PERSONNEL’S RESPONSIBILITIES FOR FSO

1. Offshore Installation ManagerFSO Master – FSO’s OIM


Reporting line:
This position reports to the Onshore Operation Manager.
Responsibilities:
- OIMFSO Master is responsible for ensuring compliance with the Facility Management
System, Safety Case and for the safety and welfare of all persons on-board the facility.
- For the safe and efficient offshore operation, the maintenance of technical integrity,
compliance with safe operating practices, environmental and legislative requirement.
- To fulfil the risk management requirements by ensuring all risks in operation and
maintenance of the facility are identified and procedures are established and
implemented.
- Top manage the human resources available on-board so as to maintain a flexible and
efficient work culture.
- To manage and coordinate any Emergency Response.
List of Duties:
OIMFSO Master’s duties include, where appropriate, but not limited to:
- Ensure that the Health, Safety, Environment and Quality Management System,
established by O&M CONTRACTOR and COMPANY, are implemented and
maintained onboard the FSO.
- Ensuring that any non-compliance with the FSO Health, Safety, Environment and
Quality Management system is identified and addressed.
- Ensure all personnel who perform work on the FSO are made aware of their
responsibilities for managing health, safety, emergency response and compliance with
the Facility Management System.
- Ensure a good working relationship with the COMPANY’s Representatives.
- Evaluate simultaneous operations and their impacts on the integrity of the facility
ensuring procedures are in place to action and respond to any situation.
- Oversee all activities and operations ensuring they are performed in accordance with the
applicable procedures, that all relevant safety codes and regulations are followed and
that simultaneous operations with high risk potential are managed in accordance with
the Facility Management System.
- Liaise with Onshore Management and support groups ensuring good communication
levels are maintained and assist in project planning related to offshore activities.
- Conversant with all relevant safety codes and operating Instructions ensuring that these
are followed and improved to ensure the safety of all operations is maintained.
- In conjunction with onshore support groups assist in planning and coordinating major
activities.
- Familiar with all limitations to the technical integrity of the facility and conversant with
inspection activities required to ensure the integrity of the facility.
- Responsible for ensuring that offshore training requirement for facility personnel are
met with any inadequacies being addressed in consultation with onshore support groups
as required.

BID PROPOSAL
- Oversee activities and operational work programs supervised by the Marine,
Maintenance and Production Supervisors. Ensuring that their operation and work
activity is performed in accordance with the applicable Management System
Instructions and Regulatory Compliance.
- In conjunction with Onshore Managers, ensure that the numbers, skills and competency
of those onboard is sufficient to meet Installation and legislative requirements and
develop to the needs of the operation.
- Monitor and assess the performance of Offshore Personnel in conjunction with Onshore
Managers. Identify and agree training or development plans for individuals.
- Ensure that all contractors and vendors who perform standard and specialist work on
the facility are made aware of their responsibilities for managing health, safety and
emergency response.
- Undertake safety inspections of plant, equipment, machinery and process in accordance
with the schedules in the MSM Site Safety Inspection Instruction.
- Ensure the FSO's records are properly and accurately kept. The daily keeping of the
records may be delegated to the other personnel, but all official records shall be
approved and signed by the FSO OIMMaster.
- Compile all reports as outlined in Communications and Reporting MSM Instruction.
- Manage and coordinate any Emergency Response as a result of a Major Accident Event
as detailed within the Emergency Response Manuals.
- Perform exercises and drills every seven days in accordance with MSM Instruction
Offshore Drills Exercises and promptly implement and close-out any non-conformances
or corrective action identified as a result of the drill or exercise.
- Ensure that the POB list is compiled and maintained after each helicopter/vessel
departure.
- Manage, control, approve and monitor the Permit to Work System, ensuring that the
requirements for generating and using Permits for Hot Work, Cold Work, and Confined
Space Entry are implemented in accordance with MSM Instructions.
- Co-ordinate and control the facility operational work programs to ensure Simultaneous
Operations with high risk potential are managed in accordance with the MSM
Instruction.
- Report all accidents, incidents, near misses and dangerous occurrences.
- Ensure that whenever there is potential for risk of injury to personnel or damage to
property or the environment, a Job Safety Analysis (JSA) is written in accordance with
the MSM Instruction. Review and approve Engineering Work Requests as the offshore
representative, in accordance with MSM Instruction.
- Ensure that all the Class, Flag-state and Safety certificates are valid. It is also his
responsibility to always have on board the prevailing rules and regulations that are
applicable to the FSO. He shall keep the FSO's documents in safe custody.
Qualifications and Experience:
- A suitable engineering Degree and/ or a minimum of 10 years’ experience in the offshore
oil industry, 5 years of which must have been in a senior supervisory position.
- Strong personal and interpersonal skills with flexibility to meet fluctuating needs of field
operations.
- A sound knowledge of the business drivers affecting the Hydrocarbons Production
Industry.

