Guidelines for permission to operate to Essential Commodities manufacturing and

Continuous Process Units

Ref: Min of Home Affairs,GOI Order No.40-3/2020 Dt 24-03-2020.

GOI has issued guidelines vide Annexure to above Order for containment of COVID-19 Epidemic.

As per the guidelines, Industrial Establishments manufacturing essential commodities and

production units which require continuous process are allowed to operate. Also commercial
establishments such Cold Storage and warehousing services, E-commerce delivery services for
essential goods, pharmaceuticals and medical equipment are also allowed to operate.

As directed by Principal Secretary (Industries), following guidelines are being issued

As per the GOI guidelines, District Magistrate will deploy Executive Magistrate as Incident
Commander. The Incident Commander will issue passes for essential movements with the help of
all concerned line departments.

Industries department role is to receive applications from industries, verify and confirm whether
the applicant unit is manufacturing Essential Commodities/providing essential services or falling
under Continuous Process Unit category.

The Essential Commodities manufacturing units/services will include the following

1. Food related/ food processing industries and mfg units engaged in production of essential
commodities including agricultural commodities.
2. Transport & logistic services for essential commodities & services
3. Drugs & pharmaceuticals
4. Medical devices, equipment and health care products
5. Essential IT& ITES services
6. E-commerce services for delivering above Sr no 1 to 3 items
7. Cold storage & warehousing services for above Sr. no 1 to 3 items

A control room should be made operational at each district and Divisional level under respective
GM DIC and Jt Director of Industries with minimal staff( Toal staff not exceeding 5%) with
immediate effect to carry out the following tasks.

1. To identify and to list out in their districts-

i) the industries which are manufacturing essential commodities defined by the Govt.
ii)Logistic operators and E-commerce agencies for such essential commodities.
iii)Essential IT/ITES services as defined by Govt.
2. To obtain approval of District Commander/District Magistrate/Divisional Commissioner to
authorise movement of such staff and vehicles of the industries and services as mentioned below
with the conditions that the passes to be kept to the bare minimal required to run the operations.

A) Following procedure may be adopted by GM DIC/JDI for giving permission to Essential

Commodities manufacturing units/services.

1. Receive Application in Annexure A from the applicant unit

2. Scrutinise the application
3. If the application is valid for permitted units/services , then put up it before Incident
Commander/Dist Magistrate/Div Commissioner for approval and issue permission to
operate in Annexure B.

B) Following procedure may be adopted by GM DIC/JDI for giving permission to Continuous

process units.
1. Receive Application in Annexure C from the applicant unit
2. Scrutinise the application
3. If the application is valid for continuous process unit, then put up it before Incident
Commander for approval and issue of permission to operate in Annexure D.

All Jt Directors in coordination with GM DIC and MIDC Chief Engineer/Executive Engineer/
Regional Officer will supervise over these activities and report DC Office on daily basis.

transport of above product/ provide above services as well as to receive necessary raw material
and consumables required for production/ delivery of the services from following suppliers.
