A photo booth was set up at a room nearby to facilitate the 64taking of pictures. LGOO II Sarda was tasked to display sample designs later so everyone may 65choose and vote on the final version. Ian Kenneth Lucero, DILG Cebu City OIC-PD and concurrent LGMED Chief, was invited to 111discuss about the current road clearing and address concerns coming from field officers. 112 113 IV. ATTY. IAN KENNETH LUCERO 114 115ROAD CLEARING 116 117In the CSIS meeting held last 5 March 2020, updates have been discussed by the focal person of 118BLGS for road clearing. Questions were raised and suggested modifications to the validation tool 119were brought up. 120 121In the validation tool, Annex A is intended only for municipalities, cities and provinces. A 122corresponding annex for barangays is still unavailable. The six (6) indicators found on MC 2020-27, 123Continued Implementation of the Presidential Directive to Clear Roads of Illegal Obstructions (Road 124Clearing 2.0), were the same indicators discussed during the meeting, namely: 125 1) Presence of ordinance 126 2) Road inventory 127 3) Displacement strategy 128 4) Rehabilitation of cleared roads 129 5) Regular road clearing 130 6) Grievance mechanism 131 132A memo issued about a week before required the submission of names composing the validation 133team. The computation will be sent to field 140officers on the condition that they refrain from disseminating the same to LGUs, since it is not yet 141official. 142 143Validators’ signatures will signify that the validating form is “certified”. Per Atty. Lucero’s suggestion, a 144mayor’s signature will mean that the report has been “noted” and will no longer be signing as 145conformer. By this modification, the form will serve as a tool informing local chief executives of the 146conduct of validation. Also, it will not be showing an adjectival or numerical rating. 147 148For the formula under road clearing, length of roads (in kilometers) has been adopted. Length of 149roads cleared will be added in consonance to the length of obstructed roads to make the formula 150fairer to LGUs. 151 152The BLGS could not answer all questions since barangay road clearing is under the NBOO. A letter 153has been sent to Dir. Karl Caesar Rimando of NBOO and Dir. Odilon Pasaraba of BLGS concerning 154barangay cross-posting wherein there would be difficulty when a small LGU validates a much larger 155one. The difference in barangay count between the two would mean that a small team may take a 156longer time in validating a large LGU with more numerous barangays. As a consequence, office 157deliverables will be negatively impacted since more time is dedicated to field work. 158 159Another concern raised is fund allocation. To help maintain integrity during cross-posting, it is not 160desirable to source funding for meals from subject LGU. 161 162Cebu Province, which has 50 component cities and municipalities, will also be creating a team to 163validate provincial roads. In the draft, 4-19 May 2020 (15 days) is the tentative validation period. Due 164to the size of provincial roads, 15 days may not be sufficient for provincial teams. 165 166The mandate of MC 2020-27 is the clearing of local roads. The Department may assist LGUs in 167clearing national roads provided that it is done in coordination with DPWH. If national roads have 168been declared cleared from obstruction, they will also need to undergo validation. Included also are 169roads which have been turned over to the barangay by the municipality or city. Also, field officers are to submit their DTRs to their 380respective cluster heads for review before it can be forwarded to Admin. 381 382Regarding biometrics, field officers now need to have missing info on their printed biometrics to be 383countersigned by their HR. If they were unable to time in or out due to a meeting, an attached 384Certificate of Appearance will suffice. In addition, the printout must now be certified by HR.
