Two Carroll County employees have begun
serving as acting directors for the county’s de-
partments of Public Works and Planning follow-
ing the termination of several county employees
in early December.
The Carroll County Board of Commissioners
announced Wednesday that Tom Rio, the current
director of general services, was chosen as the
acting director of the Department of Public
Works. Rio will continue to serve as the director
of general services and will not receive a pay
raise.
Tom Devilbiss, who was serving as the county’s
deputy director of planning, was selected to be
the acting director of the Department of Planning.
