I. CALL TO ORDER

The conference was called to order at 9:50 AM and was presided by PD Jhoaden Lucero.

II. APPROVAL OF THE MINUTES OF THE PREVIOUS CONFERENCE

Minutes from the previous conference dated 27 February 2020 was read and subjected for review.
Corrections were raised and minutes was duly edited.

MLGOO Lyn Aguelo moved for its approval and it was duly seconded by CH Roxine Coyoca. With no
objections from the body, the minutes of the previous conference was approved and adopted.

III. PD’S TIME

NEW ARTA IDs

Organic personnel were briefed that there would be a pictorial session for the new version of ARTA
IDs. For this reason, an advisory was sent earlier so as to remind personnel to wear the prescribed
attire (plain white polo shirt or blouse). A photo booth was set up at a room nearby to facilitate the
taking of pictures. LGOO II Sarda was tasked to display sample designs later so everyone may
choose and vote on the final version. A separate session was planned for those who are absent.

SPMS

DILG Cebu Province has not yet submitted its accomplished SPMS forms for the 2 nd semester of
702019. This caused Region 7 to lag behind other regions. Nationwide, there are only two (2) regions
with pending submissions. Unfinished forms have to be completed today. Cluster heads are to
coordinate with members who are on leave. PD Lucero has informed the body that then PD Gonzales
has emailed pertinent forms so as to facilitate completion and implored the cooperation of everyone to
submit the accomplished forms within the day.

Issues/Concerns Raised by Response

Today, 6 March 2020, is the deadline for submission of DTRs (with correct and complete
attachments). Everyone is enjoined to submit on time so as not to delay the submission of the CRA,
which is never accepted by the regional office if it is incomplete.

COMMUNICATION

Following an incident reported by MLGOO Rojhelou Patac concerning the long time it took for
memorandum circulars to reach field offices, ADA VI Merlo Pasquil has been given authority to
disseminate urgent MCs to field offices even before receipt of the same from Regional Office.

The request for opinion/guidance of Carcar City from COA has been duly acknowledged by the
regional office. They will be writing to COA in behalf of the LGU.

LTIA

The LTIA activity design is still at the accounting unit of DILG Cebu Province, pending approval.

POPS-PCMS

Cluster heads were reminded to forward names of cluster representatives to LGOO V Buddy Alain

PADAC

Field officers have been advised to notify the provincial office regarding mayors who did not confirm
attendance to the scheduled PADAC meeting, which PD Lucero will be attending later within the day.
LGOO V Suan presided over the conference in PD’s absence.

ROAD CLEARING

Atty. Ian Kenneth Lucero, DILG Cebu City OIC-PD and concurrent LGMED Chief, was invited to
discuss about the current road clearing and address concerns coming from field officers.

IV. ATTY. IAN KENNETH LUCERO

ROAD CLEARING

In the CSIS meeting held last 5 March 2020, updates have been discussed by the focal person of
BLGS for road clearing. Questions were raised and suggested modifications to the validation tool
were brought up.

In the validation tool, Annex A is intended only for municipalities, cities and provinces. A
corresponding annex for barangays is still unavailable. The six (6) indicators found on MC 2020-27,
Continued Implementation of the Presidential Directive to Clear Roads of Illegal Obstructions (Road
Clearing 2.0), were the same indicators discussed during the meeting, namely:
1) Presence of ordinance
2) Road inventory
3) Displacement strategy
4) Rehabilitation of cleared roads
5) Regular road clearing
6) Grievance mechanism

A memo issued about a week before required the submission of names composing the validation
team. Said list will be forwarded to the Central Office. Only members of the validation team are
authorized to sign the validation report. Names of alternate members, preferably from the PNP and
BFP, should also be forwarded. CSOs may also become members of the validation team, pending the
approval of Central Office. For barangay road clearing, cross validation will be now be conducted by
team.

An updated computation for grading is still being finalized. The computation will be sent to field
officers on the condition that they refrain from disseminating the same to LGUs, since it is not yet
official.

Validators’ signatures will signify that the validating form is “certified”. Per Atty. Lucero’s suggestion, a
mayor’s signature will mean that the report has been “noted” and will no longer be signing as
conformer. By this modification, the form will serve as a tool informing local chief executives of the
conduct of validation. Also, it will not be showing an adjectival or numerical rating.

For the formula under road clearing, length of roads (in kilometers) has been adopted. Length of
roads cleared will be added in consonance to the length of obstructed roads to make the formula
fairer to LGUs.

The BLGS could not answer all questions since barangay road clearing is under the NBOO. A letter
has been sent to Dir. Karl Caesar Rimando of NBOO and Dir. Odilon Pasaraba of BLGS concerning
barangay cross-posting wherein there would be difficulty when a small LGU validates a much larger
one. The difference in barangay count between the two would mean that a small team may take a
longer time in validating a large LGU with more numerous barangays. As a consequence, office
deliverables will be negatively impacted since more time is dedicated to field work.

Another concern raised is fund allocation. To help maintain integrity during cross-posting, it is not
desirable to source funding for meals from subject LGU.

Cebu Province, which has 50 component cities and municipalities, will also be creating a team to
validate provincial roads. In the draft, 4-19 May 2020 (15 days) is the tentative validation period. Due
to the size of provincial roads, 15 days may not be sufficient for provincial teams.

The mandate of MC 2020-27 is the clearing of local roads. The Department may assist LGUs in
clearing national roads provided that it is done in coordination with DPWH. If national roads have
been declared cleared from obstruction, they will also need to undergo validation. Included also are
roads which have been turned over to the barangay by the municipality or city. Field officers are to
check if the forms have been accomplished correctly.

The accomplishments of Region 7 (rating: 85%) have been reported to SILG Eduardo A ño. 15% were
not able to conduct barangay road clearing. LGUs have until 30 April 2020 to submit reports. To
reiterate, preliminary activities, road inventory and coordination with concerned municipal/city offices
need to be reflected in the report (in the ‘remarks’ portion) so as to capture LGU efforts.

The DILG Cebu Province (DCP) Dashboard (https://sites.google.com/view/dilgcebuprov) is still up and
running. Logbook entries are not yet up to date but Admin is catching up with the backlogs.

A DTR Submissions Tracker has been added to the dashboard. The tracker may be used by
personnel to track the status of their DTRs. Also, field officers are to submit their DTRs to their
respective cluster heads for review before it can be forwarded to Admin.

Regarding biometrics, field officers now need to have missing info on their printed biometrics to be
countersigned by their HR. If they were unable to time in or out due to a meeting, an attached
Certificate of Appearance will suffice. In addition, the printout must now be certified by HR. This policy
will take effect on the March DTRs.

Issues/Concerns Raised by Response
