Subject: Aviation English Language Proficiency (ELP) for Flight Crew.

The Civil Aviation Requirements Section 7 Series G Part III, Issue II dated 30 th Jan,
2019 stipulates that the level of English Language Proficiency (ELP) shall be evaluated
in accordance with the procedures specified by the Director General and shall be
indicated on the license. The effective date of implementation of the ibid CAR is 01 st July,
2019.
However, it has been observed that none of the stakeholders has come forward
for approval of their ‘Aviation English Language Training/Testing organisation for ELP’,
as per CAR Section 7 Series G Part V, Issue I dated 30 th Jan, 2019, till date which is
prerequisite for implementation of CAR Section 7 Series G Part III, Issue II.
2. In view of the above, the following has been decided:-
(a) All the concerned stakeholders are required to get their Training/Testing
organisation for ELP approved from Directorate of Training & Licensing (DTL), O/o
DGCA in accordance with CAR Section 7 Series G Part V, Issue I dated 30 th Jan,
2019.
(b) The revised effective date of implementation of CAR Section 7 Series G
Part III, Issue II dated 30th Jan, 2019 shall be 01st Nov, 2019.
(c) No ELP certificate issued by the existing individual examiners conducting
ELP tests/checks shall be entertained beyond 01st Nov, 2019.
