Name of Project: Master Plan Preparation of Paanchkhal Valley Integrated Water Resources Management Project (PVIWRMP)
1. Government of Nepal (GoN) has allocated fund toward the cost of Master Plan Preparation of Paanchkhal Valley Integrated
Water Resources Management Project (PVIWRMP) and intend to apply portion of this fund to eligible payments under the
Contract for which this Expression of Interest is invited for National consulting service
2. The Irrigation Feasibility Study and Construction Quality Program now invites Expression of Interest (EOI) from eligible
consulting firms (“consultant”) to provide the following consulting services: The main objective of the study is to prepare a
master plan for optimum use of available water resources in an integrated manner of paanchkhal valley & Mahadhevsthan
Valley.
3. Interested eligible consultants may obtain further information and EOI document free of cost at the address Irrigation
Feasibility Study and Construction Quality Program,https://ppmo.gov.np/ during office hours on or before 24-12-2020 12:00 or
visit e-GP system www.bolpatra.gov.np/egp or visit the client’s website http://www.ifscqp.dwri.gov.np/
4. Consultants may associate with other consultants to enhance their qualifications.
5. Expressions of interest shall be delivered online through e-GP system www.bolpatra.gov.np/egp on or before 24-12-2020 12:00
6. In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be
deemed as the due date but the time will be the same as stipulated.
7. EOI will be assessed based on Qualification 40.0 %, Experience 50.0 %, and Capacity 10.0 % of consulting firm and key
personnel. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through
a request for proposal.
8. Minimum score to pass the EOI is 60
B. Instructions for Submission of Expression of
Instructions for Submission of Expression of Interest
1. Expression of Interest may be submitted by a sole firm or a joint venture of consulting firms.
2. Interested consultants must provide information indicating that they are qualified to perform the services (descriptions,
organization and employee and of the firm or company, description of assignments of similar nature completed in the last 7
years and their location, experience in similar conditions, general qualifications and the key personnel to be involved in the
proposed assignment).
3. This expression of interest is open to all eligible consulting firm.
4. In case, the applicant is individual consultant, details of similar assignment experience, their location in the previous 4 years and
audited balance sheet and bio data shall be considered for evaluation.
5. The assignment has been scheduled for a period of Twelve Months. Expected date of commencement of the assignment is 01-
03-2021.
6. A Consultant will be selected in accordance with the QCBS method.
(i) A covering letter addressed to the representative of the client on the official letter head of company duly signed by
authorized signatory.
(ii) Applicants shall provide the following information in the respective formats given in the EOI document:

information requested and included in the formats provided in the EOI document.
9. The Expression of Interest (EOI) document must be duly completed and submitted in sealed envelope and should be clearly
marked as “EOI Application for Short-listing for the Master Plan Preparation of Paanchkhal Valley Integrated Water Resources
Management Project (PVIWRMP).The Envelope should also clearly indicate the name and address of the Applicant.
Alternatively, applicants can submit their EOI application through e-GP system by using the forms and instructions provided by
the system.
10. The completed EOI document must be submitted on or before the date and address mentioned in the “Request for Expression of
Interest”. In case the submission falls on public holiday the submission can be made on the next working day. Any EOI
Document received after the closing time for submission of proposals shall not be considered for evaluation.
C. Objective of Consultancy Services or Brief TOR

1. background
Nepal has a great task ahead to enhance the agricultural production by improving and increasing
reliable and adequate irrigation facilities to meet the food requirement of ever increasing population.
So building-up a reliable and year-round-irrigation system especially in the rural area is the pressing
need of the country to ensure food security and to lower down the level of poverty, through increased
agricultural productivity.
Water resources that are primarily needed for irrigation development are abundantly available in the
country if considered on annual basis. Most of the irrigation systems in Nepal draw water from small
and medium sized rivers which have sufficient flows during wet months of June to September and dry
up or have little discharges during the remaining months. To meet poverty alleviation, the Department
of Water Resources and Irrigation (DWRI) wants to develop irrigation infrastructure where it is
techno-economically viable. In line with this responsibility, various large and other complex projects
are implemented under the auspices of DWRI. Various irrigation development programs have been
launched; the larger ones are implemented as separate project whereas small projects are implemented
in a cluster of sub-projects approach.
Nepal is a country full of diversity. From the world's highest peak, Mount Everest, to the world's
lowest Arun Valley lies in this country. There are eight mountains above 8000 m height out of Ten in
the world, there are about 1 / 3rd of the total area is flat land . There are many valleys like Kathmandu
Valley, Chitwan Valley, Dang Valley, Kamala Valley, Paanckhal Valley, Arun Valley, Deukhuri
Valley. Valleys are mostly flat lands surrounded by mountains that are fed by many rivers and such
valleys may have great potential for agriculture. However, due to lack of integrated management for
sustainable use of water resources in such valleys, lack of technology to collect water from water
sources and lack of budget for diversion of water from large rivers, the state has not been able to get
agricultural benefit from such valleys.
The Paanchkhal & Mahadhevsthan Valleys are such valleys that have not been able to be remarkably
successful in agriculture despite its potential for agriculture. The main cash crop of paanchkhal &
Mahadhevsthan Valleys are potato, tomato, chilly, beans, cauliflower and other seasonal vegetable and
food crop are maize, wheat and paddy etc. The age old practice in vegetable farming has made the
local farmers of valleys dedicated in their traditional agriculture profession. These valleys comprise
two land types; khet (cultivated flat land) and bari (cultivated slope land). They are close to the
Kathmandu and Araniko highway has accelerated agriculture with connecting Kathmandu and Kodari,
so the agricultural products produced there can easily find a market in the Kathmandu Valley.
But As very low discharge is available during most of the time round the year, the farmers of the most
of the irrigated areas in the valleys have not been able to irrigate fields at the time when they need the
irrigation water at the most, thus affecting the productivity, which has been the main cause for low
incomes of the farmers. The efficient use of rainwater and local streams fed by spring sources has been
the major challenges for the local farmers in order to supply adequate water whenever the crop
demands. In one side there is shortage of adequate water to irrigate the field; on the other hand the ever
increasing demand of vegetables has been compelling the local farmers to spread farming even up to
the sloppy and marginalized land in secluded place and corner of the hilly terrain.
During the 3 months of monsoon the local water sources suffices the need of irrigation water, mainly
to the farming at the bottom of valley. Along the inclined terrain in some patches of land, farmers use
rainwater harvesting locally by constructing water reservoir at the suitable places in the higher
position, supplying irrigation water by means of polythene pipe networks. In spite of arduous effort of
local farmers in the economic and efficient practice of utilizing the water, the farmers are not in the

