1.1 INVITATION TO SUBMIT A PROPOSAL
Upon the request of Town Development Fund (TDF), Kathmandu renders assistance by selecting and hiring
local consulting firms for studies and detailed engineering designs following competitive bidding procedures
and conditions.
In this regard, Town Development Fund (TDF), Kathmandu has request for assistance in preparing the
following project:

This Technical Proposal for the above mentioned Consulting Services “Master Plan and Detailed Engineering
of Multipurpose Building in Bharatpur Metropolitan City” (hereinafter referred to as the "Job" or the
"Project") has been prepared and submitted by CARD Consult (P) Ltd (CARD). (hereinafter referred to as "the
Consultant") and in accordance with the letter of invitation letter dated 16 th April, 2018 provided by the Town
Development Fund (TDF), Kathmandu (hereinafter referred to as the "Client").
The Consultant has been able to develop a full visualization of the objectives and scope of the proposed works
and their complexity, as well as the nature, and extent of the spectrum of work types and activities required to
be undertaken for fulfilling the objectives.

1.2 PROPOSAL ORGANIZATION


This Technical Proposal has been organized and submitted in one volume consisting of six (8) Sections and one
(1) Appendix. The following paragraphs describe briefly the contents of each Chapter:

1.3 CO-ORDINATION WITH THE CLIENT


During the whole period of the Project, the Consultant will maintain close contact and efficient
communication with the Client and with the concerned Project personnel. They will work as an integral part of
the whole system responsible for effective implementation of the Project activities.
The Director and other concerned Project Personnel and Authorities will be kept fully and regularly briefed on
the progress of the Project works, issues and constraints encountered and action responded thereto.

THE TERMS OF REFERENCE AND ON DATA, SERVICES
AND FACILITIES TO BE PROVIDED BY THE CLIENT
3.1 COMMENTS AND SUGGESTION ON TERMS OF REFERENCE

The Consultant has carefully studied the Request for Proposal (RFP) and the Terms of Reference (ToR)
issued by the Client and found them to be comprehensive. They provide clear guidelines and an adequate
basis for the preparation of responsive Proposals for providing consulting services for the proposed
Project. Nevertheless, there were some ambiguities on data and information provided in the RFP and ToR
requiring clarifications.

Despite the above, there are still some areas in RFP and ToR, which yet remains unclear and requires
rational interpretation. The Consultant has tried to interpret these items logically, and has incorporated
them during preparing the technical approach and methodology. The comments of the Consultant are
presented in the following paragraphs, which we believe will further enhance the comprehensiveness of
the RFP and ToR. Some of these will remain to be further discussed during the negotiation stage with the
Client.

 Terms of Reference silent about the description of the site although it has mentioned the area of
the project study, the site location and condition of the site is not mentioned.

So we assume further detail discussion will be held for the area to be extended after the execution
of work.

 The expected outputs are tied with the scope of work i.e. reconnaissance survey, feasibility study
of the proposed Multipurpose Building, Detailed engineering Survey and design of the
Multipurpose Building including detailed cost estimate and preparation of specification and
bidding documents. The scope of work and understanding of expected outputs are elaborated in
plan preparation method.

 The work schedule is well defined to perform the scope of work to meet the objective. Keeping
the skeletal framework of the provided schedule, the tasks are more detailed in this proposal.

 Methodology in ToR has been tried to elaborate with the distinct phases and expected output
which has been reorganized in this proposal.

 In the data sheet for information to consultant it has mentioned training not as a specific
component of project whereas training is placed as the important criteria for transfer of
knowledge in the same sheet. The consultant has however, addressed this issue in "Suitability of
Transfer of Knowledge" chapter of this proposal.

 Using the computer aided tools like Excel for analysis, drawing tools like AutoCAD, spatial analysis
technique like GIS and other statistical analysis tools like SPSS the analysis will be done.

 ToR is silent regarding the digital format of the report, drawings and maps. The methodology here
has prescribed WinWord format for report, GIS format for the map and AutoCAD format for the

drawings deliverables and MS Excel for Detail Cost Estimate and Bill of Quantities; however the
consultant feels the client is responsible for the technical arrangements further required
(regarding the compatible hardwares and softwares) to read the digital output.

3.2 COMMENTS AND SUGGESTION ON DATA, SERVICES AND FACILITIES TO BE


PROVIDED BY THE CLIENT

The Consultant understands that they will arrange all the facilities and logistic requirements on their own
during the whole period of their assignment in the Project. Accordingly, the Consultant have considered
the above requirements and included provisions towards these aspects in their Financial Proposal.

The Consultant anticipates that the Client will timely provide the information/facilities deemed to be
provided from them.

Further, the Consultant may need from other authorities, departments and institutions other information,
reports or at times even the use of facilities in their possession. In such cases, the Client will assist the
Consultant in the coordination of the Project related works with such authorities, departments and
institutions. It is assumed that the consultant will bear the cost of any data or map acquisition that may
be required.

 CLIENT has to act as the facilitator throughout the project.

 CLIENT has to coordinate and communicate with different line agencies, organizations and
individuals for the meetings and discussions.

 CLIENT has to act as the moderator, wherever and whenever there is a possible hindrances,
between the community and the consultant if any misunderstanding regarding the project
planning.

 CLIENT should take keen interest in the entire data collection, analysis and plan preparation
process and should feel free to guide the consultant whenever and wherever it seems necessary.

 CLIENT should provide all the relevant documents, data, information, maps, plans, programmes
and projects those which were done in the past and ongoing, which are under the ownership of
the TDF itself, relevant to this study.

4.1 INTRODUCTION

Town Development Funds (TDF) is an autonomous financing institution established by the Government of
Nepal (GoN) in 1989 with a long term institutional objective of becoming a self-sustaining and complementary
part of intergovernmental fiscal transfer system. The TDF is the only financial autonomous intermediary
institution in the country presently providing debt financing to local governments. Several donor agencies,
including the GiZ, the KfW, the ADB, and the World Bank have worked with TDF since its inception. Local
governments in Nepal, especially municipalities and fast growing emerging towns, are its main clients. The
GoN, especially, the MoF and the NPC, view it is a key institution that has an important role t play in the urban
infrastructure development of the country.

TDF finances long-term urban infrastructure development projects through its loan and grant funding. For the
Consultancy services, fund from the RF is used to pay 90% of the cost study and the municipality will bear 10%
of the study cost.

4.2 OBJECTIVE

As per the terms of reference the objectives of the study are enlisted as follows -
 To ascertain the site for Multipurpose Building after having analysis and having consultation with
Bharatpur Metropolitan City and related stakeholders.
 To prepare master plan and carry out the engineering, economic, environmental, spatial and social
feasibility study of Multipurpose Building in Bharatpur Metropolitan City.
 To prepare detail engineering design of Multipurpose Building including detail survey, planning,
engineering design, drawing, cost estimate, specification and bidding documents.

4.3 UNDERSTANDING OF OBJECTIVES

 To ascertain the site for Multipurpose Building after having analysis and having consultation with
Bharatpur Metropolitan City and related stakeholders.
The consultant team will consult with TDF officials and Municipality officials to ascertain the design
requirements of the Multipurpose Building. Review of available data as the first step of the study, an in-depth
review of the documents, maps and reports relevant to Bharatpur Metropolitan City will be carried out. The
consultant team will consult with Bharatpur Metropolitan City officials, and other stakeholders during the site
visit. This will provide a basic understanding of the design requirements, space requirements and functional
aspects of the proposed Multipurpose Building.

The existing shopping market will be studied for its locational advantage, existing capacity and ease of access,
services and its capacity for future expansion. Based on consultation with the TDF, Bharatpur Metropolitan
City officials, shopkeepers and locals, the site of the proposed Multipurpose Building will be ascertained. The
site area and the surrounding environments of the proposed site will be analyzed. The Consultant will interact
with the stakeholders and gather data and ideas from the stakeholders regarding their plans for and
expectations from the proposed Multipurpose Building, in terms of space and component requirements as
well as facilities to be provided at the proposed Multipurpose Building.

 To prepare master plan and carry out the engineering, economic, environmental, spatial and social
feasibility study of Multipurpose Building in Bharatpur Metropolitan City.