BID PROPOSAL
- Significant knowledge of Marine, Production and Engineering and Maintenance
Management to be able to manage all aspects of the FSO operation.
Desirable
- Five years of work experience as FSO OIMMaster or Operation Supervisor.
- Experienced in Safety Supervision.
- Exposure to tube fired boilers, steam plant, distillation plant, fire systems, pumps, turbo
alternators, rolling element and plain bearings, pipe distribution systems and corrosion
mechanisms and mitigation strategies.

2. Operation Supervisor
Reporting line:
This position reports to the OIMFSO Master.
Responsibilities:
- The Operations Supervisor is responsible for the safe operation, maintenance, marine
and cargo operations and supervision of operations personnel on-board the facility at all
times.
- For all offtake operations including the berthing and disconnection of the offtake tanker,
cargo transfer and documentation.
- For insuring that the requirement and procedures in Facility Management System are
implemented and maintained.
- To manage the human resources available to the operations group so as to maintain a
flexible and efficient work culture.
- To fulfill the risk management requirements by ensuring all risks in the marine
operations are identified and procedures are established and implemented.
- In conjunction with other department heads and the OIMFSO Master to assist in the
management of the facility on-board.
List of Duties:
The Operations Supervisor’s duties include, where appropriate, but no limited to:
- Line supervising for the Senior/ Cargo Operators; General Purpose Operators on deck;
Crane operators and painter groups.
- Liaising closely with the Maintenance and Production Supervisors to ensure proper
planning and co-ordination of all marine and logistics services in order to provide the
required level of support to production and maintenance operations.
- Ensuring compliance to all classification requirements related to Deck, Cargo and
Navigational requirements.
- Regular re-assessment of preventive maintenance schedules based on monitoring and
experience factors.
- Fully familiar with COMPANY “Berthing and Terminal Handbook” and apply its
contents to offtakes. This includes the responsibilities of the Pilot and Berthing
Superintendent during off take operations, in particular, shuttle approach, mooring
approach, connection of the offloading hose, cargo transfer and during the disconnection
of the offtake tanker.
- Working with FSO OIMMaster to coordinate, control and plan safety training drills,
exercises, briefings and training related to Emergency Response in accordance with
Management System Procedures. Development the CBTA programs and carries out the
CBTA assessment for deck crews.

