1. INTRODUCTION
CH2M HILL is the Project Management Consultant (PMC) for the ABU DHABI GAS
DEVELOPMENT COMPANY LIMITED on the SHAH GAS DEVELOPMENT (SGD) PROGRAM
for the PMC-B Packages (refer to CH2M Hill Doc. No. VECO-PM-PRO-0009 “Project Execution
Plan” to have a better understanding of the overall work scope and Project background).
As the EPC Stage Program Manager, CH2M HILL is charged with the responsibility to ensure
that the project is implemented in compliance with SGD Health, Safety, and Environmental
(HSE) requirements.
At CH2M HILL, safety is a core value, not just a priority. For a project to be successful, CH2M
Hill believes it must be not only technically sound, but safe for workers, the environment, and
the community. To that end, CH2M Hill have created and implemented “Target Zero,” which is a
commitment to achieve zero injuries, illnesses, environmental impacts, motor vehicle accidents,
errors, or omissions on every project CH2M Hill deliver.
This plan outlines CH2M HILL‟s commitment and methods for meeting its Health Safety and
Environmental responsibilities and vision.
1.2 SCOPE
This Plan is directed at the assurance function performed by CH2M HILL as the PMC. The
objective of this document is to define the PMC HSE considerations, procedures and practices
for the, Engineering, Procurement and Construction (EPC) phase of the SGD Project.
outline how CH2M HILL will observe, monitor and review the activities of the EPC

CH2M HILL‟s Health, Safety & Environment responsibilities are divided into two distinct but
connected activities:
Health, Safety & Environment management of CH2M HILL employees and consultants.
For the protection of its employees, CH2M HILL shall make effective assessments of all risks to
which its staff are exposed and develop appropriate plans. Many, if not most of those risks, will
arise from being exposed to construction activities, to this end CH2M HILL shall ensure that all
contractors provide a safe working environment for staff working on the project.

Ensuring the Health, Safety & Environment of all construction sites under their control,
The protection of third parties (subcontractors, members of the public, employees of the
PMC and the client, etc.) who may be affected by work under the contractor‟s control.
This duty of care extends to all existing structures and utilities that could be impacted by
the work.
The roles and responsibilities of the PMC Health, Safety & Environment assurance team are
defined later in this document but can be summarized as:
On behalf of the SGD developing a system that monitors that all staff, contractors and
consultants comply with the established HSE requirements.
The PMC will request certain information from the EPC contractor in a defined format; templates
have been created for use by EPC contractor. In respect to the assurance of EPC contractor
activities, CH2M HILL will monitor compliance against the contractor‟s approved HSE
programme. The program shall conform to the COMPANIES HSE requirements and to all
relevant statutory regulations. Ensure compliance by all its employees and those of its
SUBCONTRACTORS with COMPANY‟s HSE requirements and regulations and all relevant
legislation and statutory requirements, including all laws, rules and regulations (as amended
from time to time) of the governments of the Emirate of Abu Dhabi and the U.A.E.
As part of its PMC assurance role CH2M Hill will advise SGD on EPC Contractor HSE
performance.
CH2M HILL will produce its own HSE plan to manage its risks and address the welfare of its
own employees.