Requirement Framing will be done based on the interactions with the Stakeholders, the Municipality and the
Site Location Analysis of the Consultant. Master plan of the proposed Multipurpose Building will be prepared
by the consultant based on the requirement formulated. The data on the population, infrastructure, revenue,
expenditure, etc. of the Municipality will be collected during the site visit and the profile of the Municipality
will be prepared based on these data. The consultant will carry out necessary engineering, economic,
environmental, spatial and social feasibility study of the Multipurpose Building in Bharatpur Metropolitan City.

 To prepare detail engineering design of Multipurpose Building including detail survey, planning,
engineering design, drawing, cost estimate, specification and bidding documents.
Detail engineering design of Multipurpose Building will be done, which includes detail survey, planning,
engineering design, drawing, cost estimate, specification and bidding documents.

Rate analysis will be carried out for each and every work items identified as a result of field survey and detail
design. Quantities will be estimated from drawings using Civil Engineering Standard Method of Measurement.
These quantities will be entered into the Bill of Quantities. The Bill of Quantities will follow a format approved
by the client. Cost estimates will be derived by multiplying the estimated quantities of each work item by the
respective unit rate. The consultant will prepare the Technical Specification based on Design. Procurement of
works under projects will be developed in consultation with the client. Public Procurement Act 2063 , public
procurement Regulation 2064 and Public Works Directives will be followed to develop conditions of bidding
documents.

4.4 UNDERSTANDING OF SCOPE

The Consultant will, under these Times of Reference (TOR) carry out activities and deliver services and
documents as follows:
1. Conduct reconnaissance survey of proposed Multipurpose Building area, inventory data and other
relevant data if any.
Based on consultation with the TDF officials, Bharatpur Metropolitan City officials, Shopkeepers and locals, the
site of the proposed Multipurpose Building will be ascertained. The site area and the surrounding
environments of the proposed site will be analyzed. The following major tasks will be conducted during the
site visit:
 A stakeholders meeting will be organized at Bharatpur Metropolitan City wherein the consultant will
interact with the stakeholders and gather data and ideas from the stakeholders regarding their plans for
and expectations from the proposed Multipurpose Building.
 The consultant will carry out reconnaissance survey to identify the existing situation in and around the
proposed Multipurpose Building site to collect necessary data for conducting the site location analysis.
 Inventory study for the proposed Multipurpose Building site will be done and necessary data and
information will be collected. The location of the proposed Multipurpose Building, prevalent land uses in
the surrounding, road access to the proposed site, road hierarchy and surface type, availability of services
such as electricity, water supply and drainage to the proposed Multipurpose Building site will be studied.
 Financial Indicators such as the current rent and charges levied from the Shopkeepers, shops and vendors
in and around the existing Multipurpose Building will be collected.
 Requirement Framing will be done based on the interactions with TDF officials, local stakeholders,
Bharatpur Metropolitan City officials and the site location analysis of the consultant.
The activities within the scope will be designed to meet the above objective no. 1.

2. Collect Socio economic, demographic, environmental, geological and social data of the project area.
The data on the population, infrastructure, revenue, expenditure, etc. of the municipality will be collected
during the site visit and the profile of the municipality will be prepared based on these data. Based on the
socio-economic data collected during site visit, an assessment of the social impacts of the proposed
Multipurpose Building on the livelihoods of the people and businesses in and around the Multipurpose
Building will be carried out.
3. Conduct engineering surveys and investigation like topographical, hydrological and geological survey,
leveling etc. for Multipurpose Building and related structure and utilities to be provided.
The consultant will conduct engineering surveys and investigation like topographical, hydrological and
geological survey, leveling etc. The topographical survey of the project site at specified location will be carried
out to obtain the topographical features including physical features and boundary detail of the project site.
Close traverse method will be used to collect the survey data of the site. Topographical survey will be
conducted with Total Station for the greater accuracy. The survey will be performed to produce the map of
1:500 scale and 1.0m contour interval. All features of the land will be detailed out in the field. The Consultant
will use the digital terrain modeling (SW_DTM) or Land Development software, which includes the generation
of the cross sections from the survey data. Hydrological Analysis will be done based on the data collected for
Chitwan district. Hydrological Analysis is conducted for the estimation of the design storm runoff that can be
generated in the proposed Multipurpose Building area. The design of the drainage system of the Multipurpose
Building will be conducted based on the results of the Hydrological Analysis. The services and utilities for the
proposed Multipurpose Building will be finalized by consulting with TDF officials, municipality officials, locals
and Shopkeepers. The activities within the scope will be designed to meet the above objective no. 3.
4. Conduct preliminary technical, economic, financial , institutional, and capacity assessment (based on
the future volume and land availability ) of the Multipurpose Building.
Based on the interactions with the TDF, Bharatpur Metropolitan City, and local stakeholders, as well as on the
site location analysis and traffic flow analysis conducted by the consultant, needs assessment of the proposed
Multipurpose Building will be carried out. Technical feasibility of the development of Multipurpose Building at
proposed site will be done based on the field study and observation, land availability and the preliminary
needs assessment of the Multipurpose Building components. Technical feasibility will be supported by
topographical, hydrological and geological survey also.

The preliminary economic survey will be done based on the location of the proposed site, dominant land uses
in its surroundings and its vicinity from urban/settlement areas. Based on such factors, a preliminary analysis
of potential economic benefits the proposed Multipurpose Building will bring to the surrounding areas will be
done. Likewise, the potential economic returns the proposed Multipurpose Building will bring to the
municipality will also be studied. The tentative cost of the project devised during the needs assessment will
be prepared based on the cost of similar projects and the experience of the consultant, and a preliminary
financial analysis will be carried out. A Preliminary Environmental Assessment of the proposed site will be
conducted and the findings and recommendations will be prepared. An analysis of the potential risks to the
successful completion of the project and their expected effects on the project will also be made. The activities
within the scope will be designed to meet the above objective no. 2.
5. Provide detail plan, layout plan, design, drawing showing all infrastructure like road drainage, drinking
water, lightening, buildings, electrical and telephone layouts, architecture design of building, toilets,
greenery plan, waiting areas, rest places, facilities for physically challenged and other relevant
provisions.

Preliminary design concept of the Multipurpose Building will be developed based on consultation with local
stakeholders, the needs assessment, traffic volume forecast, soil investigation and hydrological survey of the
proposed site. The design concept will be developed and finalized with consultation with TDF and local
stakeholders. Detail plans design, drawing showing all infrastructure like road drainage, drinking water,
lightening, buildings, electrical and telephone layouts, architecture design of building, toilets, greenery plan,
waiting areas, rest places, facilities for physically challenged and other relevant provisions will be designed
based on with consultation with TDF, Bharatpur Metropolitan City and local stakeholders. The activities within
the scope will be designed to meet the above objective no. 3.
6. Prepare detail estimate of all the utilities, facilities and structures mentioned in plan of Multipurpose
Building.
The consultant will prepare detailed quantity estimate of all the utilities, facilities and structures mentioned in
the finalized plan of the proposed Multipurpose Building. The district rate of the corresponding district will be
used for estimate of cost. The detailed item break down will be done for detailed estimate.

The working drawings will be prepared for implementation of proposed project. Drawings will be prepared in
standard and approved formats and scales with approved title blocks. All dimensions will be in metric units.
Drawings will be prepared with sufficient details required for construction of work. While preparing drawing
use of lettering size, pen size, labeling of details will be kept consistent for similar type of work. Rate analysis
will be carried out for each and every work items identified as a result of field survey and detail design.
Quantities will be estimated from drawings using Civil Engineering Standard Method of Measurement. These
quantities will be entered into the Bill of Quantities. The Bill of Quantities will follow a format approved by the
client. Cost estimates will be derived by multiplying the estimated quantities of each work item by the
respective unit rate. The activities within the scope will be designed to meet the above objective no. 3.
7. Prepare specifications and bidding documents.
The consultant will prepare the Technical Specification based on Design. Procurement of works under projects
will be developed in consultation with the client. Public Procurement Act 2063, public procurement Regulation
2064 and Public Works Directives will be followed to develop conditions of bidding documents. The activities
within the scope will be designed to meet the above objective no. 3.
8. The study shall be done in close coordination with the officials of municipalities, TDF and other line
agencies including users especially in order to conform the location of Multipurpose Building.
9. The consultant is required to maintain a close liaison with the designated officials/ engineers from the
department. Discussion with the concerned officials and engineers must be done prior to carrying-out
field work and initiating plan-making.

