Bhubaneswar to make space
for others for justified rotation. The Executive Officers, both Gazetted and Non-
Gazetted, on completion of tenure at Bhubaneswar, are liable to be transferred based on
their station seniority.
11) Sensitive/non-sensitive and Hard places of Postings have been identified by the
Committee as follows:
16) For Rourkela, Sambulpur and Jharsuguda, the overall career limit/cap shall be of 16
years, either individually or combinedly.
17) The officers coming back from deputation from sensitive charges, such as DRI, DGGSTI,
SEZ and/or any other formation have been proposed to be posted neither to Customs
Commissionerate nor will be given any sensitive posting in CGST & CX/Audit
Commissionerates till cooling-off period of 2 years is over.
18) In respect of Superintendents, the station stay will be calculated by computing their
continuous stay in the station in the combined executive cadre (Superintendent and
Inspector grade).
19) Transfer and Postings within a Commissionerate are to be done by the Commissioner in-
charge of the Commissionerate. However, deviation, if any, from the Transfer/Posting
guidelines, has been proposed by the Committee to be done with the prior approval of
the Chief Commissioner.
20) Tenure of Posting in Field formations/ locations of GST & Customs Commissionerates:

4 All field formations of 1 or 2 years (maximum 3 years in the Commissionerate); ICD-
Customs 1 year, ACC- 2 years, Sea Port- 2 years (subject to aptitude
Commissionerate and performance).

5 Airport 1 year. Those who intend to continue beyond one year may be
allowed, subject to tenure norms of Customs Commissionerate.
6 Anti Evasion / Preventive 2 years -Should have a cooling off period of 2 years.Cooling off
Section of GST period can be waived of by the Chief Commissioner in
Commissionerates. deserving cases / special circumstances.
21) The cases of lady officers will be considered sympathetically, as far as possible.
22) Officers getting transferred to a choice station on own request before completion of
prescribed tenure to be considered as not in public interest transfers.If an officer’s
transfer order is cancelled on representation, then the officer will be liable for transfer in
the next AGT automatically.
23) Tenure in Audit Commissionerate will ordinarily be for 3 years, which shall be extendable
by further 1 year in deserving cases/administrative exigencies.
24) Since the Audit Commissionerate is headquartered in Bhubaneswar, the overall ceiling of
six years in a station shall be applicable for posting in the Hqrs.Office of the
Commissionerate including the Circle offices stationed at Bhubaneswar. In respect of
Audit Circle located at Rourkela, the combined tenure will be 6 years at Rourkela station.