4. PROJECT OVERVIEW
The Shah Gas Development (SGD) Program is entering Phase 2, Engineering Procurement and
Construction (EPC) stage. CH2M HILL is providing Program Manager Consulting (PMC)
services for the following EPC packages:
The Shah Gas Gathering system collects 1000 MMSCFD of well gas stream form the various
Shah wells and transports it to the Shah gas process facility. A cluster arrangement consisting
of four well pad systems each with a main pad and satellite pads will be used. The satellite pads
will collect gas from three to four wells and route to a main pad via inter-pad lines. At the main
pad gas streams from satellite pads are combined and then routed to the Shah processing
facility via two transfer lines.
Major facilities for each well pad include wellhead control, flow gathering and measurement,
pressure protection, flare and drain, pig launching and receiving, cathodic protection, fire & gas
detection, telecommunication and security systems. Facilities for the inter-pad lines and the gas
receiving area include leak detection, cathodic protection, and fibre optic communication.
The SGD products pipeline includes the 36” Gas, 16” Condensate, and 16” NGL pipelines. The
36” sales gas line originates at the discharge of the Shah Gas Processing Plant and ties into the
existing GASCO 42”OGD-I and OGD-II pipelines at Habshan. The 16” NGL line originates at the
discharge of the Shah Gas Processing Plant and ties into the planned GASCO 24” NGL pipeline
between Asab and Habshan. A Tee and isolation valve will be installed in the GASCO line by
others. The 16” condensate line originates at the discharge of the Shah Gas Processing Plant
and ties into the existing 18” condensate pipeline from Asab and Habshan. A hot tap will be
required to complete the condensate and gas line tie-in.
The early works package for Shah Plant involves rough grading and levelling of the entire Shah
Plant site to specific elevations. Site perimeter and principal roads will be prepared for heavy
hauling purposes and chain link perimeter fencing installed. The access road is a fully
illuminated four lane divided highway between the existing Liwa Highway and the Shah plant.
The base camp site will include a lay-down yard, climate controlled warehouse, drilling pipe
inspection yard and utilities.

Phase
The scope for the non-process building package includes engineering, procurement,
construction, commissioning and test acceptance for non-process building on the Shah Plant.
The buildings include:
Administration building to house Shah Gas Plant‟s Administration, Engineering & records
office, plant cafeteria seating approximately 260, First Aide & Triage centre and a nearby
helipad.
Workshop building with workshop area, bridge crane, truck docks, restrooms,
conference rooms, offices and utility area.
Main warehouse building that that includes separate storage areas for dry chemicals,
liquid chemicals and large items. The large item storage area is equipped with a bridge
crane.
Vehicle Maintenance/Fuel Station is equipped with two fuel pumps, two vehicle washing
bays and a vehicle repair and maintenance area.
Main entrance gate house will house up to three security personnel and will be equipped
with security access control devices to monitor traffic to and from the gas plant.

The scope of the Shah Station package includes a stand-alone granulation and rail loading
facility. A pipeline transports 10,000 TPD of molten sulphur from the Shah Plant to the Shah
Station where it is stored, processed and loaded for shipment. Significant facilities at Shah
Station include liquid sulphur storage, sulphur block forming and re-melting, granulation
processing, granulation storage, conveying systems, reclaim facilities, rail yard and loading
systems, utilities, safety systems and off site units.
Liquid sulphur is fed form the storage tanks into granulators. The granulated sulphur is
conveyed into covered storage buildings. Automated scraper style reclaimers will retrieve the
granulated sulphur form storage and convey to the rail loading area and automatically discharge
into railcars. Utilities are provided by pipeline from the shah gas plant (power, fuel gas, potable
water) or produced on site (nitrogen).

The Project Management Team (PMT) is the core management group for project normally
based within the Abu Dhabi offices.
The PMT is in a governance role to ensure contract requirements and corporate processes and
procedures are adhered to especially in the areas of Health, Safety and Environment through
the design, construct, commissioning and start-up of the project.
PMC is also having a Central Management Group in Abu Dhabi that gives directions to the
teams working on the Packages (refer to CH2M Hill Doc. No. VECO-PM-PRO-0002 “Project
Organization Procedure”).
The PMC/PMT (group 1) are the management team located at EPC CONTRACTOR‟s offices
who are embedded with each of the EPC contractors in a governance role to ensure the
contract requirements are met; this includes but is not limited to:
The EPC contractor executes his work scope in a safe and diligent manner;
Ensures that the EPC contractor applies the safe management and control of the work
activities under their contract including any sub-contractor(s) who may be employed or
contracted by them for the execution of their work scope;
Ensures that the EPC contractor applies all of the requirements relating to the welfare of
the personnel working for them including any sub-contractor(s) who may be employed or
contracted by them for the execution of their work scope;