BID PROPOSAL
- Liaising with maintenance supervisor to maintain, inspect and calibrate (where
necessary) all major safety and environmental response equipment such as lifeboat, life
raft, CO2 system ... on the FSO to ensure that they are always functioning and/or ready
for use at all times.
- Planning and preparing for inspection of Cargo Tanks and Cargo related equipment
according to class or statutory requirements.
- Acting as the focal point to assist Safety Officer in all matters relating to safety. This
includes the conducting of accident and incident investigations
- Manage and Plan Crane Operations. Ensure operators are informed of all safety
regulations pertaining to their work.
- Administer and updating planning schedules for all maintenance activities in the deck
Department on a daily, weekly, monthly, yearly basis.
- Carry out all works according to the PTSC PS applicable procedures, international and
local regulations, codes and standards. Preparation of the daily work schedules ensuring
the correct Permit to Work implementation.
- Manage and co-ordinate the operation of all crude oil storage, ballasting and associated
activities including crude oil washing and tank inerting operations.
- Ensure all personnel joining the vessel for the first time are adequately familiarized with
the vessel’s safety, firefighting appliances and Permit to Work System.
- Ensure that appraisals of Marine personnel are conducted on a regular basis, training
needs are analyzed and training requirements fulfilled where considered necessary.
- Keeping track and organize corrosion control programmers on the facilities according to
priority.
- Oversee general housekeeping on deck and organize cleaning where necessary.
- Ensure spares required by the operations department are properly inventoried and
stock to be replenished, Issuing of MSR and work request where required.
- Administrative responsibilities including writing/ reviewing PTW, TWI, JHA, and
relevant Marine department procedures. Ensuring proper and updated records are
compiled and followed up.
HSE roles
- Be fully conversant with the FSO Emergency Response Plan and his role within this
plansthis plan, and is always prepared for such eventuality.
- Ensure full knowledge and understand of Facility safety requirements, including permit
to work systems, operational and emergency procedures, O&M CONTRACTOR policy
and instructions and will ensure that the facilities marine staff are aware of, and
understand them.
- Conduct Weekly Deck Department Safety Meetings, ensuring minutes of meetings are
fully documented, and Action Items closed out in an efficient manner.
- Ensure that all appropriate procedures are followed to protect the environment from oil
pollution during oil transfer and off take operations
- Encourage open and frank reporting of all near miss, incidents, accidents and
environmental issues within his department.
- Plan for weekly testing and inspection of all emergency equipment and compile report
- Ensure that water discharge overboard is kept below the acceptable level oil content
- Ensure that waste disposal is followed waste disposal procedure.

- Current MasterMaster Class 1 unlimited Certificate of Competency with a minimum 6
years’ experience in the position, working on board sea going tankers.
- A detailed knowledge of marine systems, vessel design limitations, statutory and
classification requirements.
- Offshore Fire Fighting and Helicopter Survival certification
- Experience with safety management systems and computer basedcomputer-based
maintenance management system preferred
- GMDSS Operators certificate
- Oil tanker familiarization certificate
- Advanced training programmeprogrammed on oil tanker operation
- Advanced fire fighting
- Personnel survival techniques, Fire prevention and firefighting, Elementary first aid,
Personnel safety and social responsibilities
- Offshore Medical Certification
Desirable
- Previous experience with oil field producing operations and safety management systems
which include permit to work and isolation procedures, particularly FSO or FSO
Operation.

3. Senior Cargo Operator


Reporting Line:
This position reports to the Operation Supervisor.
Responsibilities:
- To operate and maintain all marine systems in a safe and efficient manner and in
accordance with the Facility Management System.
- To understand and assume the duties and responsibilities of the Operations Supervisor
during his absence from the facility.
List of Duties:
The Senior Cargo Operator’s duties include, where appropriate, but not limited to:
- Bridge watch keeper when on passage, at anchor or disconnected from the riser.
- Prepare, plan and monitor stability with reference to stability, trim, stress and bending
moments and to co-ordinate cargo tank loading and ballasting operations.
- Plan, supervise and co-ordinate the safe discharge of cargo to the offtake tanker, in
liaison with maintenance and production departments.
- Supervise and co-ordinate maintenance of all ballast and cargo tanks, cargo stowage and
offloading systems.
- To co-ordinate the discharge of produced water from the cargo and slop tanks.
- To carry out tank washing, gas freeing, perform gas tests and isolations, issue safe entry
permits and supervise tank entry operations.
- To co-ordinate and supervise all preparations and checks on board the FSO prior to
berthing of an offtake tanker, including floating hose pressure tests, assembly and
disassembly, IG system, offtake meter & prover.
- Calculate daily production figures by way of manual ullages.

