The current training system for Inter-State Emergency Managers is out of date and out of touch with the training needs of
the staff and disaster survivors. We have developed various systems to focus on standardizing the way standard
operating procedures are taught and yet we still have employees out in the field without clear direction and mission
capabilities. A revitalized training program will address the agency’s current leadership obstacle by ensuring that there is a
standardized understanding of what leadership means for the agency, and conduct role playing exercises to assess,
critique and improve how those in leadership positions are handling difficult conversations.

The purpose of this proposal is to shed light on the lack of effectiveness in the current leadership series training at Inter-
State Emergency Managers and to provide a path forward that will increase the efficiency and effectiveness of training.
Through a blended delivery method of self-guided learning, online webinars and in-person training sessions, both
deployed and undeployed personnel in leadership positions will have access to universally designed trainings.

Through the use of the activities outlined in this alignment chart, the training series will progress from group research and
discovery to reflection and analyzing respective choices and leadership styles.

Terminal Objective: Using the leadership development plan template, learners will create (write) a leadership development
plan that encompases the eight areas of a standard leadership development plan.