4.5 UNDERSTANDING OF TOR

The scope of TOR has clearly mentioned works to be followed for obtaining the expected output. In addition
to the mentioned scope of work, the previous work experiences of Multipurpose Building design projects and
literature related to the design, construction and operation of Multipurpose Buildings shows the necessity of
community interactions with two way interactions from the consultant side and the local participant. The
literature review of the national and international cases and past experience of similar projects clearly shows
the need of participatory approach in the formulation of Multipurpose Building requirements. Multipurpose
Building grow according for easy access of people at convenient distances of the nation; where town, cities
and intersection of different regions or even countries lies, Multipurpose Building not only functions as a place
where we shop but also as a place where people wait, relax, and have some entertainment.

The Consultant will discuss the scopes of works as specified in the ToR with TDF and detailed study
methodology will be proposed. An in-depth review of the documents, maps and reports relevant to the
Municipality and the proposed Multipurpose Building will be carried out, which will provide a basic
understanding of the design requirements and functional aspects to be discussed with the Municipality and
other stakeholders during the site visit. Stakeholders meeting will be organized at Bharatpur Metropolitan
City wherein the consultant will interact with the TDF, Bharatpur Metropolitan City and local stakeholders to
gather data and ideas from the stakeholders regarding their plans for and expectations from the proposed
Multipurpose Building. The consultant will study and analyze the condition of existing shopping market at
Bharatpur Metropolitan City, and in coordination with local stakeholders, will identify a site within the
municipality for the proposed Multipurpose Building.

The consultant will carry out detailed studies to identify the existing situations in and around the proposed
Multipurpose Building area to collect necessary data for conducting the site location analysis. Preliminary
works on requirement framing will be carried based on the interactions with the stakeholders, the
municipality and the site location analysis of the consultant. The data on the population, infrastructure,
revenue, expenditure, etc. of the municipality will be collected during the site visit and the profile of the
municipality will be based on these data. Based on the socio-economic data to be collected during site visit, an
assessment of the social impacts of the proposed Multipurpose Building on the livelihoods of the people and
businesses in and around the Multipurpose Building will be carried out.

The consultant will conduct engineering surveys and investigation like topographical, hydrological and
geological survey, leveling etc. The design of the drainage system of the Multipurpose Building will be
conducted based on the results of the Hydrological Analysis. The Consultant will also conduct preliminary
technical, economic, financial , institutional, and capacity assessment of the Multipurpose Building.

The design concept will be developed and finalized with consultation with TDF and local stakeholders. Detail
plans design, drawing showing all infrastructure like road drainage, drinking water, lightening, buildings,
electrical and telephone layouts, architecture design of building, toilets, greenery plan, waiting areas, rest
places, facilities for physically challenged and other relevant provisions will be designed based on with
consultation with TDF, Bharatpur Metropolitan City and local stakeholders. After the finalization of design
components of the Multipurpose Building, the consultant will prepare detailed quantity estimate of all the
utilities, facilities and structures mentioned in the finalized plan of the proposed Multipurpose Building. The
district rate of the corresponding district will be used for estimate of cost. The detailed item break down will be done for
detailed estimate. The consultant will also prepare the Technical Specification based on Design. Procurement of works
under projects will be developed in consultation with the client. Public Procurement Act 2063, public procurement
Regulation 2064 and Public Works Directives will be followed to develop conditions of bidding documents.

4.6 PROJECT AREA

Bharatpur is a city in the central-southern part of Nepal, with a population of 280,502 (census 2015).
Bharatpur is the district headquarters of the Chitwan District, as well as a separate metropolitan authority. It is
the fourth largest city of Nepal, after Kathmandu, Pokhara, and Lalitpur and is one of the four metro cities of
Nepal.

Bharatpur is one of the fastest-growing cities of Nepal. It lies on the left bank of Narayani River and serves as a
commercial centre of Chitwan district and central region of Nepal. It is located in the centre of Mahendra
Highway and Kathmandu - Birganj (North-South) road corridor. In addition to good road access, Bharatpur has
regular daily air services to Kathmandu and Pokhara.

Most of the shopping area lies in the city of Narayangadh, while government offices, big hospitals, and
colleges are situated in other parts of the city, including Nepal's premier cancer hospital, B.P Koirala Memorial
Cancer Hospital.

The economy of Bharatpur was traditionally based on agriculture. Agricultural land was gradually converted
into the residential and industrial areas. Main industries of Bharatpur are small-scale processing industries. A
large number of poultry industries have developed in the municipality. It is believed that it covers more than
60% of the total poultry demand of the country. Moreover, this metropolitan city has a substantial volume of
poultry products for export trade. Other products of the city are honey, mushrooms, and floriculture, and a
significant part of the economic base derives from the service industry (education and health). Chitwan is
regarded as a food surplus district, which is processed in Bharatpur and sold to major cities of the country
including Kathmandu and Pokhara.

Bharatpur has been declared a sub-metropolitan city on December 2, 2014, by the Government with the
inclusion of various local village development committees like Gitanagar, Fulbari, Sibanagar, Mangalpur and
Patihani. According to the 2011 census, the population of the new area is 203,867. Bharatpur was declared a
metropolitan city in December 2016, incorporating some village development communities.

The participatory approach will be adopted to identify the requirements for the proposed Multipurpose
Building. Community consultation with the stakeholders will be organized in formulating the design program,
as well as to identify potential sites for the proposed Multipurpose Building. Site observation, and analysis
coupled with community meeting will be used to finalize the proposed Multipurpose Building site.

Economy will be assured by developing the future scenarios.

Environment will be least disturbed by careful treatment of each environmental component during the design
phase. The road layout will be such that it affects the environment least. The mitigation measures will be
adopted during the design phase. Similarly, an analysis will be carried out to identify the environmental
sensitive areas where development is to be avoided.

Efficiency should be achieved through the design and appropriate selection of concept.

Both primary and secondary data collection method will be used for the identification of the existing condition
of the Multipurpose Building in the municipality. Field survey, reconnaissance survey and community
consultation technique will be used for the primary data collection, requirement formulation, design program
identification and potential site selection.

The process of detail plan preparation and the plan itself will be ensured to be culturally adaptable, socially
acceptable, environmentally suitable and financially viable.

4.8 MANAGEMENT APPROACH

The following management approaches are pertinent and will be adopted by the Consultant during the service
period:

The Consultant's services will be in consonance with the TDF and Municipality Officials and its general

4.9 PROJECT MANAGEMENT STRUCTURE

The Consultants' first approach will be to establish a clear project management structure, including setting out
of the responsibilities of all participants and lines of communication towards facilitating comprehensiveness
and totalities of all actions. A very careful consideration has been made in the selection of experts and
supporting personnel. This is based not only on the proven capabilities of each individual in their respective
field of expertise, but also on the enthusiasm shown by these experts and supporting personnel to be a part of
the "building of national knowledge and expertise" in this field. Hence, the Consultant approaches this job
with special considerations in order to achieve the best possible output and helps achieve the TDF’s in
particular goals and objectives.

The Consultant will arrange for backstopping and adopt a quality assurance system during the entire period of
the consulting services. The system may require the following apart from the regular activities:
 Assessment of the problems encountered at field level and to advise how best the problem may be
resolved.
 Referral of technical problem to backstopping experts from within the permanent staff, directors and
resource personnel of the member firms and advice the field team to address it appropriately.

The superintendence by the director of company will be usually in monthly basis; however, its frequency will

4.11 LITERATURE REVIEW

During the project period we will review following national and international documents, literatures, papers
and reports, which better concept and quality output with sustainable planning.

4.12 STUDY METHOD

The consultant after critical review of the objectives and the scope specified in the TOR, has evolved a
scientific study methodology to accomplish the project in the stipulated time frame. The study method of the
project has been described in the following phases in reference to reporting.