- As OSS assistant to co-ordinate and supervise berthing and unberthing activities on the
FSO side.
- Maintain cargo gear register, and ensure all certification of lifting appliances, running
gear, shackles, slings etc. including offtake tanker mooring equipment and hawsers.
- To monitor the consumption of consumables and spares to ensure safe minimum levels
are maintained and liaison with the store man with respect in his area.
- To assist with the preparation of daily reports, clients and other
information/data/reports as required.
- Carry out duties as helicopter flight follower as required.
- Liaise with medic to operate and test GMDSS equipment.
- Act as Helicopter Landing Officer (HLO) and carry out helifuel water testing as
required.
- Supervise supply boat loading/discharge operations, coordination with store man to
check inbound manifests and generate outgoing manifests.
Key Authority
Deputies for OSS during lifting operations.
HSE Responsibilities
- Designated as Leader of emergency response and lead the facility fire team.
- To supervise all maintenance required for the safe and efficient operation of all
lifesaving equipment, fire appliances and watertight integrity.
- Ensure that water discharged overboard is kept below the required level of oil content.
Qualifications and Experience:
- Chief Officer class 2 certificate of competency or equivalent.
- GMDSS Operators Certificate.
- Detailed knowledge of tanker operations including crude oil washing, inert gas
- Systems and marine safety systems.
- Operating experience on an FSO or similar production facility preferred.
- Experience with safety management systems and computer basedcomputer-based
maintenance management systems preferred.
- Experience in berthing and un-berthing large vessels at offshore moorings preferred.
- Strong personal, have a leadership and interpersonal skills and culturally aware with
experience of working with multicultural workforce preferred.

4. Cargo Operator
Reporting Line:
This position reports to the Senior Cargo Operator and Operation Supervisor.

- To operate and maintain all marine systems in a safe and efficient manner and in
accordance with the Facility Management System.
- To understand the Senior Cargo Operator and assume the duties and responsibilities of
the Senior Cargo Operator during his absence from the facility.
- To keep night watch (18:00-06:00) for all marine operations and cargo management.
List of Duties:
The Cargo Operator’s duties include, where appropriate, but not limited to:
- To monitor FSO stability with reference to stability, trim, stress and bending moments
when on duty as per loading and monitoring plan.
- Implement the cargo plan prepared by Operation Supervisor Manager the discharge of
produced water from slop tank to overboard as per plan made by Operation Supervisor,
monitor ppm reading on the OCM for slop tank in Engine Room and take physical water
sample from OCM drain for laboratory analysis by Production Operator to compare
with ppm reading on the OCM.
- Assist Sr. Cargo Operator/ OSS with tank washing and gas freeing operations as
“responsible person”.
- Ensuring the off take equipment and machineries, such as the IGS system, offtake meter
and prover, cargo pumps, are always functioning correctly.
- Responsible for the operation of the cargo pumps during offtake operation and assist as
required.
- Periodic inspection of cargo/hydraulic lines and valves.
- Carryout routine helicopter operations and assist as helicopter landing officer (HLO) or
deck crew when required.
- Calculate daily production figures by way of manual ullages using UTI.
- Maintain facility keys and security systems.
- Prepare PTW for next day by night shift duty.
HSE Responsibilities
To provide support during emergency response and take charge of the emergency muster
station.
Qualifications:
- Class 3 Certificate of Competency or equivalent.
- GMDSS Operators Certificate.
- Good personal and interpersonal skills, good command of English and culturally aware
with experience of working with multicultural workforce preferred.
- Oil tanker familiarization certificate
- Advanced training programme on oil tanker operation
- Advanced fire fighting
- Personnel survival techniques, Fire prevention and fire fighting, Elementary first aid,

Experience:
- Relevant operating experience on an FSO or similar facility preferred and
detailed knowledge of tanker operations includes crude oil washing, inert gas systems and

