Most respectfirlly. we the National Pharmacistt' Convention Committee do hereby state that we had
organized the f National Pharmaci Convention atGuwahati on 96 and los March 2019 in association with

these dignitaries Dr. 5. Esunra Reddy, Hon'ble D Contrcller General of India and lhtgg Controllers of North
Eastern States, frominent Pharmacy.leaders of India and more dran 2 Registered Pharmacists along with

Therefore, we requestYour Honour kindly to give us an official appointment also
table meetng witlr Dr. B. Suresh Hon'ble President of FCl, and Dr. S. Eswara Reddy Hon'He DCGI, Mr. Jaidev,
includlng the Team NPTCC to discuss the fcillowing rescilution passd by this Convention to get a fruitful rezult.

The following resolutions were unanimously passed in this Convention:

Resolution No-1: Formation of "National Pharmacists' Coordination Committere": Resolved that


theme of this National Pharmacists' Committee is highly appreciated by all dignitaries for which Dr. B.
Suresh President of PCI, has suggested and proposed that the NPCC should work as a "National
Pharmacists' Coordination Committee" [NPCQ to organize all existing PharmacisB' organizations
across the country to bring under one umbrella allowing their own name and identity along with their
own activities to achieve the ultimate the goals and to uplift the social and official status. In this regard
necessary affiliation is requested from appropriatc authority.

Moreover, NPCC ls also committed to work to educate, and to create awareness about Modern
Pharmary Practice among the Pharmacists and General Public about 'Know Your Medicine, l(now Your
Pharmacist'' particularly in the State of Assam and across the countrlr if it ls needed.

Resolution No-Z: Formation of "Indian Pharmaceutical Chambers of Commerce and Industry"


[PCCI): Resolved that to approve "Indian Pharmaceutical Chambers of Commercr and Industry''
(IPCO) which is constituted recently under the leadership and banner of NPCC (National Pharmacists'
Convention CommitteeJ for empowerment of scienffically skilled Registered Pharmacists under the
scheme 'Make India, Skill India" of PMI(VY fPradhan Mantri Kaushal Vikas Yojanal and Ministry of
Commerce and Industry to become an enfepreneur to utilize their knowledge and skills.

Again, it is resolved that considering the proposal and zuggestions placed by the Dr. B. Suresh
Hon'ble President of PCI, The General Secretary of AAPP Mr. Gyanendra Haloi has accepted the proposal
submitted to NPCC for mergerwitl NPCC and agreed to workforthe developmentof Pharmacyprofession
in India accordingly the AAPP is dissolved today on the 10s March 2OI9.

Resolutionno. 3: Implementation of PPR 2OL5:.

- A. Resolved to implement PPR 2015 immediately, and to request all State Governments to frame
Rules in exerclse of Powers conferred under clause [kk) of Sub-Section (2) of Section 46 of
Pharmacy Act 1948 to prescribe the conduct of Pharmacists and their duties in relation to Medical
Practitioners, the Public and the profession of Pharmacy including Pharmacisk Patient ratio-for
effective implementation of assured Pharmaceutical care to all patients findoor/outdoor both) in
greater interest of their health.

Council of India [PCI) to abolish D. Phann-(Diploma in Phannacy), as the minimum
qualificatiop for any Govt /Private iob. The Convention resolved to abolish D. Pharm
Course immediately from the year 2O2O and to amend the present 2 years B. Pharm practice
regulation into 3 years B. Pharm Practice Regulation programme with necessary approval from
UGC and other authorities.Itis also resolvedthatall GovL Pharmary Institutions/Colleges should
be permitted to conduct B. Pharm practice Degree Course. Also resolve to implement that B.
Pharm fRegular) and B. Pharm fPractice) must be the basic enby qualification for any
(Central/States) Govt / Private iobs.

B. Closure of window medicine dispensing system in India and to
Chamber: -
Resolved to request all State Governments, Centr'al Govt And all concerned to close window
dispensing system of medicine to provide a Chamber for Patient Counseling to prevail patient's
Right to Privacy and to create a proper Patient Counseling Protocol by the Pharmacists in India.
C. Regarding online sell of medicine: This Convention has no objection on online sell of drugs if its
licenses are granted under the present provisions of D&C Act 1940 and Rules 1945. This
convention requests to make a provlsion to establish and run online pharmacy counseling centre
by the Registered Pharmacist for public of the countr5r on payment of fee by the Public.

Resolution No-4: Implementation of Section42 of PharmacyAct 1948:

Implementation of Section 42 of Pharmacy Act 1948 is a State subiecl It is resolved to request all
State Governments except GovL of Kerala to frame Rules in exercise of p ers conferred under clause (ff)
of Sub-Section [2) of Section46 of PharmacyAct 1948 prescribingthe qualifications, powers and duties
of Inspectors to be appointed under Section 26 Aby State Phannacy Council to ca out purposes ofthat
Section.

Retention of Drug Licenses: -

As per the Gazete Notification Extra Ordinary PART fl-Section 3-Sub-Section [i) dated Oct27t,
20L7 vide G.S.R. 1337 [E), though there is an amendmentof Retention of Drug License, butthe Convention
firmly resolved that the Sec-42 of Pharmacy Act 1948 must not be violated. or ignored under any
circumstance in this regard.