Ensures that the EPC contractor applies all of the requirements relating to the transport,
housing, catering and medical services required for the personnel working for them
including any sub-contractor(s) who may be employed or contracted by them for the

Any SIMOP(s) or interface activities that may arise between their EPC contractor and other EPC
contractors will be raised to the PMC management group above (in the case of Onsite this will
be Fluor and Offsite will be CH2M HILL) who will act as arbitrators in deciding the priority/or
availability of areas/facilities/equipment were interfaces or SIMOP(s) are occurring.
To assure HSE objectives are met, a strong leadership team is required to provide direction and
assurance. The team is structured to provide expert knowledge in all areas of HSE
responsibility. Competence will be periodically assessed to assure continued performance. The
project leadership team is expected to be visible in the field and engaged in safety program
activities. They are accountable for delivering the project safety program and in making it

Second tier HSE leadership positions provide task specific support to Group 1 CH2M HILL PMC
Safety Managers. Staffing selection for these positions is to be approved by SGD HSE Manager
and the CH2M HILL HSE Manager. Key HSE positions responsible for supporting HSE
implementation in the project include:
Whilst CH2M HILL HSE managers are in place on all PMC projects, CH2M Hill understands that
HSE Managers cannot be specialists in all areas of HSE. Therefore key areas of risk on this
programme will require the utmost attention and the attention of subject matter experts. CH2M
HILL will therefore provide our project team‟s access to reach-back support from the highest
level of expertise possible to the project.

The Corporate H & S Management of both SGD and CH2M HILL will be responsible for the

Provide support and assistance to the Project Manager, the H & S. Manager and field
personnel, as required.
Verify Safety performance according to the Safety plan, and report any concerns and/or
instructions to the Project Manager and the H. & S. Manager.
Overall responsibility for health and safety lies with the Project Manager who will ensure that:

Establish the PMC HSE plan and monitor to ensure its implementation on the PMC
team.
Ensure that all actions, works and services undertaken by EPC contractor, are in
accordance with the respective Agreement with company.
Ensure that cost effective solutions in engineering design are adopted while maintaining
quality, constructability, operability and maintainability.
Oversee a team of HSE professionals to monitor the construction activities and make
sure that these are executed as per the HSE plan and procedures.
Develop and execute a personal HSE intervention plan and review the PMT HSE

Ensure that the overall project HSE activities are met in a quality manner.
Support the development and realization of a “Zero Incident Culture” in a way that
serious injuries are prevented and best in class HSE performance is achieved.
Help the Project Team develop a culture of HSE excellence and become active HSE
leader.
Ensure compliance by all parties with COMPANY‟s HSE requirements and regulations
and all relevant legislation and statutory requirements, including all laws, rules and
regulations (as amended from time to time) of the governments of the Emirate of Abu
Dhabi and the U.A.E.
Manage the EPC in a manner that achieves quality installations meeting performance
parameters set out in the Statement of Requirements within the cost and schedule
targets set by company.
Investigate minor and first aid occurrences and co-ordinate with the medical
organization.
Regularly attend toolbox talks and train site supervisors to ensure that they maintain
adequate safety standards.
Carry out regular checks and work permits issuance, when required.
Ensure the obligation of using safe procedures when critical tasks are being undertaken.
These activities will be performed directly and/or with the assistance of Site Safety
Coordinators, Reporting Assistants, Traffic Controllers, Training/Information Coordinators and
Safety Crew Officers, in accordance with the Safety Organization Chart.

