Rajagopalan, Chairman, Sardar Sarovar Narmada Nigam Limited, Block No. 12, 1* Floor, New Sachivalaya Complex, Gandhinagar ~ 382 010, Gujarat, India sir, Sub: Project Management Consultancy Services for Covering Projects under the Sardar Sarovar Project (22 Packages) - Selection of Consultants & Award of Work - Reg S889800 With reference to the financial opening held on 11.03.2011, we understand that the present system of selection of consultants (je. least cost method) is not so effective since all the work accumulated to a particular Consultant at an unreasonably low rate and is not distributed between the consultants. We kindly suggest any of the following procedures may be adopted 1. The works can be distributed within the pre-qualified consultants on fixed Rate / Budget basis ice. a fixed consultancy fee can be fixed for all the packages and it can be distributed among the Consultants. For Example = Employees’ State Insurance Corporation (ESIC) has adopted Fixed rate method and distributed the work to all the empanelied Consultant for Quality audit consultancy services for development of it’s Hospital buildings and Medical colleges throughout India 2, The Bid Capacity of the pre-qualified consultants shall be evaluated first depending upon the turnover, maximum number of teams, etc. Depending upon the bid capacity, the maximum ‘number of works to be awarded to a particular Consultant must be finalised before opening the financial Proposals. For example, the bid capacity assessed for ‘Consultant A’ may be 2 packages and for ‘Consultant 8’ may be 3 packages. Once the financial proposals are opened and if the Consultant A is lowest for 2 packages and Consultant B is lowest for 3 Packages, subsequently they need not be considered for other packages even if their rates are lowest for other packages also. In this method of selection, if @ particular consultant quotes unworkable rates for all packages, still the work can be awarded to other consultants at higher rates, since his rate cannot be compared once his bid capacity is exhausted. This method is also widely followed. So, we kindly request you to follow either of the above two methods so that the work can be distributed among the eligible consultants at workable rates and also it will be an efficient procurement for SSNNL.