Resolution No. 5: Implementation of new Prescription fonnat of MCI:

prescribed Model Prescription and Indian Medical Council (Professional Conduct, Etiquette and
Ethics) (amendment) Regulations 2O16 vide Clause 1.5 in Chapter 1-B Prescribed that every
Physician should prescribe drugs with Generic name legrbly and preferably in Capital Letters and he/she
shall ensure that there ls a Rational Prescription and use of d*gq as published in The Gazette of India
Extraordinary part III Section 4, No. 366 dated Bth October 2O16 [A photocopy of model prescription is
enclosed herewith).

The Convention unanimously resolved to ask Central government and all State governments to strictly
implement the Model prescription Format where a signahrre of dispensing Pharmacist with his/her
qualifications and Regn.no mustgo to public domain.

Resolution No. 6: Regarding amendment of RuIe 65 (11A) of Dmgs & Cosmedc Rules 1945:

A. Resolved to askthe Central GovL to make an amendment in Rule 65 (11A) of Drugs and Cosmetics

Resolution No. 7: Establishment of Separate Minisby of Ph:umaceuticals Service and Industry


under Govt of India: -

Resolved to request to establish a separate independent Ministry of Pharmaceutical Service &


Indusfy under Govt of India and also to set up DepL of Pharmaceutical Service & Industry in every State
Government Secretariat for smooth functioning of the Pharmacy Service in India- Because it is essential to
protect and prevail the Patient's Right and also to grve guarantees the benefib to the Patient Moreover,
Pharmaceutical Industries under Govt pf India and under respective State Government are contributing
highest amount of revenue in Govb' exchequer. It is pertinent to mention that Pharmacists are also
playing a vital role to build up the Nations' Health, by rendering extra ordinary serwices in rural and
remote areas in our country.

Resolution No, 8: Uniform Reflrriffient rule and Cadr€ stmctrre for Phannacist

This is resolved to request Central GovL to rectify $e hulty recruitment rule of Central Govt
Pharmacist to form proper Cadre structure with starting Pay Scale in l,evel B of 7t'CPC.,

Resolution No. 9: kitexamination.

Though this Convention welcomes tJre Pharmacy Council of India [PCI) for making provisions of
Exitexam before registration byall Diploma Holder PharmacisB.

But the Convention unanimously resolvedto conduct the Exit examination by the CBSE not only
for D. Pharm,,but ta compulsoty for F Pharm, and Pharm. D. Pharmaqr gttduate also,
Resoludon No. 1O: Uniform Entrance tsramination for.all courses in Pharmacy.

The Convemion unanimously resolvedto make necessary amendments in Education Regul ons
of Pharmacy to bring all Pharmary admissions under NEET for
for all courses in Pharmacy not only to achieve unique quality but to maintain Global standard of
Pharmary profession.

Resolution 12: NOC to obtain for ne{renewof Drug License from respective State Councils:

Resolved to requestto make a mandatoryprovision to obtain NOC from ective State Pharmacy
Council by the Pharmacist before obtaining a New /renewal of Drug License. And also, to keep job
placement DATA /record of Pharmacists inthe respective council.

'Tnowing about medicine is a Continuous Education Process' of every Pharmacist, so NPC


resolved to make mandatory provision to enroll every new product in respective State Council before
launching in the market by any Pharmaceutical Company as because the product will be ultimately
dispensed by the Pharmacists and must have details knowledge about the new product for Patient
Counselling as per PPR-Z015.

Resolution No. 13: Absorb B. Pharm passed out Pharnacists as of CHO as per National Healthcare
Policy.

It is resolved and urged to absorb immediately the B. Pharm passed out Pharmacists as CHO
(Community Health OfficerJ Under National Health Mission to utilize their knowledge as Mid-Level
Healthcare Provider with proper training to follow the directive of National Health Policy GovL of India.

Resolution No-14. About PRTS (PharmacistC Regishation Tracking Systen)

The Convention welcomes the N PRTS (Pharmacistd Registration Tracking System) regulation

linkage with AADHAAR & PAN Card df the of Pharma as earliest possible across the Country for
SMART DIGITAL tunctioning.

Resolution No. 15. Include Pharmaceutical Subiects in the Syllabus of Competitive B<amination
Under UPSC.

This Convention requests all State Governments and Central Gorrt to include the Pharmaceutical
Subiects in the syllabus of Combined Competitive Exarnination Under ITPSC or under any State level
Public Senricb Comtnission to appear in said examination by the B. Pharm graduate. 2

The NPC also resolved to urge to create more iob placement particularly for Pharmacovigilanie
Centers for M. Pharm Pharmacist and also to create Clinical Pharmacist post in every govt Hospital or Pvt.
Hospital to absorb the Pharm. D Pharmacy Graduates.

Resolution No. 16:

NPC resolved that Pha acy Council of India {PCI} must amend the Guidelines for inspection of
Pharmacy educational Institute to include a representativ.e from the State Council for smooth inspection
and a copy of reports,should be endorsed to the respective State Council.

Resolution No. 17:

To utilize the proper Pharmaceutical Knowledge and also to acquire our Pha acy Professional
Right the NPC resolved that the Central Govt must frame the rules that "No Person other than a Regd:
Pharmacist can be owner odwholesale or Retail Drug Store'.

States Government and in Cenbal Drugs State ConEol Organization [CXI$CO) or
Pharmacyor if anymustbe reserved aspromotional PostforSr.CommunityPharmacist State
Government/Cenhal Government/Psu Pharamcist must be filled up on Seniority cum experience basis
and also, compulsory having the Local language subject I MIL) sudied up to 10fr level, registered their
name under respective Council.