4.12.1 PHASE I: PRELIMINARY PREPAREDNESS

Start up Meeting
The team leader with concern technical experts will hold discussion with the concerned officials of the TDF
representatives. The discussions will cover the following
 Review on the proposed methodology if necessary
 Collection of data and information from the concerned officials and clearance of the assistance
required during the project from TDF.
 This activity will further help for more clarification about the objective and design requirements.

Literature Review
The first step is to carry out in-depth review of the literature regarding the concept and design of
Multipurpose Building. It has provided a basic understanding of the design requirements and functional
aspects of the design and planning.

Preparation of Checklist and Detailed Work schedule


Based on the collected information and data regarding the study area, a checklist will be prepared for site visit
and reconnaissance survey. Questionnaires will be prepared for consultation with TDF, Municipality and local
stakeholders during site visit. Site visit schedule will be prepared, and the detailed work schedule for the
completion of the task will be revised and finalized.

4.12.2 PHSE II: FIELD SURVEY AND STUDY

Community Meeting/ Consultation


Meetings and community consultation will be organized with involvement of TDF, Bharatpur Metropolitan
City, different line agencies, Shopkeepers and locals etc. Through the community meetings several secondary
level information will be collected relevant to the requirement formulation of the proposed Multipurpose
Building. The consultant will seek help from the concerned stakeholders in identifying the functional flow of
the Multipurpose Building spaces as well as the vision of the stakeholders in developing the proposed
Multipurpose Building in short, mid and long term basis. The community meetings will also help the consultant
in identifying the probable sites for the design and construction of the Multipurpose Building.

Field work and Investigation


A preliminary site visit consisting of the Team Leader, Design Engineers, Design Architect, Surveyor and other
team members will be carried out by the design team with a view of enabling team members to observe and
document firsthand information regarding the existing condition of the site. This will further help the team to
assess the data obtained and in planning the details of the tasks to be undertaken. The observation will be
supplemented by photographs or sketches to show the existing condition in site. All the parameters will be
noted and indicated in the drawings. The existing infrastructures and its present condition, deficiencies, etc
will be noted. The team will spend in the site as per demand.

Field work includes the following details

Inventory of Existing Situation


Collection of relevant data and Desk Study
Both primary and secondary data will be collected for understanding the context and verification of design
requirements.

Secondary Data Collection


Availability of data will be thoroughly explored and all relevant data including topographic maps, land use
maps will be gathered. Besides inventory of possible development sites and relevant past reports will be
collected before carrying out field-appraisal. In addition the field data, the prevailing by-laws of Municipality if
exist, Climatic and topographical condition of the study area etc will also be collected from related officials.

Except the documents and data related to the study area, the design data for the architectural and planning
design of the commercial building will also be considered from TIME SAVER STANDARDs.

Primary Data Collection


Primary data collection mainly includes the observation at site and discussions with the concerned officials for
the identification of the practical criteria needed in the site.

The existing physical infrastructure will be primarily collected and the socio-cultural context of the area will
also be collected primarily.

Topographical Survey of Proposed Sites


The team will conduct Engineering Survey at the site for determining the topography of the building site.
Topographical survey will be conducted with Total Station for the greater accuracy. The survey will be
performed to produce the map of 1:100 scale and 1.0m contour interval. All features of the land will be
detailed out in the field. The Consultant will use the digital terrain modeling or Land Development software,
which includes the generation of the cross sections from the survey data.

The topographical map thus produced will be overlaid with cadastral map of the area. The Final output shall
be prepared in AutoCAD and ArcMap GIS System with overlay of cadastral map.

Soil Survey
General nature of soil at site is obtained by making soil pits or other advanced method depending upon the
nature and soil type of the proposed project site. Based upon the field data and test results ultimate and
allowable bearing capacity of soil will be determined.

Preliminary soil investigation works will be carried out. They consist of the following:

Pitting and hand Auguring
Pits will be dug at least to a depth equal to that of foundation of the buildings to be constructed in the site to
know the property of the load bearing area. The bearing capacity of the soil will thus be known for foundation
design purposes.

In-situ Test
Standard Penetration Test (SPT) shall be carried out in the test pits at every 1.2 m depth or at every change in
stratification by means of the standard 50.8 mm outer diameter split spoon sampler which will be driven to
penetration of 450 mm, actuated by an automatic trip device.

In the gavels, the open ended samples shall be replaced by a cone end as provided by the standard practice.

Data Generation and Analysis


The data obtained from the geotechnical investigation and laboratory testing will be analyzed and interpreted
vis-à-vis the existing site conditions and the proposed constructions in order to determine the various design
parameters including the safe bearing pressure and the potential settlement for both the buildings and
overhead water tank. This will lead to the selection of most optimal type and depth of the foundation.

Existing Situation of Project Site


The existing condition in the study area will be observed in detail.
 Identifying suitable electric supply point (constant supply of electricity is must in the case of public
building)
 Identifying the economical, suitable and adequate water supply point (water demand will be more)
 Identifying the proper outlet sewer ( Environment hazard will be less)

Hydrological Study
Hydrological Analysis will be conducted for the estimation of the design storm runoff that can be generated in
the proposed Multipurpose Building area. The design of the drainage system of the Multipurpose Building will
be conducted based on the results of the Hydrological Analysis. The Hydrological Analysis for the Multipurpose
Building will consist of the following steps:

cost.

4.12.3 PHASE III: DATA PROCESSING AND ANALYSIS

Site Analysis
All the relevant data related to site will be analyzed in terms of size, shape & contour; approach access, other
public utility available in the area, climate etc. Detail engineering survey of the site will be utilized. The data
collected from the secondary source, primary source and field investigation regarding the surrounding
environment of the study area will also be used in this phase in order to develop master plan.

Financial Analysis
The tentative cost of the project for the various scenarios devised during the Needs Assessment has been
prepared based on the cost of similar projects and the experience of the Consultant and the Preliminary
Financial Analysis has been carried out for each of these scenarios. The results of this analysis have been
included in the Pre-Feasibility Study Report.

The financial analysis will be conducted on the basis of the consideration of market values. The escalation rate
of foreign and local currency during the project period will be considered on the basis of prevailing market
condition.

At the feasibility stage, the financial analysis will be performed for the proposed Multipurpose Building
construction. The analysis of will be based on the feasibility stage data and information considering the
existing situation and expected future growth.

The financial analysis of the proposed Multipurpose Building project will be evaluated as per the results of the
following terminology:
 Financial Internal Rate of Return (IRR)
 Benefit Cost Ratio (BC Ratio)
 Net Present Value of the net Benefit (NPV)
Environmental Assessment
Environmental Assessment of the proposed site will be conducted and the findings and recommendations will
be presented in the draft report. The Environmental Management Plan (EMP) shall be an integral part of the
Environmental Assessment. This Environmental Management Plan will identify key issues likely to arise from
project implementation, and proposes mitigation measures, including monitoring schedule and responsibility.
In compliance with relevant Nepal Standards, the EMP of this project will follow the basic concept of
management. This concept will focus on the inclusion of planning, organization staffing, directives, co-
ordination, and reporting.

Space requirement for the physical facilities and its allied structure will be discussed in detail with the

Functional aspect in the building will be incorporated by the adoption of the rather flexible type of planning
and in consonance with the social pattern of the place. The local architecture will be incorporated for adding
beauty in the design. In other words, the following points will be borne in mind while making the design. They

Based on the floor area plan and physical facilities provided in the conceptual design drawings, and on the
basis of past experience of construction cost of similar building, a tentative cost estimate will be prepared.
This estimate will take into account approximate volume of civil construction items.

Master Plan
After the finalization of one of the alternative design for the commercial building along with the public toilet,
the master plan in the proposed site will be designed. The master plan will include the general layout plan of
the building, infrastructure layout plan for the proposed complex. In addition, this plan also includes the plan
and elevation of the whole site.

Financial Evaluation
For the detail of the master plan, one of the important step is the financial analysis of the project which is
obtained through the cost estimate of the construction along with management and operation/maintenance
cost of the project.

components (e.g. sanitary, electrical, HVAC, site development etc.) will be expressed in terms of the
percentage of civil costs assessed again on the basis of derived costs of such component for some other
similar project.