Co-ordinate and assist the Site Construction Managers with Safety matters.
Have the obligation of being an example to all site personnel, actively promoting safety

He organizes the «Talk programs/topics» and the training programs, taking into account
the realities of the construction works.
The Safety Site Coordinator receives instructions from the Site Safety Manager and
ensures that all procedures and recommendations are implemented on the working
sites.
He will patrol the ROW to control the effectiveness of the Safety Officers and maintain

7.1 INTRODUCTION
The PMC HS&E team „assure‟ health, safety and the environment‟ on every CH2M HILL project
on the Shah programme. The team will verify that the SGD and ADNOC standards are met, but
will also do much more than that. They will seek out best practice and lessons learned and
share this through Common Standards, Visual Standards, Alerts, articles in the HS&E Bulletins,
with the EPC contractors and their supply chain.
The team will support the Project delivery team and the COMPANY in achieving the aspiration
of being the safest and healthiest construction project. The PMC assurance team shall
undertake tasks such as auditing EPC contractors and facilitating external audits, supporting
HSE interventions, etc. The PMC assurance team will collect HS&E data, extract relevant
information, analyse trends and report on performance, directing resources and efforts and
suggesting areas for improvement. They shall look ahead at the key risks of the programme and
pro-actively work and deliver successful HS&E campaigns and target activities to have the
greatest positive impact on HS&E performance.
This plan outlines how CH2M Hill will perform these responsibilities. The scope of this HSE plan
is limited to the EPC stage of the described project packages. It is expected that all
requirements for Screening, Conceptual, and FEED stages have been completed in accordance
with ADNOC-COPV1-13 and are available as inputs for the EPC stage. HSE deliverables from
the EPC stage will be made available to others for use in subsequent stages (operation,
decommissioning, abandonment and disposal).
Oversee all safety activities performed and provide all necessary input to ensure that
health, safety & environment services performed to standards expected.

for all high risk activities determining preventive measures to overcome these hazards. The
HAZID will be the basis for hazard identification.
The EPC is also responsible for identifying previously undetected hazards and increase the job
knowledge of those participating.
The PMC will maintain a project wide risk register for high-risk activities to ensure that risks are
continually assessed, control measures indicated and any residual risks acceptable.
EPC contractor shall carry out Simultaneous Operations (SIMOPS) studies if there is scope for
interaction to occur between major hazardous activities, and the design and construction intent
is to carry out these activities concurrently. Examples of SIMOPS include simultaneous
construction and operation, COMMISSIONING and construction, and well operations and
construction. The purpose of these studies will be:
To assess the acceptability of additional risks and to identify risk reduction methods that
should be incorporated in the design and during the construction and COMMISSIONING
phases.
Findings and recommendations from the SIMOPS studies and associated Construction QRA
activities will be used to develop the mitigating measures to be implemented prior the start of
the subject construction activities. PMC representatives shall participate in SIMOPS reviews at
the EPC Phase.
EPC contractor shall at the appropriate time also request, through PMC, that other Contractors
and oil field operators are involved in the formal SIMOPs reviews.

The PMC shall review the EPC Contractors proposed safety programme for compliance to the
SGD requirements, and shall provide comment to the EPC contractor on areas that it is
considered deficient. The PMC will use a standard template referencing the contractual
requirements to assess the suitability of submitted Health, Safety & Environment plans.
No activity shall proceed without the contractor having first obtained the PMC‟s formal
acceptance of the proposed Health, Safety & Environment plan and notice to proceed.
It will be the responsibility of the EPC contractor to ensure the suitability of all sub contractor
HS&E programmes. A copy of this assessment must be submitted to the PMC two weeks prior
to the start on site of any sub contractor. In addition to this submittal, the EPC contractor must
submit copies of the necessary statutory approvals for the safe operation of the site.

