Subject: Implementation of Aviation English Language Proficiency (ELP) for


Flight Crew.

DGCA vide Public Notice of even number dated 14th Oct 2019 had confirmed the
effective date of implementation of the CAR Section 7 Series G Part III and Part V as 01
Jan 2020 with certain conditions.

2. Subsequent to the above Public Notice, DGCA has approved Aviation English
Language Proficiency Training & Testing organisations. The details of which are available
on DGCA website www.dgca.gov.in.

3. Therefore, in view of the above, for the purpose of ELP endorsement/renewal, the
following shall be complied with:-

(a) Henceforth, all applications submitted for ELP endorsement/renewal shall


be accompanied with the ELP certificate issued by the DGCA approved ELP
organisations. In order to avoid lapse of flying hours/recency/examinations etc.,
the applicants may submit their application for issue of Pilot’s license even without
a valid ELP certificate. However, issue of license shall be subject to the submission
of ELP certificate issued by DGCA approved ELP organisations by the applicants.

(b) In case of conversion of license, ELP rating scale endorsed on foreign


license will be accepted for endorsement of the same on Indian license. If the
Contracting State has not endorsed ELP rating scale on the license, then in such
cases Operational Level 4 shall be endorsed on the Indian License.

(c) The privileges of all individual ELP examiners shall cease to exist with
immediate effect.

4. This supersedes all previous Public Notices issued in this regard.
