Respected Sir,

I, Dr, Asha Gurjar working as an Assistant Professor, Department of Chemistry, University of Rajasthan,
Jaipur would like to draw your kind attention about the misbehavior and unethical conduct of Dr. C. L.
Khandelwal Ji, Head, Department of Chemistry.

In accordance with the University’s policy against all forms of harassment in the workplace, I hereby
submit this letter of complaint of psychological harassment, and discriminatory approach against Head,
Department of Chemistry.

1. I have submitted a request for providing research lab space to the then Head of the Department. I was
asked by the then Head to contact Dr. C. L. Khandelwal, Convener, Accommodation Committee. When I
contacted her for providing accommodation she shouted at me and said how I dared to ask for research lab
space. Accommodation committee headed by her has allotted lab space to all my colleagues even to the
colleagues who were neither having Ph. D. degree nor were registered for Ph. D. or doing any research
work and who have not even requested for any changes. This committee also entertained the request of my
other colleagues for changing the lab space as well as sitting space. When I requested her again for
providing me lab space she categorically told me that I do not fit into her criteria for the same. I asked her
what are your criteria Madam, she replied that you were not given the space because you do not salute me
and my other senior colleagues whenever you see me in the department. She also reprimanded me for not
paying the registration amount for a conference held in the Honour of then Head as well as not
participating and paying an amount for a dinner organized by Head.

2. Sir, several teachers of the Department of Chemistry have apprised you in writing about the
discriminatory allotment of space to faculty members by then Head and convener, accommodation
committee. I still remember that you have immediately stayed the decisions of Head regarding the
allotment of the space till further order.

However, she and subsequent head of the department have not taken any cognizance of your order and
allowed teachers to occupy space. Not only this recently they have allotted space to other teachers except
myself.

3. She again raised questions for signing the above mentioned letter written to your good self and joining
the delegation of teachers. She threatened me for irreparable consequences for the same in intimidating
tone. My ordeals started from here.

4. After joining as Head of the department, She started psychologically harassing me by making
disrespectful remarks about my dress sense and on my personality. Whenever I entered in her office for
signing on attendance register, I noticed that she secretly make video of my movements by her mobile
phone. She has verbally misbehaved with me several times in front of my colleagues. Once she told me that
you hold yourself as a Ganwar. I was told by my colleagues that she secretly record her conversation with
the teachers whenever they meet her for discussing affairs of the department.

5. I have been allotted M. Sc. Students for carrying out their project work. I again asked Head to provide
me lab space but in vain. She taunted that “ Asha tere jaise Jahil Ganwar kya research project
karawayenge, tu in sab padne likhne ke kaam chod de tere bas ka nahin he yah. Tujhe jab tak main Head
hoon koi space nahin milega. Tu apne student ka project work kaise karayegi ab main dekhti hun” . I was
completely shattered and devastated. I requested my colleagues Dr. Swagat and Dr. Ramhari Meena to
provide me space in their lab so that students who are working under my supervision could complete their
project work. Both of them happily agreed and provided me space in their research lab.

5. Recently, one of above mentioned colleague Dr. Swagat has transferred the articles of his sitting space
and handed over his sitting space to me as well as lab space to me and Dr.Ramhari Meena. The information
regarding this was submitted to the office of the Head of the Department (copy attached).

6. My M. Sc. Project students are still working in this lab however Head of the department has asked me in
writing to vacate the lab. I am also pursuing my research work in this lab since last four month.

7. I again tried to convince Head to let me pursue my research work in this lab and allow my students to
complete their project work but she fumed on me and rudely said “ Tujhe naak na ragadwa doon to kahna.
Tujhse jaisa kaha gaya he vah kar varna tera career kharab kar dungi” I could not sleep that night in fact I
am mentally disturbed since last few month . I told this whole episode to some of my colleagues.

8. On advice of my colleague I again reached the office of the Head along with two of my colleagues. As
soon as we reached her office and asked her why she is misbehaving with me she again said “tumhare to
sanskaar” aur charitra hi “kharaab hainh”. After hearing this I was so much frustrated and lost my
temper. That is what she wished to tape in her mobile. When she again raised question on my sanskar I too
raised question on her misbehaviour.

Sir, I have a question can a person sitting on such a dignified position misbehave and harass his or her
colleagues in such an undignified fashion? Is it legally allowed to record the conversation on mobile
phone while seating on the chair of Head of the Department?

Sir, you always speak in a very dignified manner with the teachers. Is Head of the Department allowed to
speak with teachers in TU tadak language? How long a person could tolerate psychological harassment
and derogatory remarks on his/her family? Sir, No one can tolerate such things.

These repeated acts of psychological harassment and attacks on my dignity by Dr. C. L. Khandelwal Ji,
Head of the Department has adversely affected my working conditions, physical and mental health. I
cannot compromise my professional future.

To this end with heavy heart, I sincerely request you to treat my request with great diligence and take the
necessary measures to end the harassment that I am presently the victim of.
