CBIC's COVID RESPONSE AND OUTREACH PROGRAMME: CONCEPT NOTE

As a welfare measure, a coordinated response by CBIC
to the COVID
pandemic and its fall out for medical aid and humanitarian
assistance both in
financial terms and by way of supplies of
essentials including food and
transport, is the need of the hour.

2 Presently, the Zonal PCCs/CCs and the PDGs/DGs


have set up the best
possible self-help groups under the
circumstances to assist their officers and
families. While each initiative is commendable,
some best practices- such as
the Bengaluru and the Mumbai initiatives -
have given the national-level
initiative some pointers for an institutional framework.

3. In
order to bring individual and local community efforts by our officers
onboard a single nation-wide platform, and toassure the CBIC fraternity and
their families that their welfare is paramount for CBIC, the following measures
are sought to be institutionalised for theCBIC COVID Response and Outreach
Programme.

4 The measures are aimed at:


i) Ensuring safe, hygienic working conditions, compliant with extant
norms for sanitisation, social distancing etc.
ii) Generating awareness of the prevalent conditions,
precautions to
be exercised at personal and institutional level, measures being
taken at the workplaces etc.
ii) Monitoring the CovID status and state of health of serving and
retired officials and their families by the respective formations.
iv) Providing requisite assistance in the quickest possible
time for:
a. Medical consultation.
b. Testing.
C. Access to medicines/ Equipment.
d. Any other service (Assistance with hospitalisation etc.).
e. Meals for affected families.

5 The Programmeis sought to
be institutionalised by setting up
Response Team(s) in each Zone/ Directorates. of COVID
A suggestive SOP is as under:

i) The Zonal/Directorate Response


Team may comprise willing and able
officers headed by a Principal
Commissioner/ Commissioner/Principal
ADG/ADG and an optimum
number of officers reporting to her/him;

ii) Each COVID Response Team is to build up a resource


base of:
a. A panel of competent doctors for consultation.
b. A list of hospitals with adequate facilities.
C. Database of suppliers of medicines
and equipment.
d. Dedicated vehicles to transport medicines and equipment,
monitored through a virtual control room.
e. Details of ambulance services.
f. Volunteers to provide basic home cooked meals to affected
families.
g. Assistancewith submission of medical bills, obtaining
permission from CGHS authorities etc.

ii) The names and numbers of the heads of the COVID Response Team and
its members should be widely circulated. It is recommended that for ease of
communication a Whatsapp Group is set up for the purpose. Google sheets for
various resources, such as vaccination, hospitalization, medicines, etc. can
widely used for real-time updation of the data.

iv The heads of respective formations may consider making arrangements


in conjunction with local district administration/ CGHS recognised hospitals for
setting up of:
a. Wellness camps for cOVID testing/administering of vaccination to
serving/ retired officers and their families,
b. COVID Care Facilities for affected serving/retired officials
and their
families.
6 The funds allocated under the
Grant of Financial Assistance for
Preventive and Welfare Measures for fighting
against COVID-19 in CBIC may be
utilized for this purpose.

The instructions above are indicative only, the formations may make
changes to cater to their local requirements.

8 An overarching Group administered by ADG DGHRD and her team of


officers shall assist the Zonal/Directorate heads for matters which need
resolution at the central level or through partner government agencies, or
matters relating to Welfare Fund and policy decisions. Best practices adopted
by respective teams can also be shared in the group for dissemination across
teams.

9 Feedback on the feasibilty of the above draft programme,which is being8


circulated to all Zonal and Directorate heads,may be forwarded to DGHRD post