position to meet the round the year demand of irrigation water. According to the farmers of
Paanchkhal, since last few years the monsoon rainfall has abruptly changed the rainfall pattern, both in
amount and interval, impending regular supply of vegetables according to the cropping calendar. With
the elongation of dry months resulting desiccation of vegetable sapling, the farmers are not in the
position to continue their regular profession in the commercial vegetable production and are in the
mindset of changing their traditional farming occupation.
In the backdrop of such precarious scenario of vegetable farming in Paanchkhal & Mahadevsthan
valley, the local farmers made a strong demand of reliable water supply for irrigation. So this study
mainly focus on optimum harness of water available from the water sources within the valleys and
identify the various external water sources to full fill the irrigation demand and select a feasible
alternative sources of water.
The main purpose of this study is to assess available water resources in the valleys, to assess the water
required for crops in the area and to select suitable water sources to fulfill the insufficient irrigation
water. Water sources within the valleys may be streams or floodwater harvesting reservoirs by
constructing dam around the valleys, or groundwater sources or any water sources within or outside
the valleys found during the study. The study on the demand for crop water requirement and the
supply of water from various water sources available within the valleys shall be done. And finally,
more suitable nearby water sources and suitable diversion methods shall be select to meet the
insufficient water demand for crops.
The ultimate outcome of this study is to prepare a master plan for integrated water resources
management in the paanchkhal valley & Mahadhevsthan Valley.

3. Objectives
The main objective of the study is to prepare a master plan for optimum use of available water
resources in an integrated manner of paanchkhal valley & Mahadhevsthan Valley. The overall
objective of the consulting service is to study irrigation water potential within the valley (i.e. water
supply from existing irrigation Systems, possible storages in drainage around the valley and from
possibility of Ground water sources), to find out actual volume of water deficit or surplus by using
appropriate water balance techniques and to finalize more suitable nearby water sources and suitable
diversion methods to meet the insufficient water demand for crops by preparing a holistic integrated
water resources plan of the valleys.
4. Specific Objectives
The specific objectives of the services are as follows:
Assessment of amount of water from different sources (i.e. Streams, Ground water, Rainfall
etc.) that can be used for irrigation;
Assessment of crop water demand according to the future cropping pattern;
Carryout detail of water balance to find out the gap of amount of irrigation water from crop
water Demand;
Prepare alternative plans to remove gap of amount of water need for irrigation i.e. diversion or
lift from nearby rivers or from any other appropriate methods;
Conduct geological and geotechnical studies/investigations i.e. ERT for possible storages in
drainage (i.e. Reservoirs ) around the valley;
Carryout preliminary environmental & social Impact assessment ;
Carry out Preliminary design of the main components of the project including design and
drawings in different components i.e. improvement of existing irrigation systems, Ground
water, Storage & Lift or diversion system.
Prepare quantity and cost estimate for the project according to different components.
Prepare economic analysis of the project;
Prepare detail plan for implementation.

6. Scope of services
The main scope of the study is to prepare the integrated water resources Master plan leading to a
Detailed Project Report (DPR) of PVIWRMP. The study shall include but not limited to the water
resource modeling, crop water requirement modeling, water allocation modeling, topographical survey,
command area survey, location of storage system, canal network inventory, canal system maintenance
and the Master plan include design of the above mentioned activities, drawings, engineering
calculations, technical specifications, geotechnical baseline report, test results etc. The project shall be
divided into different components according to the source or conveyance of water such as rehabilitation
of existing canals, storage reservoir, ground water, lift or appropriate diversion from a nearby river. The
consultants shall perform survey, deign, cost estimate Component wise. For this purpose, the scope of
the Consultant’s services shall consist but not limited to the following tasks in general:
