DEVELOPMENT OF PADANG CITY AREA BY SWOT ANALYSIS IN

THE FISHERIES SECTOR

SWOT ANALYSIS
SWOT analysis is a plan that formulates the strategy of an activity in advancing efforts to
achieve a goal. SWOT is Strengths, Weakness, Opportunity, and Threats. Which means
Strengths, Weaknesses, Opportunities, and Threats. Using the swot framework provides a simple
way to estimate the best way to implement a strategy, this method helps planners what can be
achieved, and what things need to be considered.
The existence of SWOT components (Strengths, Weakness, Opportunity, and Threats) is
directed to identify various development possibilities and objectives to be achieved in the context
of developing the city of Padang. The results of the identification will be combined to produce
strategies for developing the city of Padang.

Strength :
• supporting natural conditions / natural resources
• There are many tributaries, and land that can be used as fish ponds
• Adequate human resources

Weakness :
• River management has not been realized properly and the source of funds is still lacking
• Inadequate technology in managing the fisheries sector and inadequate fishing equipment
• Lack of guidance for the community to carry out fisheries development in ponds and ponds

Opportunity :
• Cooperation between regions to develop fisheries potential
• Demand for fish in highland areas / areas that require fish supply

Threat :
• Areas prone to flooding / natural disasters
• Unfavorable climatic and weather conditions for offshore fishing
S-O STRATEGY
- Development of the capture fisheries sector in coastal areas which is oriented towards
the development of a sustainable fisheries and marine sector.
- Development of quality human resources focusing on leading sectors: capture
fisheries.
- Development of marine research activities to develop the potential of the local area
through the development of SWP (Regional Development Unit) linkages.
- Creation of spatial structures and land use patterns that take into account efforts to
preserve biodiversity both flora and fauna and in the corridors of sustainable human
development.
- The development of entry-ports in each SWP (Regional Development Unit) as an
important part of the marketing of leading commodities in each of the superior
regions and regions. for example areas that have fish cages, areas that have fish ponds
and coastal fishermen (by the beach).
- Development of special strategic and economic zones based on leading and strategic
commodities to encourage community welfare improvement in the city of Padang.

S-T STRATEGY
- Development of the coastal city of Padang by taking into account the exclusive rights
of offshore capture fisheries management through cross-sectoral cooperation and
cross-regional administration.
- Development of cooperation between regencies / cities and provinces as coordinators
and mediators for the determination of the mainstay areas and integrated economic
development based on fishery leading commodities.
- encouraging macro economic growth in the city area of Padang and sub-region
(regency / city or cross-regency / city).
- Development of research and implementation of appropriate technology for the
electricity energy sector by maximizing the sources of potential electricity raw
materials in the city of Padang.

W-O STRATEGY
- Development of regional spatial structure and fisheries land use patterns that take into
account the characteristics of disaster prone areas.
- Development of centers of economic activity based on local superior commodities
and using appropriate technology as the basis for processing local fisheries activities.
- Development of geographic information systems and planning as a whole and
integrated system to support the process of planning, utilization and control of space
in the city of Padang as well as an effort to encourage the improvement of the welfare
of the local community.
- Development of strategies for settlement centers through the direction of the
development of settlement centers in areas that have relatively flat topographical
conditions while at the same time keeping local protected areas from functioning.
- Development of spatial use plans that pay attention to aspects of disaster vulnerability
at the level of settlement centers / neighborhoods by incorporating aspects of local
wisdom and local culture.
- Development of human resources to improve the quality of life by proportionally
distributing supporting facilities in the city of Padang.
- Development of a regional transportation infrastructure network that in addition to
paying attention to the direction of regional spatial structure and spatial use patterns
to be achieved, also aims at leveling and balancing the centralized economic activities
that have been created as well as developing control mechanisms to encourage the
creation of functional linkages between regions and sub-regions.

W-T STRATEGY
- Development of settlement centers that integrate superior / strategic areas of the
fisheries sector to encourage economic growth in sub-regions in Padang City.
- Integrating the development of superior / strategic areas that have been set at the
national level by efforts to encourage the growth of the surrounding area through
corporate social responsibility / community development schemes or other schemes
that have been adopted by other regions (PEMP-Coastal Community Economic
Empowerment).
- Development of settlement centers based on fisheries with the main components of
local superior commodities supported by business incubation centers in each region
that have regional service levels (adjusted to the direction of regional spatial
structure) that can encourage the development of micro, small businesses and middle.
- Development of the economic activities of the local community, especially those in
coastal areas through strengthening capital through coaching. (large industries
fostering small and medium industries to benefit both parties)
