Subject: Extension of Implementation of CAR Section 7 Series G Part III (Issue

II) and Part V - Aviation English Language Proficiency (ELP) for Flight
Crew.

A Public Notice of even number dated 06th Jun 2019 had extended the effective
implementation date of CAR Section 7 Series G Part III and Part V from 01 st July 2019 to
01st Nov 2019, to cater for approval and certification of ELP Testing Service Providers
(TSPs) and Training Organisations. In conformance to above public notice, this office is
in the process of approving several organisations who have applied for the necessary
approvals. However, in order to provide a transition period for the stake holders and TSPs,
the effective date of implementation of the ibid CAR is being extended to 01 Jan
2020 with the following conditions:-
(a) All pilots requesting for initial ELP endorsement will be provided ELP Level 4
irrespective of the level mentioned in the certificate provided by the existing ELP
examiners, till implementation of the ibid CAR.

(b) Pilots due for ELP renewal during this transition period will be endorsed with existing
ELP level, subject to submission of ELP certificate for renewal from the approved
ELP Examiners.
(c)
(d) Pilots not due for ELP renewal are to follow the procedure laid down in the ibid CARs
on implementation.
(e)
(f) Approval of individual ELP examiners will cease to exist on the day of approval of
the organisation in which the examiner is currently employed with, as TSP and
Training organisation. Notwithstanding the above, “privileges of all individual ELP
examiners will cease to exist from 01 Jan 2020”.