7.3.2 COMPETENCY
SGD have strict requirements on training and competence of employees and third parties
undertaking HS&E responsibilities on its behalf.
Each EPC contractor must appoint suitably qualified and experienced Health, Safety &
Environmental staff in line with the contractual expectations. The PMC will review staff against
given criteria and forward on to SGD their assessment of suitable HSE staff for final approval.
The EPC contractor is expected to review sub contractor HS&E staff for competency against
SGD requirements and submit evidence to the PMC. The PMC will also review against as
above. In all cases appointment is subject to approval by the SGD.
EPC contractor must submit to PMC any proposed candidate‟s curriculum vitae, which must
include relevant career experience and certificated proof of education, qualifications, training
received and all relevant information regarding the proposed candidates. The curriculum vitae
will be assessed against set criteria for that position and the suitable candidates will be invited
to attend an interview.
If a candidate meets the required standards, SGD will be notified, in all cases candidate‟s
approval is subject to SGD acceptance.
Where PMC monitoring reveals the EPC contractor or contractor safety personnel are not
competent to perform their duties, a recommendation will be made to replace said staff.

EPC contractor shall have a dedicated HSE Manager fully qualified with at least 15 years of
HSE experience and approved by the Company. Minimum ratio of safety trained professionals
to construction manpower shall be 1:40 for work inside the battery limits of operating units (post
pre-commissioning), and 1:100 for work in new/remote construction area. This may be
supplemented by safety trained field representatives, subject to approval by the COMPANY.
The PMC will review staffing levels and performance to assess the suitability of staffing levels.
The PMC is not responsible for the implementation of safety for EPC operations and
employees. The PMC is however directly responsible for the safety of its own employees
working on the project and has a compelling interest in the safety on the programme and will
take action if a situation arises that endangers health & safety or the environment.
The EPC contractor safety effort will be monitored as part of the daily management of the
project. During the course of operations, PMC staff will note any Health, Safety & Environment
issues and report on them.
In the event that any member of the team perceives an imminent danger to persons, structures
or the environment they shall order the EPC contractor to cease work and vacate the area. The
PMC and EPC project manager will be notified at the earliest opportunity.
This section defines how activities will be inspected and monitored by the PMC Field staff. The
focus will be on assuring compliance with the SGD requirements, as well as adherence to the
EPC contractor‟s submitted plan.
The EPC contractor will be expected to have an audit and inspection schedule to monitor HS&E
performance on the programme. The PMC will review and track compliance to this schedule, as
well as monitor subsequent reports and closure of corrective actions. The PMC may accompany
the EPC Contractor on selected audits and inspections.

The PMC will develop a schedule for inspecting the EPC contractor‟s activities; this will involve
reviewing the contractors‟ activities to validate audits, inspections, HSE plans and safe systems

The following modes of inspection will be used as part of the PMC assurance role:
Safety tours will be conducted to assess the suitability and implementation of the control
measures. There is no prescribed format for safety tours however HSE issues will be identified
and communicated to the EPC contractor and if necessary flagged and communicated in the

Monthly inspections
The PMC HSE assurance team completes a comprehensive project safety inspection on a
Monthly basis. This will observe control of physical standards on site and review the EPC
Contractors own inspection results. Results and corrective actions are tracked and trended in
the CH2M HILL tracking register.

A vital element of robust health, safety & environment management is the monitoring of
standards, both internally and those from our supply chain.
To ensure that the EPC contractor is following the contractual requirements and standards that
have been agreed, formal audits are to be undertaken on a quarterly basis to monitor
performance and implement improvement plans.
The purpose of each audit is to examine the EPC contractor health, safety & environment
management systems and HSE plan to verify that they meet the project requirements and that
they have been fully implemented on the project. The audit should be viewed as a positive
undertaking that will identify areas that can be improved.
The audit template highlights the areas to be probed. Each of these is to be tested against
actual documentation held by the EPC contractor and if possible, the documentation should be
checked for physical implementation.
To assist in making informed decisions around how effectively standards have been
implemented, the audit will include interviews with staff of all levels.