Management and Operation/Maintenance Cost


The construction of the project does not always defines the continuation of the project. In addition to the
construction for its long duration, the management and operation/maintenance of the project also cost the
financial amount. The management plan needs to be prepared along with the calculation of
operation/maintenance cost. Such plan will include reveal ways for cost recovery of the investment occurred,
besides generation of income required for the upkeep and maintenance of the built facilities. The plan will
clearly reveal the expenditure areas.

If the project cost is more than the budget, then the master plan will be detailed in phase wise otherwise the
whole master plan needs to be detailed.

Implementation Plan
If the project cost is more than the budget then the development activities of the commercial buildings part
will be prioritized for the implementation of the project.

Economical Evaluation
The economical evaluation of the project will be analyzed through the Cost Benefit Ratio, Internal Rate of
Return and Net Present Value of the project.

DRAFT FEASIBILTY REPORT


The draft feasibility report will be submitted within 9 weeks from the date of contract agreement. The
draft feasibility report will include all the data collected, data interpretation, analysis, engineering surveys
and investigation like topographical, hydrological and geological survey, leveling etc. for Shopping Complex
and related structure and utilities to be provided, physical, socio-economic and environment analysis and
all the expected outputs of the study as per the ToR.

PRESENTATION AT TDF AND MUNICIPALITY


After the submission of Draft Feasibility Report, presentation will be duly presented at TDF as well as at
Birendranagar Municipality before local officials and stakeholders for the finalization of the project. The
comments and suggestion during the presentation will be incorporated in the Final Feasibility Report.

4.12.4 PHASE IV: DETAILING AND DESIGNING OF NECESSARY AMENITIES

Before undertaking the designing of a project various steps have to be followed. The project has to be carried
out in three parts. The first part will deal with the understanding of the project; where the site is located, its
land use programme and the main aims and objectives of the project. This part will also deal with the
literature review to form the analytical framework for a good and efficient district administration office. By
reviewing various literatures regarding the planning, designing and management of administration office,
framework for a resourceful and user responsive office can be deducted.

The second part of the project, the case study analysis, will deal with the comparative study of the selected
case studies. The strengths and weaknesses of the case studies will be analyzed with the help of the
theoretical framework. Various functions, the merits and demerits of the existing building will be reviewed
and analyzed. This will help to finalize the present and future requirements for the district administration
office. Guidelines derived from the literature review and case study analysis will be beneficial for developing
master plan for the concerned project. In this section the related existing laws and legislation are also
discussed and the site analysis along with the local climatic analysis will also be carried out.

The final part of the project includes design concept and development. This part deals with the master
planning of the administration office along with the detailed architectural design. Architectural Design will be
based on the common religious practices, Nepal Building Code; NBC 106:2003, the concept of the building
shall be prepared in close coordination with the Client. Initially the architectural design concept will be
submitted to CLIENT along with the draft design report. The conceptual plan will be supplemented by the age
old data and present socio-cultural practice. Later, the final architecture design together with its working
drawings and the electrical, structural, water supply and sanitary will be submitted to CLIENT. 3D modeling will
be prepared after the finalization of conceptual plan. The Architectural drawings shall comprise the 3D
rendered drawing made in AutoCAD and 3D Max software.

Based on the approved concept of Architectural design, Structural analysis shall be done to design safe,
economic, stable, efficient structures which then will safe guard the lives of the people in the state of
disasters. While designing a structure great emphasis will be given for seismic analysis, as natural disasters like
earthquake on perspective of Nepal have been a great catastrophe on existence as well as wealth due to
worst scenario it can create. The analysis of the structure shall be done in the most realistic approach with the
help of standard engineering software like SAP2000 (nonlinear), STAAD PRO, SW-FEED and its design shall be
fully compliance with various stipulations of Standard code of practice like Nepal National Building Code;
Seismic Design of Building in Nepal (NBC 105), Code of Practice for Plain and Reinforced Concrete I.S. 456-
2000, HANDBOOK ON CONCRETE REINFORCEMENT AND DETAILING; SP34 and Criteria Earthquake Resistant
Design Structures I.S:1893:2002.

Structural Analysis deals with analyzing internal forces in the structural members of the structures. Structural
Design deals with sizing various members of the structure to resist the internal forces to which they are subjected
in the course of their life cycle. Unless the proper Structural Detailing method is adopted the structural design will
be no more effective. The above mentioned Standard Code of Practice shall be thoroughly implemented for
proper analysis, design and detailing with respect to safety, economy, stability, strength, ductility besides
satisfactory serviceability requirements of Cracking and deflection shall also be considered. The foundation design
of the structure will ensure that the Safe bearing capacity of the subsoil at the site will not exceed the loads from
the structure. All the analysis, design and detailing will be based on the principles of Limit State of Design.

The scope and general provision of the structural design include:


 Identification of the structural system
 Determination of vertical loads.
 Determination of horizontal loads due to earthquake/wind (which ever is dominant) by suitable
method
 Use of bearing capacity of soil as provided by the CLIENT after the soil test of the site.
 Analysis of the structure by standard Structural analysis software which uses finite element approach
 Analysis of the space frame for vertical and horizontal loads.
 Determination of stresses and displacements for all members and joints
 Structural design of all the members in R.C.C by limit state method
 Detailing of the R.C.C members
The Structural design shall comprise detailed structural analysis and working drawing with all necessary details
required for construction in AutoCAD file format.

Water Supply Distribution Plan with analysis


This code has been prepared having considered the provisions of Water Resources Act 2049. It contains
general guidelines for water supply installations, sewage/ wastewater disposal installations and rainwater
disposal installations in buildings. The objectives are to make adequate water supply available (without any
interruption) for the purpose of drinking, bathing, flushing toilets and any domestic use including fire fighting;
to provide a system of self cleansing conditions for conveyance of foul waste water and for the removal of
such waste water/sewage to a sewer or outer outlet without risk of nuisance and hazard to health and to
dispose rainwater in buildings.

Water storage

While designing the water supply system, water storage system should be also being considered. The storage
system is necessary for the emergency situations like to tide over period of intermittent supply, to provide for
interruption of the supply from the main itself, caused by various reasons like repairs in the system, failure of
power etc., to meet the peak flow requirements within a building if the city mains do not meet it, to maintain
a storage for firefighting requirement of the building and other accidental cases. The storage system will be
designed as per 100 lit for Residential building and 45 lit for office building.

The storage capacity required for a building depends on hours of public supply, pressure in the mains, demand
pattern in the building and the fire fighting need. Water storage is usually done in underground tank or tanks
at the ground level or overhead tanks.

Distribution System and Pipe Work

The piping systems for the distribution of water within the building through the different fixtures to provide
uniform flows and pressure in all areas and floors will be designed according to the guidelines provided by
NBC 207:2003 within certain practical limitations. The sizes of the pipe will be considered according to the
maximum rate of discharge required; the length of pipes; the head loss due to friction in that length and the
roughness of the interior surface of the pipe.

Sanitary and Drainage Plan with analysis


The existing sewerage system will be studied and the new system will be recommended accordingly. If sewer
lines do not exist in the proposed area, septic tanks and soak pit shall be designed.

Internal Sanitary/ Plumbing


Most public lavatories are not properly maintained in Nepal due to one or other reasons. Hence, the design of
plumbing and sanitation for building need special attention. For common toilets, pour flush system will be
considered for cultural and other reasons (low water consumption, less chance of breakage's, simplicity in
cleaning and maintaining etc.). Selection of floor and wall finishing will take into account the cleaning and
maintenance requirements. This will be given topmost priority because of the need of the high degree of
cleanliness. Water Supply system will have GI pipes and waste pipes may be of HDP (high density polythene)
which is economical and easy to maintain.

Soil excreta will first be disposed into septic tanks from where affluent shall be disposed into internal
underground sewer network which will ultimately be connected to drainage system of the complex.

Drainage
The design will incorporate surface run off requirement, parking facility, turning maneuvers and other
geometric parameters. The internal road surface will be well integrated with the overall drainage system.
Catchments Area:
The Total catchments area of the proposed project site will be shown in the catchments plan.

