AND/OR DESIGNEE
VOTED, To adopt the following criteria for the appointment of the
chief pilot and/or his designee which reads as follows:

1. Meet the pilot requirements of GC, Category II for instrument


and night flight (minimum of 1,200 hours PIC, 75 hours - instrument,
100 hours - night, 500 hours - cross-country).

2. Meet the requirements of a. or b. below:

a. Hold a current Certified Flight Instructor certificate


with a minimum of 1,000 hours of flight instruction given and 200 hours
of flight instruction given during the year prior to designation and

INTERCONTINENTAL FERRYING OF PLANES -


CRiTtRIA FOR PILOTS

VOTED, To accept the criteria to be used by pilots when doing


intercontinental ferrying of planes as follows:
1. Pilot Requirements

a. Meet GC pilot requirements for Category II, instrument

• and night flight.

b. Meet either one of the following:

1) Has previous pilot experience in intercontinental


ferrying of airplanes, or

2) Make at least one intercontinental ferry flight as


a copilot/navigator with an experienced ferry pilot.

c. Use two pilots if any leg of the flight is over eight


hours long. If the airplane has a functioning auto-pilot, this may be
extended to ten hours.

2. Airplane requirements

a. Airplane must meet FAA or equivalent requirements for


intercontinental flights and have approval for overweight ferry flight
and export, if needed.

b. Airplane must have sufficient fuel capacity and


navigational and communication equipment to safely make the flight and
meet government regulations that apply.

c. Airplane must have life rafts, vests, and all other

• items required by the US Coast Guard or ICAO (International Civil


Aviation Organization) for over-water flights.

REPORT

• J R Spangler has just returned from the Soviet Union where he held
evangelistic meetings in several cities. He found the country very
receptive to public evangelism. Many denominations are taking
advantage of this religious freedom and sending in evangelists.

When Spangler arrived in Moscow, he learned that the local church


had done all the work of planning and publicizing his evangelistic
meetings. No division funds were used. Posters had been placed
around the city and tickets sold for his meetings. The National
Russian SDA Choir members came on their own time, and some at their own
expense, and provided a 30-minute musical program each night which
preceded the 50-minute preaching service. Spangler had only very
minimal visual aids for an overhead projector. Approximately 1,250
people attended each evening with an estimated 3,000 non-Adventists in
attendance during the three nights he held meetings there. At the
close of the last meeting the people were invited to the church for
another service on Monday night. Spangler did not think that many
would attend, but the church was crowded.

He was invited to appear on a children's radio program where he


planned to tell Bible stories, but the program director requested that
he present the real meat of our message instead. His subject was "Ten
Reasons Why I Believe the Bible" which was very well received.

Latvia was his next stop. He wondered if his program would

• attract many people because he had to use two translators. The church
was packed and people stood in the aisles for the three nights he held

public meetings there. On Sabbath there was TV coverage for both


Sabbath School and church, and he was interviewed for 30 minutes.

Later he and his wife were interviewed on the subject of the family

Mike Kulakov Jr has begun a one-hour call-in radio show dealing


with psychological problems of youth. Spangler and his wife were asked
to participate in one of the programs. Over 100 calls came in during
the hour, but there was time to answer only 10 or 15 of the questions.

Spangler held the first week of prayer ever to be held at the


Seminary where approximately 2,500 non-Adventist still visit each
month. He spoke three times a day to a full house. Even though the
Seminary is located a long way from town, people come and are eager to
learn about the Bible. On Sabbath he spoke to approximately 400
people in a recreation center. When he asked how many had a Bible,
only ten people raised their hands. The people are hungry for God's
word.

On a Tuesday evening a hall had been rented which seated 450


people. Unfortunately those who planned for the meeting had only five
days to prepare for it, but approximately 350 people attended. The


audience was invited to attend our new church near Leningrad, which
was located an hour away from the city, the next night. On Wednesday
.evening at six o'clock the church was well filled with over 100

When the Spanglers returned to Moscow, a television crew was


waiting for them in the train station to video yet another interview.

Spangler feels that our two highest priorities should be:

1. Public evangelism. People are eager to come and listen.


2. Churches to house the members.

A C McClure read 1 Cor 12:12, "The body is a unit, though it is


made up of many parts; and though all its parts are many, they form one
body. So it is with Christ." (NIV)

McClure stated he wished to use this text out of context and went
on to report on the $40 million proton beam accelerator which is now in
use at the Loma Linda University Medical Center. Never knowing if a
new procedure will be successful, the physicians intended to first use
this new technology without press coverage. However, the press learned
of it through a state representative. A photographer and reporter were
sent and allowed to sit in on the very first treatment procedure. A
Los Angeles newspaper picked up the story and then one of the wire
services, so it became world news.

The first patient was an attractive, articulate young lady


suffering from ocular melanoma. She stated she had great confidence in
the treatment. After the procedure was completed, she indicated that
there was no pain during the treatment. As a result of this coverage,
the physicians reported that they saw more patients with this type of
cancer during the last two weeks than they had in the last 20 years!
Even though this treatment has not been totally proven, physicians have
reason to believe that there is an 80 percent chance of saving the eye
and of being able to reduce or eliminate a tumor or malignancy in the
eye. Without treatment, the result of this malady usually is the loss
of the eye.

It is hoped that the proton beam accelerator will be used to treat


tumors imbedded in the head and neck by December of this year and to
treat other parts of the body by early next year.

We are thankful that the Lord has blessed this institution with
this kind of technology so that treatment is available for such serious

• medical problems.

Prayer was requested for Gwen and Allen Foster who lost their only

son in a tragic automobile accident, Carolyn Sibley, Audrey Johnson of
the Southeastern California Conference who shattered her shoulder in a
fall, David Dunn and his family, our church members in Kuwait and Iraq,
and the 21 new interdivision missionaries who will be leaving for their
posts overseas very soon. C D Brooks offered prayer.

REPORT

R E Osborn reported on a recent meeting held in the Middle East.


The situation in Lebanon has changed dramatically in the past few
weeks. The Middle East College in Beirut reopened early last week, and
the individuals there are very optimistic about the future.

DEVOTIONAL
In his devotional message A C McClure spoke about the feeding of
the five thousand. Jesus and the disciples had tried to leave the
crowd. The disciples, who anticipated being alone with Jesus, soon
found themselves surrounded by people once again. Jesus saw them as
sheep without a shepherd. His heart went out to them--a heart that
could not refrain from responding. The disciples urged that He send
the crowd away, but Jesus turned to them and suggested the impossible.
"Give them something to eat," He said. Even if the food the disciples
had carried with them had not already been eaten, this still would have
been impossible.
What God commands He provides for. In this case He provided food
through a miracle. Ellen G White summed it up this way, "The more we
bring to God's treasure house, the more we shall have to bring; for He
will open ways before us, increasing our substance" (OHC 197). If we
respond in faith, He will open ways for us as He did for the five
thousand.

PRAYER REQUESTS

Prayer was requested for our church in the USSR, for a court case
involving the realtor who was handling the sale of our former office
buildings, and for Roger Coon who will be lecturing at the Seminary in
the USSR and holding public meetings there. Prayer was offered by a
retired employee of the General Conference, John Hancock.

REPORT
D E Robinson presented the monthly report which was requested at
the 1990 Annual Council. He mentioned that Treasury is continuing to
try to reduce costs. Expenditures are still exceeding income so he
appealed to everyone to cut costs wherever possible.
