Is there any recommendations in ACI telling when to use thermal analysis on concrete building.

I am not clear on what you mean by thermal analysis. If you are trying to cope with the heat of hydration, there is ACI 207.1R Guide
to Mass Concrete. As a general rule of thumb, heat of hydration may need to be considered in members over 36" thick.

Is this related to distances between expansion joints and size of expansion joints. Normally only consider thermal effects for
unheated or exterior structures. Thermal range in these environs may be from +40C (in the sun) to -40C in the winter, and I don't
often go beyond 250' for concrete buildings without a joint or 300' for steel buildings. Also joints at building/finish transitions. I'm
pretty conservative about joints...

It is related to Expansion Joint location in 2 story admin building and it length about 56 meters.
Shall i make an Exp.J and neglect temperature analysis or 56 is ok without Exp.J

I would only consider an expansion joint in a 56 metre long building if there is irregularity in the plan, e.g. an L shaped building.