Quantity of Storm Water: Storm water or run off, due to rain over the proposed project area shall be collected
and drained off into natural drainage lines. Quantity of storm water basically depends on the following factors:
 Rainfall
 Nature of the surface over which rainfall takes place, and
 Intensity of rainfall

Electricity Supply and Telecommunication


All electrical design related to this Project shall be carried out with the highest degree of technical quality and
workmanship accepted for this category of work. Special attention shall be given to rigorous application of
safety codes and accepted practices so that with the completed works, operation of electrical services may
add to the overall efficiency of functions to be performed within the premises without in any way detracting
from the safety aspects required within the premises.

The following provision to be considered as the electric design consideration according to the NBC.

Wiring

All conductors, switches and accessories will be of such size as to be capable of carrying, without their
respective ratings being exceeded, the maximum current, which will normally flow through them.

The electrical layout will be considered after proper locations of all outlets for lamps, fans, and appliances
both fixed and transportable, motors, etc. have been selected and best methods of wiring determined. All
runs of wiring and the exact positions of all points of switch-boxes and other outlets will be marked on the
plans of the building. The layout of wiring should be designed keeping in view disposition of the lighting
system to meet the illumination levels. "Power" and 'heating' sub-circuits shall be kept separate and distinct
from 'lighting' and 'fan' sub-circuits. All wirings will be done on the distribution system with main and branch
distribution boards at convenient physical and electrical load centers. All types of wiring, whether concealed
or unconcealed should be as near the ceiling as possible. In all types of wirings due consideration shall be
given for neatness and good appearance.

Earthing

The object of an earthing system is to provide as nearly as possible a system of conductors at a uniform
potential and as nearly zero or absolute earth potential as possible. The purpose of this is to ensure that in
general all parts of apparatus other than live parts shall be at earth potential as well as to ensure that persons
coming in contact with it shall also be at earth potential at all times.

Lightning Protection

Every structure, theoretically, has a chance of being struck by lightning; the degree of this chance varies
depending on a number of associated factors, such as lightning incidences, surroundings and types of terrain.

Telecommunication and other services

Layout arrangements, EPABX, methods for internal block wiring and other requirements regarding provisions
of space, etc, may be decided depending as the number of phone outlets.

Fire-fighting Plan
Water is the most common fire extinguishing agent because it has the ideal properties for extinguishing the
most common fires; it is available in plenty and is very cheap. For the fire fighting the following points to be
considered.
 Shortage of water and intermittent public water supply has led to the need to have captive water
storage tanks exclusively for firefighting operation.
 For water supply for wet riser system, a storage tank will be available with arrangement for
replenishment of water supply through public supply mains or by an alternate source of supply at the
rate of about 1000 lt/minute. Where this is not possible, the capacity of the static tank will have to be
increased. The storage should last for 90-120 minutes at a nominal pumping rate of 2400 lt/minute.
Storage available from swimming pools, ornamental pools is considered as supplementary and is not
acceptable as replacement for fire storage tank.
 District Administration Office Building, Residence Building, that has generally low fire loads but higher
personnel hazards, require to be provided with portables appliances where the total area of the floors
exceeds 1000 sq. meters so that the whole of the floor is protected. This water supply should be
independent of domestic supply connections. A pressure of at least 3 kg/cm2 should be available at
the highest hydrant outlet.

Rain Water / Storm Water Disposal System
Rainwater falling on roofs, paved areas and other open area must be collected and disposed off efficiently and
quickly. Provision will be made for a separate and independent storm water disposal system leading to the
public storm-water drain or natural watercourse for individual buildings. Provision will be made for the
drainage of wastes/rain water from balconies and terrace in an efficient manner. For designing rain
water/storm water disposal systems, the maximum intensity of rainfall should be used. The plan area that
contributes to the down takes/gutter should be taken as catchment area. If rainwater of any other terrace at
upper level is discharging the rainwater to rain water pipe of the lower terrace, the area must be added to the
terrace under design. All the design purpose of the rain water / storm water pipe will be according to the NBC
207:2003.

Detail Cost Estimate


Quantity Survey

Quantity of each item shall be calculated using spreadsheet.

Rate Analysis

The Rate Analysis for the estimate purpose shall be based on GoN Norms for Rate Analysis 2041. The unit
rates shall be adopted for current fiscal year as well as prevailing market rates. The rates will include all
expenses for the completion of the works to the standard as specified in the Norms for Rate Analysis. The
rates basically will consist of direct expenses as cost of supply and delivery of materials, hauling, storage,
lifting, carrying, labour cost for erection, maintenance. The rates will also include all indirect expenses as
contractor's overhead at 15% of the direct expenses and VAT at 13 % of the total expenses. The Rate Analysis
shall be prepared using a computer program

Unit Rates

Unit Price Analysis: Construction items for which unit prices or lump sum prices would be bid by contractor
will be first identified and they will be annualized considering the following to derive their unit cost.
 standard GoN norms of unit price analysis and other accepted norms for LCB contracts;
 markets prices;
 availability of materials on local markets or alternative cost of imported materials;
 wages of skilled and unskilled labors;
 mobilization and demobilization cast;
 overheads and profits
Material's Rates: The unit prices of materials to be adopted for the purpose of rate analysis shall be either
taken from the approved rates for the Municipality or from authorized agencies and analyzed according to
GoN Norms and Consultant's experience.

Labor Rates: Labor Rates shall be taken from the office of Housing and Physical Planning, and be verified with
the current market investigation report of market study team.

Cost Estimate:

Based upon the calculated quantities and analyzed rates, cost estimate of different items shall be prepared
multiplying the quantity of each item with its unit rate.

Draft report will be submitted by incorporating all the comments made on the inception Report with
detailed explanation on architectural and engineering parts of the main and accessories of the
buildings (if any) including detailed of emergency escape, plumbing and sanitation, electrocution,
methods adopted in the structural design including assumptions, formulas and hypothesis, calculation
and assumptions on water requirements, calculation and assumptions on storm water drainage,
parking space, traffic to and from the municipal compound and other relevant issues as deemed
necessary by the Consultant.
PRESENTATION
Presentation on the draft detailed project Report will be made to discuss about the detail engineering
of the project.

Tender Document
Procurement of works under projects shall be developed in corset with the client. GoN's Public Works
Directives (PWD), Public Procurement Act 2063 of GoN, or any other Standard Guidelines like FIDIC, as per the
requirement of the Client, shall be followed to develop conditions of Contract. Bid documents prepared will
respond to the specific technical requirements to ensure materials quality and integrity of works for, the
prospective contractor. All contractors preparing the bid need specific guidance with respect to the quality
requirement form the technical specification to enable them to prepare their bids competitively on equal
footing. Prepared specification and other information will take special note of this requirement.

4.15 SUITABILITY OF THE TRANSFER OF KNOWLEDGE PROGRAM

In the course of the consulting services, the Consultant will engage in activities that will transfer the
knowledge of Consultant members to the concerned project personnel so as to build on their level of
experience and skills. Both the formally structured and informal approaches and methods will be practiced to
enhance the capability of project personnel in the areas such as Topographical Survey and digital photography
survey, engineering planning, design and cost estimates etc.

The Consultant will also undertake activities to ensure that all stakeholders of the project get sufficient
opportunity to express their concerns in the project. The ideas and opinions expressed in such consultative
meetings and public hearings will be used to dovetail the project to the specific needs and concerns of the
people directly or indirectly affected by the way the project is implemented in the future.

The basis of Consultant's approach to transfer of knowledge is that skills and improvement in performance
cannot be attained only by formal education but must be acquired and developed in a practical working
environment. This means that, to be effective, transfer of knowledge must be introduced as part of planning
process and will be developed as an integral part of activities within the work schedule. The technical know-
how through the reports, presentations, discussions, etc. with the client during the preparation and
submission of reports would be transferred to the clients' personnel.

We understand that the transfer of knowledge in the present context is basically a two way process, between
the Client and the Consultant. To be more specific, we purpose to create an environment conducive to the
transfer of knowledge from one party to another by working together as a team to achieve the specific goal of
project completion within the specific time, within resources allocated, and within the specified quality
standard.

client properly.

