AND PROCEDURES

VOTED, To adjust the Inter-American Division Headquarters Staff—Employment


Criteria and Procedures as voted by the General Conference Committee (see GCC 81-5 and
81-32) as follows:

VOTED, 1. To recognize that the following general policy principles serve as the
basis for the procedures proposed in paragraph 5 below.

a. To qualify for service credit in a division the following criteria must


apply:

1) The individual must be an employee of the division or one of its


component organizations, or a regular missionary appointee from that division.

2) The employing organization must contribute to the retirement


plan of the division. (This is not required for regular missionary appointees.)

b. Service credit earned in one division is not transferable to another


division except under the provisions of GC Z 25 70 and GC D 17 25-3.

2. To state for information purposes that the types of interdivision moves


recognized in policy with corresponding service credit/retirement responsibilities are as


follows:

a. Regular Interdivision (missionary) Call. The individual is called to


serve in a division other than the base division but continues to receive service credit for that
service in the base division.

b) Nonelected staff members called in the regular way from


any division except the North American Division

HOWELL MOUNTAIN ENTERPRISES—CORPORATION


RATIFICATION

Pacific Union College (PUC) has requested the ratification of Howell Mountain
Enterprises, a wholly owned subsidiary of Pacific Union College, as a corporation. The
Articles of Incorporation of the subsidiary known as Howell Mountain Enterprises, a
California corporation, were filed with the Secretary of State in July of 1988. The
corporation was capitalized by the transfer of the unrelated business assets of Pacific Union
College in July 1990. This request came belated as Pacific Union College was unaware of
the need to make this request.

VOTED, To record approval of Howell Mountain Enterprises, a wholly owned


subsidiary of Pacific Union College (PUC), in harmony with NAD B 30 10. This action
does not grant denominational status to Howell Mountain Enterprises and since it is a for-
profit corporation, it cannot qualify for participation in the Seventh-thy Adventist Retirement
Plan of the North American Division.

SUNBELT LIVING CENTER, NC—DENOMINATIONAL STATUS

Sunbelt Living Center, Inc, has requested denominational status through regular
channels and meets the necessary requirements. It is therefore

VOTED, To approve denominational status for Sunbelt Living Center, Inc, 500
Winderely Place, Suite 115, Maitland, Florida 32751 effective May 1, 1992. Sunbelt Living
Center, Inc, will be tax exempt as a subsidiary of the General Conference under 501 (c) (3)
of the United States Internal Revenue Code in harmony with the provisions of NAD C 47.
This organization will not participate in a retirement plan administered by the North
American Division.

FED/ADCOM/GCC to RSF

FAR EASTERN DIVISION—GUAM DEVELOPMENT PROJECT

The Chairman called on P D Chun, Secretary; Ian Grice, Treasurer; and Byron
Scheuneman, Director of Asset Management & Development Services of the Far Eastern
Division to acquaint the General Conference Executive Committee with their proposal.

WHEREAS, the principle of Christian stewardship that all resources belong to the
Creator and are to be put to the most effective use to further the gospel commission is
applicable to organizations as well as individuals, and

WHEREAS, the Far Eastern Division and its subsidiary organizations have been
blessed with success in applying this principle in other similar projects, and

' WHEREAS, the Far Fasten Division is totally committed to encouraging all members
within its territory to follow the principles of personal stewardship that will increase
traditional funding sources, which commitment is evidenced by significant increases in
regular tithes and offerings, and

WHEREAS, the Far Eastern Division, through its strategic planning process, has
identified that after factoring in the increases in tithes and offerings there is still a growing
inability to accomplish its objectives, including the expansion of Global Mission funding to
the level necessary to enter the 278 unentered segments within its territory, due to the
inadequacy of traditional funding sources, and

WHEREAS, the Far Eastern Division's five-year budget projects annual operating
deficits of $750,000 beginning 1994, and

WHEREAS, the Far Eastern Division Executive Committee, including two


representatives from each union, voted unanimously to recommend the project for General
Conference approval, it was

VOTED, To approve the Guam project as proposed by the Far Eastern Division and
in conformity with GC S 40 05-9 with the following conditions:

1. The Far Eastern Division will secure, through legal counsel in Guam, Hong
Kong, and the United States, written assurance that the project will not endanger other
denominational assets or organizations.

2. The Far Eastern Division will secure from United States Government agencies
• guarantees covering the project financing.

b. Independent Transfer of an Employee and/or Local Employment of a


Nondenominational Employee in the Adopted Division. The individual is employed locally
(without a call) by the adopted division or one of its component organizations and receives
service credit for that employment in the adopted division.

c. Call/Permanent Return to Home/Base Division. The individual is


called by or returns permanently to the home/base division and is employed by the home/base
division or one of its component organizations and receives credit for that service in the
home/base division. (For exception see GC Z 25 70 Employee Returning on Special
Arrangement.)

3. To record the following points regarding the status of the headquarters office
of the Inter-American Division:

a. It is a component organization of the Inter-American Division although


located physically in the territory of the North American Division.

b. Its unique situation in the territory of the North American Division


allows it to have unusual access to employee sources in the North American Division.

4. To recognize that the unique status and situation of the Inter-American


Division headquarters office requires special employment procedures to ensure:

a. That its headquarters staff employees be fully informed regarding their


division and service relationships.

b. That the North American Division retirement plan not be required to


assume retirement obligations incurred by the decisions of an organization which does not
contribute to its funding.

5. To adopt procedures for employment by the Inter-American Division of


individuals to serve on the division headquarters staff in Coral Gables, Florida, and
guidelines for determining service record and retirement responsibilities as follows:

a. Employment on a regular interdivision basis

201 N Eustis, Florida 34223 effective May 15, 1992. Florida Hospital/Waterman, Inc, will

VOTED, To record that Martin County Home Health Care, Inc, an organization
having denominational status, has merged with Memorial Hospital, Inc, 401 Memorial Drive,
Manchester, Kentucky 40962, as of June 30, 1992. Memorial Hospital, Inc, also maintains
denominational status.
