PUBLIC NOTICE

Subject: Clarification regarding requirements for renewal of expired Indian


Pilot’s licenses in respect of pilots holding equivalent license issued
by other ICAO contracting states.
Owing to COVID 19 pandemic, several Indian pilot license holders undertaking
commercial flying in other ICAO contracting states based on equivalent licenses issued
by such contracting states have been repatriated to India. DGCA has been receiving
several requests from such pilots seeking clarity regarding requirements for renewal of
expired Indian Pilot’s licenses under the provisions of Rule 42 of the Aircraft Rules 1937.
DGCA has already provided clarity to all such pilots through return emails. However,
keeping in view that several restrictions of COVID 19 are still persisting and in order to
provide clarity on a uniform basis to all concerned, this public notice is being issued.

2. This public notice is applicable to:-

(a) Indian CPL/ATPL holders flying commercially at other ICAO contracting


states based on equivalent license issued by such states; and
(b) Shall have undertaken commercial flying in that respective contracting state
of issue of equivalent license as on or after 1st Jan 2020; and
(c) Intend to renew their Indian license under the provisions of Rule 42 of the
Aircraft Rules, 1937.

3. For flight crew falling in the above category, the following clarity is reiterated for
renewal of expired Indian licenses. On the date of submission of application of renewal
of license the applicant:-

(i) Shall have passed Air Regulations examination conducted by CEO, DGCA
in respective license category (if license expired for any period more than 02 years)
in accordance with Rule 42, Section ‘A’ of Schedule II of The Aircraft Rules, 1937.

(ii) Shall have completed the flying requirement for renewal in accordance with
relevant Section (s) of Schedule II of The Aircraft Rules, 1937.
(iii) Shall hold the following valid documents/licenses:-

(a) Equivalent license issued by other contracting state.


(b) Indian Class-1 Medical.
(c) RTR issued by WPC.
(d) FRTOL.
(e) ELP Assessment issued by DGCA approved organisations, if not
endorsed or valid on Indian License.
(f) Evidence of having undertaken commercial flying at other ICAO
Contracting state on aircraft as on or after 1st Jan 2020, duly certified by
appropriate authority.
(g) Any other document as required for renewal of license.

(iv) The foreign license, flying experience and supporting documentation


provided are subject to verification from concerned contracting State and
airline/operator/ATO as applicable.

(v) The application for renewal of license is to be submitted through eGCA by


following due process of Registration, Validation (if not already undertaken) and
submission of service request online through eGCA portal. (Refer respective User

Note: In case of inability to submit the same online, applicants may approach the
respective regional offices of DGCA where they intend to apply for the renewal of licenses
for assistance and resolving the issues being faced. Such assistance, if any to be
provided, does not obviate the individual from reading and understanding the user
manuals, instructions for validation, undertaking validation, filling up of e logbook,
applying online etc. on the eGCA platform. Further clarification regarding training, if any,
may be sought from Flight Standards Directorate, DGCA HQs, New Delhi.

4. This public notice is valid till 31 Dec 2021 only, unless otherwise cancelled or
superseded.