Following are the outline of the programs to be conducted during the consulting services.

Technical Skill Transfer Program


The approach and methodology proposed in each section of this proposal requires the Consultant to work in
close consultation with the concerned personnel of the stakeholder organizations (TDF, Municipality Office)
that will be involved in the implementation of the project activities. In this sense, the program for transfer of
necessary knowledge and skill to the concerned is built in each section of the proposal. However, realizing the
importance placed by the RFP on this particular aspect of the consulting services, following approaches and
methodologies are spelled out in this proposal. The specific programs and approaches described in this section
will constitute the regular activity of all Consultant team members and will be planned and carried out at the
appropriate stages of the project design activities.

Approach of the technical skill transfer program


The Consultant will use the following approach and principles of learning in carrying out the above activities.
All these activities are conceptually interwoven to have an effective skill transfer program.

Work with and not for Counterpart Team Members


By which Consultant will plan and discuss their regular work program with the concerned members of the
counterpart team. This process would introduce an interactive learning-by-doing approach in the technical
skill transfer.

Experiential Approach to Learning


By which the concerned project personnel in the stakeholder organization will be provided with the
opportunity to go through some of the important stages of project design process as an exercise for learning.
The experience thus gained will be put into practice by working together in the field. The lessons learned
through this process will be shared among the wider circle of the professionals involved in the project
preparation.

Problem Solving Sessions (PSS)


The Consultant will organize PSS where team members will be required to deal with “representative problem
situation” faced by the Consultant in carrying out their regular job responsibilities. Such session will improve
the skill of team members as well as project personnel in the stakeholder organization to deal with difficult
situations that arise during the study period.

Updated Pool of Knowledge and Skill


The Consultant will maintain project related documentation/information Centre that will ensure prompt
access to the concerned person of information for the type of skill and knowledge required at any given point
of project study.

Guided by the above approaches, the Consultant will plan specific activities that will contribute both to the
quality of the design work and to the transfer of necessary skill to the designated project personnel. The
specific timing and the content for each of such activities will depend on the stages of project study and the
knowledge and skill level of the team members. This program (transfer of knowledge program) will be
continued throughout the project design period.

4.16 USE OF SOFTWARE

Digital Terrain Modelling (DTM) Software


This Program has interactive module with easy to
use menu system for the plotting of survey points,
triangulation and plotting of contours at any
contour interval as specified by the user. The
Program can extract data and draw profile / cross-
section for any number of alignments.

The Program reads the points data from the Excel


sheet and plots them in AutoCAD with point and Sample Output of DTM
attributed block with attributed text for Point no.,
Remarks and Elevation. Feature line can also be added in AutoCAD then, a final contour can be generated with
contour interval as specified by the user. The program interprets these points and then triangulates these
points with the Delaunay Triangulation method. The triangles, so formed can also be drawn and modified in
AutoCAD. Operating the various features mentioned in the program provides the excellent Triangulation and
Representation of Contour. The same program can also cut profile and cross-section for any no of Alignment,
which can be plotted in AutoCAD for any scale specified by the user and the data extracted can be used for
any purpose.

General Purpose Profile and Cross Section Drawings


This Program reads the data from Excel and plots it in AutoCAD in the scale specified by the user. The program
has features like user specified text size for labeling and sheet planning for cross section with no of rows,
row/column distance as specified by the user.

This general-purpose program can plot any no of profile cross sections for single level with proper labeling
(with interpolation where required). This program will eliminate the need of using various programs as well as
reduces the time for training. It will provide the clients a highest standard of professional output and complete
satisfaction.

structures. Besides, the software can be used to draw the topographic map, X- sections, L-sections and then
the quantity of earthwork calculation also.

AutoCAD® software, one of the world's leading 2D and 3D CAD design and drafting tools. It is developed and
sold by Autodesk, Inc. we will be used AutoCAD Software for drafting the drawings. We will provide the
working/ detailed drawings in AutoCAD drawings format in 2000 version. This version consists of GIS features.
For working on cadastral map, this software is best due to the GIS features. This software is best for Nepalese
context.

EXCEL 2007 and WinWord 2007


For economic analysis, such as benefit cost analysis, economic internal rate of return calculation and
sensitivity analysis, rate analysis, cost estimating and report writing.

GIS Software
A Geographic Information System (GIS) is an innovative tool and it has diverse range of applications in various
subjects. Fundamental to the concept of GIS is the integration between tabular and cartographic data, at a
variety of scales in a common platform related to location. This ability to integrate and analyze the spatial and
the attribute data provide a powerful tool for the spatial analysis. GIS also provides a setting to overlay data
layers and perform spatial queries, thus to create new spatial data. The results can be spatially mapped,
tabulated facilitating efficient analysis. In addition, GIS is equipped with a graphical user interface, which
increases the decision-makers comprehension of the spatial information that is involved in the problem being
addressed. The data like road network, drain network, land use and so on are the basic information related to
the present project for the GIS software through which various information related to multipurpose tasks will
be obtained and analyzed. All the above mentioned information will be stored in vector database of ArcGIS
software. The existing paper maps will be transformed and digitized to prepare thematic layers. The required
information from existing geological map will be extracted and overlay operation will be done to better the
inter-relationship between different factors like geology, geomorphology, landslides along the proposed road
alignment, Drain alignment.

SPSS is a computer program used for survey authoring and deployment (IBM SPSS Data Collection), data
mining (IBM SPSS Modeler), text analytics, statistical analysis, and collaboration and deployment (batch and
automated scoring services.

4.17 CONSULTANT WITH FULLY OPERATING OFFICE

For the team work of consultant and client for the knowledge sharing the office setup of the consultant will be
used which is fully equipped with the necessary equipment. The company with necessary equipment
(computers, scanners, telephone, laptops, and manpower) relevant to the office ensures the consultant is with
the fully operating office.

4.18 QUALITY ASSURANCE PLAN

The consultant assures the submission of the quality plan based on the above designed methodology, work
schedule, team, within the stipulated time.

The team leader as a senior staff will undertake the responsibility for the overall coordination of the project,
overall guidance to the team members regarding developing methodologies, data collection, report writing in
order to complete the assigned task in the stipulated time, overall coordination and communication with
different stakeholders viz., Municipality, TDF and other institutions regarding the procedure, meeting, data
collection for the smooth mobilization of the study, will define roles and responsibilities of each team
members, organize interaction programs and meetings for information collection, identification of problems,
potential, opportunities, formulation of design requirements and functional flow, and moderate the possible
misunderstanding and disputes during the plan making process among the client and the consultant, and
similarly among the community within the study area.

The consultant also assures the team composed for the assignment will engage in the field full-fledged form as
per the work schedule and will behave as the full time staff in the office for the plan preparation,

By which the Consultant will introduce standardized quality assurance systems and methodologies into the
study process to maintain standard of quality of the report. This is expected to benefit project activities by the
synergy of experience and knowledge of both the Consultant and the project personnel.

4.19 INNOVATIVENESS

4.19.1 INTRODUCTION AND APPROACH

Innovative procedures and techniques have been introduced throughout this Proposal defining the
Consultant's approach and methodology for delivering the needed management services for this Project.
(Please see Section 4). Our experience dictates that our emphasis on the Technical and Managerial innovation,
as well as on the communication, technology transfer, and proactive responsiveness to Client's needs will
ensure the desired success of the Project.

Thus, the Consultant has always encouraged a craving for innovativeness among its staff in approaching any
task. Such innovativeness is not a sheer instinct to be different from others but a sublime means to bring real
value to the project and to the Clients. It is about the state-of-the-art process that adds to efficiency as well as
effectiveness. It need not always be borrowed but comes from within as an individual or collective creativity.
The Consultant assures the Client of such innate creativity to be sufficiently reflected in its management and
other pursuits in the Project. Translated to the Project needs, such innovativeness could be in terms of:

4.19.2 RISK MANAGEMENT AND INNOVATIVE APPROACH FOR WORKING IN THE SITUATION
OF CONFLICT

Several kinds of conflicts and disturbance from various agitating groups still exists in the country in the name
of autonomy with federal republic system. All the agitations and agitators are not politically responsible. Some
of these are trying to take advantage of current fluid situation, which at times may disturb the Project
activities as well. Consultant’s team will nevertheless comply with risk management in such conflict situations.

