Public Policy

Public policy is the course of action by the administration for the welfare of people and
uplift of public service. Constitution ,legislation, judicial decision, culture , ethics are the
common foundation for the public policy.  It is the basic and fundamental needs for the
public administration. Public policy is set of rules regulation by written or orally for the
public governance. The result of administration is based on formulation and
implementation of public policy.

Public policy is important for the effective and efficient result of administration for the
welfare of people. State has responsibility and guardian role towards its citizen. Citizen
are the basic and fundamental factor for composition of state. In this way state must
have the duty to make prosperous society along with social ,cultural, economic and
infrastructural development. Government is the output of people's demand and 
governance must be loyal, accountable, accuracy and responsible towards people.
This course of governance is guided by public policy. Policy must be research and
evidence based. Public policy must include the interest and welfare of people. 

Public policy is dynamic and flexible in nature as per the common interest of people. It
must be made and implementation as per the development of the scientific era along
with public demand. Policy never remains constant. As per the development in socio
economic and infrastructural development it has dynamic change. Public administration
must be aware of its result dealing with the implementation of that public policy. 
Public policy must be in the interest of people and accordance with the constitution, law,
rules , regulation. Public policy must be ethical and liberal for the equal behavior with
people and protection of their religious, cultural, ethical ,social and fundamental rights.

In this way every governance needs policy and we have also many public policy in daily
course of administration. Most of the policies are forming but not have proper
implementation. Most of the policy are implementation as per the interest of
administrator. And we are facing challenging that the policies are not implementation as
per the intention of that policy formulation. 

So, first of all there must have needed of proper research and discussion / consulting
with expert before formulation of any public policy. And policy must be implementation
as per the intention of policy formation. Arbitrary implementation of policy as per the
interest of administrator never leads to welfare of people. So administrator must be
distant  from the personal interest for public policy formulation and implementation.