5. Lead GPO/ Crane Operator


Reporting Line:
This position reports to the Operation Supervisor.
Responsibilities:
- To ensure all work carried out by crew members and contractors are done in a safe and
efficient manner in accordance with the Facility Management System.
- To supervise the loading and discharge of supply vessels.
- To operate or supervise the operation of all cranes and lifting appliances on-board the
facility and to ensure operation within their safe working limits and in accordance with
the Facility Management System.
List of Duties:
The Lead GPO’s duties include, where appropriate, but not limited to:
- The Crane Operator’s duties include, where appropriate, but no limited to:
- Meet daily and have responsibility to OSS /Asst OSS / or their respective designate, to
plan work programmer.
- Ensure all decks and store rooms are maintained in a safe and secure condition at all
times.
- Supervise and ensure that all work performed by the GPO Riggers is carried out in a
safe and efficient manner.
- Assist the Operation Supervisor to monitor and maintain lifting appliances, cranes,
running gear, slings, shackles etc. including managing the quarantine locker.
- To assist the OSS in ensuring that all facility safety gear and equipment are regularly
inspected and maintain properly and are always in state of readiness.
- Ensure that all tank work is carried out in a safe and professional manner.
- To assist and supervise mooring and unmooring of offtake tankers.
- To assist with cargo loading and offloading operations as required.
- To ensure all GPO Riggers have a full understanding of procedures, including all work
instructions, PTW or safe entry certificate restrictions prior to commencing any task.
- To attend helicopter landing, takeoffs and refueling operations as HLO assistant or
action HLO (if required) of helideck fire party.
- Under operation supervisor order to assist in the maintenance of process, engine room
or other equipment as required.
- To maintain an inventory of stores under his control and to liaise with operation
supervisor and Storekeeper on requirements.
- To operate or supervise the operation of the cranes and other lifting appliances and to
ensure that crane records are complete and up to date.
- To assist in the training of personnel as required.
- To erect and dismantle scaffolding as required.

- Have a good leader ship to coordination and supervise deck crew as operation
supervisor assistant in charge on deck

6. GPO (Deck)
Reporting Line:
This position reports to the Lead GPO/ Crane Operator.
Responsibilities:
- To carry out all work, in areas of competence, in a safe and efficient manner in
accordance with the Facility Management System.
- To assist in the loading and discharge of supply vessels and the operation.
- To operate, where qualified, all cranes and lifting appliances on-board the facility and to
ensure operation within its safe working limits and in accordance with the Facility
Management System.

The GPO’s duties include, where appropriate, but not limited to:
- The Rigger Fitter’s duties include, where appropriate, but not limited to:
- Maintain an efficient fire or deck watch as required.
- Ensure all decks and store rooms are maintained in a safe and secure condition at all

- Ensure the cleanliness of all accommodation and work areas and that all work is
performed and all equipment operated in a safe and efficient manner.
- Assist in the maintenance of lifting appliances, cranes, running gear, slings, shackles etc.
- Ensure that all tank work is carried out in a safe and professional manner.
- Assist in the mooring and unmooring of offtake tankers.
- Carry out maintenance tasks, as directed by Lead GPO/ Crane Operator, in all areas
including:
- Tank operations including tank entry, cleaning, removal of scale, valves, pipe work etc.
- Pump room work including removal/installation of valves, blanks, pumps repairs,
overhauls.
- Engine Room duties including watch keeping, repairs and maintenance as required
- Process Plant including assisting with repairs and maintenance as required.
- Attend and assist in helicopter landing, take off and refueling operations as required and
as member of helideck fire team.
- To carry out all workboat, mooring operations and other tasks associated with offtake
tanker operations including floating hose assembly, disassembly and testing.
- Erect and dismantle scaffolding as required, if qualified to do so.
- Under operation supervisor command to operate the cranes as required, if qualified to
do so.
- To ensure all corrosion prevention equipment and paint stores are maintained in a safe
and secured condition at all times.
- To understand the painting procedure, painting matrix applied for FSO

- The Maintenance Supervisor is responsible for the safe and cost effective maintenance of the
FSO system, associated equipment and vessel utilities with minimal environmental impact in
accordance with legislation, class, flag and the Facility Management System.
- To ensure that the FSO retains its certification and class by ensuring that surveys are
undertaken before their final due date.
- To fulfil the risk management requirements by ensuring all risks and associate utilities and
maintenance tasks are identified and procedures are established and implemented.
- To manage the human resources available to the maintenance group so as to maintain a
flexible and efficient work culture.
- To manage the planned maintenance system to ensure compliance and to report any non-
compliances.
- In conjunction with other department heads and the OIMFSO Master, to assist in the

requirements and constraints.
- To manage the production department in line with the above objectives.
- For insuring that the requirement and procedures in Facility Management System are
implemented and maintained.
- To manage the human resources available to the operations group so as to maintain a flexible
and efficient work culture.
- To fulfil the risk management requirements by ensuring all risks in the production operations
are identified and procedures are established and implemented.
- In conjunction with other department heads and the OIM to assist in the management of the
facility on-board management budget, preparation of accounts and financial reports, control