Consultant will inform, motivate their staff and apply standard norms of actions for the field team members
such as maintaining simplicity (not being overtly visible); quiet performance of field duties during survey and
investigation works, restricting excessive mobility, not engaging in disputes with strangers; controlling signs of
nervousness, refraining from socially unacceptable activities, ability to win the confidence of the people
through logic, simplicity etc. Some of these norms are based on the principle of "Do No Harm".

Though, not all field staffs have the requisite skills to handle the potential risks and, therefore, it will be
common policy of the Consultant to deploy those staff during the survey and investigation works at field who
demonstrate better skills. Those staff, who will find it difficult to cope with the risk situation will be replaced
immediately.

In this context, Consultant feels that a very high level of understanding, flexibility and team work is essential
within the stakeholders involved (i.e. Client, Consultant and local people). The following ART requirements will
be vital for the successful completion of the Project.

Appreciation (A) of the reasons for the problem is the key. A field team member may feel difficulty in
continuing his work due to genuine and or perceived reasons of health, personal safety, need of specialized
attitude and skill for the work, which s/he may have failed to develop, traumatized state of mind due to
insurgents activities, inability to build rapport with the local communities, appreciate their concerns etc. In
such a mental state, s/he can't be productive. Immediate replacement is the only solution. If entangled in the
nitty-gritty of the criteria for such replacement, the core objective of Project performance will be side lined as
a productive, motivated and dynamic candidate, who can deliver, may not qualify.

A flexible approach to appreciating and accepting such turn over will need transcending the prevailing mind
set and bureaucratic hurdles.

Respecting (R) the constraints encountered by a member of the field team and applying collective effort to
overcome such constraint is yet another pre-requisite. Consultant has understanding that all team members
from all stakeholders will work in tandem respecting and recognizing the constraints/ difficulties at site
without "He/ Me" feelings.

These ART requirements and in terms of each members' anticipated responsibility, performance level and
adoptational requirements in the field will be appreciated and sensitized to all stakeholders.

4.19.3 PARTNERSHIP APPROACH

The Consultant fully understands that the task lying ahead in this Project is not simply to demonstrate one's
excellence in technical matters, but timely Project implementation, which can be achieved only through
partnership between the stakeholders (mainly Client, Consultant). This will be done by developing a sense
of Good Faith and Trust between the parties so that conflicts are avoided and the Project works are
completed in time. The partnership arrangement will also reduce arbitration hassles. This approach will
adopt a regular participatory meetings and open discussions involving representatives from all stakeholders

The Consultant's approach produces a systematic and analytical process, which seeks to achieve value for
money by providing all necessary functions at the lowest cost consistent with required levels of quality and
performance.

4.19.4 PROJECT RISKS, ASSESSMENT, ANALYSIS AND MANAGEMENT

The overall management of risk is seen as an area, where the Consultant’s expertise can reduce cost through
the introduction of innovative management practices. The Consultant will establish and implement a risk
management process for the Project involving the identification, analysis and assessment of risks;
identification of risk mitigation measures; and ongoing monitoring of risks. The process will be guided by the
Australian Standard AS/NZS4360: Risk Management. By adopting a proactive approach to the management of
risk, response to threats may be planned and opportunities may be enhanced to contribute to a successful
Project outcome.

The Project risks could be in policy level and design level in case of the current project. The Project risks
identified by the Consultant in the present context, in general, include
 Institutionally weak and lack of project-specific capability of manpower
 At each and every stage, critical decisions are required for troubleshooting, which requires sound
professional judgment and confidence backed by past experience as well as academic exercise. A possible
delay due to immature/unprofessional decisions will have serious consequences in the cost, time and
credibility of the Project itself.
 The general, political instability and security in the country.

4.19.5 RISK MANAGEMENT

The Consultant will have to play an active role in mitigating the Project Risks. It will be achieved by post
identification, analysis (of possible consequences as well as solutions); participatory, transparent and
accommodative discussions, and by building consensus among the stakeholders.

Consultant's approach towards managing risks associated with the Project, among others, will be as follows:
 Identification and routine assessment of risks, mentioned above, and plan appropriate action to be taken
by the concerned parties at right time for its management;

Lessons Learnt from similar projects in the past will, in most cases, be able to set a direction. Consultant will
encourage to use the available information in the form of project documentation, personal as well as
institutional memory of those involved in the relevant projects.

Process Documentation is yet another approach which will be highly emphasized. Consultant will develop
system and tools for process documentation and encourage those involved in maintaining thorough
documentation of each process procedure adopted in making decisions, be it in engineering norms/standards,
public/stakeholders’ consultation / consensus building etc. This will help maintain transparency, ownership
and set a best practice trend.

Sharing of Experiences between the Consultant and the Client will be encouraged.

4.19.6 INNOVATIVENESS IN THE APPROACH OF PROPOSED ASSIGNMENT

It is always the philosophy of the Consultants to be innovative in their approach to provide the quality output
at the end, which brings value to the project as well as to the Clients. The innovativeness to achieve quality
could be in terms of value management, knowledge sharing, and use of software – GIS and CAD for the spatial
analysis and adopting quality assurance systems to achieve the Projects' objectives. In addition, consultant
will participate further with the key stakeholders for the detail analysis of the project.

A structured design will be used in order to achieve quality questionnaires and checklists. The meetings and
reconnaissance survey will be facilitated by the concerned experts to ensure the required output of above.
Photographic survey will be extensively used to back up the collected information. Team will visit all the
identified project place for examining the technical, social, environmental analysis.

The innovativeness could be in terms of making effectively use of the lessons learned from the previous
similar projects in the overall planning process.

The Consultants will encourage the team members and other professionals/ individuals to be creative in
thinking and to use initiatives to overcome obstacles so that the planning process becomes smooth. This will
be activated by good knowledge base of efforts and results accumulated over the years through working on
many projects in varied geographical conditions both by the professionals and the consultants.

Whole of the project will be totally supervised under the supervision of Team Leader till the end of the project
and the whole provided team will work in full fledge in field as well as in the office for the completion of the
project in the given time.

In addition, during the project, literature related to the improved international practices will be reviewed and
will be duly incorporated while revisiting the methodology and the scope of the TOR.

We will strengthen inter-sectoral co-ordination of the area's overall development within a spatial framework
ensuring a balanced mix of land uses as well as the use of natural resources in an environmentally responsible
manner. We will also adopt of appropriate land use and project planning approaches to maintain the

The proposed members of the Team of the Consultant have been selected because :

 Most of them are either resource, or employees with long time association with the respective firm and
hence are well acquainted with the professional standards, quality assurance procedures (QAP), and the

FACILITIES AND LOGISTICS REQUIREMENT
GENERAL

This Chapter describes and lists the various materials, equipment, facilities and services which are necessary for
an efficient, timely and cost-effective execution of the services proposed. The facilities and logistics that are
required are given in the following sections. These facilities and logistics are discussed in the following Sub-
sections. Appropriate cost for the facilities are included in the Financial Proposal for the Study.

PROJECT OFFICES AND ACCOMODATION

The Consultant’s Study Team will undertake the work in a Project Office to be established in Kathmandu. All
study works will be co-ordinated and conducted from this office. Camping facilities with accommodation will be
provided to the Team Members during field visits.

BACKSTOPPING

During the whole project period all necessary technical and administrative backstopping will be made available
to the Project Team from the Consultant’s Head Office. The Quality Assurance Team of the Consultant will
always remain vigilant on the requirement of the Project Team and the timeliness and the quality of their
Outputs.

EQUIPMENT

The Consultant will arrange necessary survey and office equipments required for executing its field and office
works.

SUPPORT STAFF

The Consultant has included in their proposals required Supporting Staff for the execution of the Consultancy
services. Administrative staff for administrative, secretarial and financial management of the services will be
provided.

DATA AND INFORMATION

The Consultant understands that the Client will provide all available relevant reports, map and data required to
undertake the Project activities, at free of charge. It is particularly important that all the available materials will
be made available as soon as the commencement of the Consultant’s services.