topics examined during each of our audits, which will helps us ensure that CH2MHILL review all
items on at least a 6 month basis.
An action tracking register will be managed by the PMC to keep a record of all EPC contractor
HS&E actions. The HSE Actions Register shall provide a formalized record of all the HSE
related actions including inspection, audits, tours and actions from meetings etc and those,
which are placed on the PROJECT through recommendations generated from internal and
external reviews and audits. The Register will record the recommendation or query against a
unique number and the subsequent response and action and formalized references to close out.
Responsibility for action will be identified along with target completion date. No action shall be
closed out until the action is completed, inclusive of supportive documentation.
During the EPC phase, PMC will ensure that the required deliverables are submitted in a timely
manner by the EPC Contractor. The below listed deliverables are the minimum requirements as
per ADNOC guideline checklist of HSE deliverables. The EPC Contractor shall develop a
project specific HSE Plan scheduling all HSE activities, deliverables, sequence, as per project

Where the PMC identifies hazards which are inadequately controlled and pose risk to persons
or property, the below procedure will be implemented:
Minor matters relating to ineffective control of hazards will be brought to the attention of
the EPC contractor. This may only be by verbal means with items noted in the daily
report.
More serious matters or repeat items will be included in the agenda of the next weekly or
monthly progress meeting. Discussion of the item and action to be taken will be
expected to be recorded in the minutes of the meeting. Reference will also be made in
the PMC daily report and monthly HSE report.
Where PMC staff observes that there is an immediate risk to persons or property, they
will advise the EPC contractor to stop the work activity being performed until remedial
actions are taken to bring the hazard under control. Such action will be communicated to
SGD. Reference will also be made in the PMC daily report and monthly HSE report.
Where serious/chronic unsafe situations persist then the PMC will alert the SGD. The
PMC will provide advice as to whether it is considered necessary to suspend the subject
work activity or all activity and prohibit the execution of any further new work until the
EPC contractor demonstrates that the hazard has been brought under control and
systemic problems addressed. Reference will also be made in the PMC daily report and
monthly HSE report.
The PMC obligation is limited to strictly informing the EPC contractor of any observations and in
all cases (as far as is reasonably practicable) communication will be through formal written
means.
PMC employees on the project have the obligation and authority to shut down any perceived
unsafe work or operation undertaken by the EPC Contractor and which poses imminent danger
to life or danger of serious disabling injury.
Where necessary the PMC will advise the EPC contractor how to achieve a safe worksite.
Nevertheless in all circumstances the EPC contractor is solely responsible for determining and
implementing necessary the controls and corrective actions.

7.7.1 INTRODUCTION
Whilst it is the responsibility of the EPC contractor to report and keep a record of all accidents,
incidents, dangerous occurrences, diseases and ill health including near misses, as well as to
investigate necessary incidents. The PMC assurance role includes ensuring that Health, Safety
& Environment incidents are reported and investigated.
An accurate reporting procedure is of high value to the project as accurate information and
analysis of previous cases can be used to further develop the HS&E policies which will assist in
preventing similar accidents happening in the future. The PMC will monitor that incidents are
being reported and investigated by the EPC contractor in line with project requirements. The
outcomes of incident investigations will be reviewed for suitability and monitored to identify
trends and ensure shared learning across the programme.
Incident reporting procedures have been developed by the PMC to govern the reporting of
incidents, and the method of reporting incidents. The EPC contractor is required to submit initial
incident notifications to the PMC using the “Incident Notification Form” defined. The incident

its requirements, to all PMC Contractor Managers and all HSE personnel.
Contractors will ensure all staff are well- acquainted and conversant with HSE rules and
orientations prior to field mobilization and ensure ongoing training is provide throughout the
programme.
This safety program awareness session is a mandatory session before PMC Contractor
Managers and HSE personnel are permitted to work on the programme.
It is the requirement of the project that all personnel receive specific, detailed training on the use
and safety procedures for each type of equipment that personnel are authorized to use, and
duties they are to perform. It is also a requirement that periodic reviews are conducted to re-