The Lead Production Operator is responsible for the safe operation and minor maintenance of the
Crude Oil production facilities on the FSO/WHFs complying with safety, environment, legislative, and
O&M CONTRACTOR requirements.

- Received and turnover the current activities, equipment out-of-service, system by-
pass/override, including the standing instructions during shift change over.

- Accountable for the safe pigging operation and liaise with the Wellhead platform during the
operation.
- Conversant with the Production Supervisor for the planning and ideas towards effective
production optimization.
- Monitor the corrosion of pipework & topside equipment.
- To supervise and support contractors’ activities on board and ensure work is carried out in a
safe and efficient manner and in compliance with Facility Management System.

21. Control Room Operator (CRO)
Reporting Line:
This position reports to the Lead Production Operator.
Responsibilities:
The CCR is responsible for the safe operation and minor maintenance of the Crude Oil production
facilities on the FSO/WHFs complying with safety, environment, legislative, and O&M
CONTRACTOR requirements.
List of Duties:
The CRO’s duties include, where appropriate, but not limited to:
- Ensure the graphic mimic on the DCS/ automation system meets the operation requirements
and satisfy the basis of design and performance requirements. And also monitor the process
parameters and make appropriate adjustments when a deviation detected and or an upset
condition occurs
- Ensure all equipment of the process and utilities is in good and operable condition to maintain
high reliability of the process plant. Obtain support required from other departments to solve
process problems

- Liaise with Lead Production Operator in monitoring the consumption and inventories of
chemicals and assists in maintaining critical spares availability.
- Gather and compile data for daily production reports and maintain a comprehensive log of all
production activities.
- Liaise with Lead Production Operator and Production Supervisor for the process safe
operation, maintenance plan activities and operation emergency procedure.
- Able to perform the Lock and Tag system of the equipment, physical isolation and
knowledgeable in Permit to Work System as per MSM Procedure.

Responsibilities:
The Safety Officer is responsible for coordinating the implementation of the PTSC PS Health, Safety
and Environment Management System on the FSO.

List of Duties:
- Develop and implement proactive programs to improve and/or enhance the FSO Operations
Health, Safety and Environment culture and performance.
- Liaise closely with offshore personnel to provide technical advice and support in managing
health, safety and environmental issues including hazard identification, risk assessment for the
removal, mitigation or control of workplace hazards.
- Participate actively in all safety meetings on the FSO. Present Safety Alerts, bulletins etc. from
other operations, to improve safety awareness.
- Team member of incident reporting and follow-up action reporting systems, incorporating the
database recording system and statistical reports and information.
- Oversee with relevant HODs the integrity of equipment for Emergency Response Plans and Oil
Spill Response Plans. Co-ordinate Emergency Response exercises, drills and exercises on FSO.
- Identify occupational hygiene issues and co-ordinate or conduct relevant surveys assessments
and training sessions. Implement occupational hygiene monitoring programs. Conducting
regular accommodation and hygiene inspection with the medic and camp-boss
- Advise, co-ordinate and where appropriate, develop and/or conduct technical safety and health
training sessions/programs.
- Monitor, record and report data as required by the PTSC PS Environmental Management Plan
and advise on environmental issues and waste disposal programs.
- Identify and request, when necessary, resources to achieve the main objectives of the Health,

For the supervision of catering staff and the ordering and control of stores, provisions and
consumables.

- Ensuring the menu is properly organized and a healthy and balanced diet is available at
all times taking into account the national and cultural makeup of the personnel on-board.
- To order and control all provisions, stores and consumables in conjunction with the

- To assist in other duties within the catering department as required.
HSE responsibilities
