Introduction
The assignment is based upon the tourism policy of Australia and the importance of these
policies in the country. The main aim of the assignment is to understand and gain the knowledge
of tourism policy of Australia. In this assignment, two policies of Australia are taken for the
study of Australian Tourism in which Tourism 2020 and Climate change policy are included. In
the assignment impact of the tourism policies which are chosen are defined with respect to
Australia. For the development of any policy there are roles and responsibilities of governance
and stakeholders, those roles are explained included with the importance of stakeholder in policy
development. This assignment also covers the section in which the issue which may arise during
the implementation of the policy and after the implementation. The methods through which the
country can overcome are also recommended in the assignment.

Tourism Policy and Strategy


Australia is the country which is affected most with climate change or environmental
condition. The change in the climate impact on the tourism of the country due to which the
business organization connected with the tourism industry have to face challenges, their revenue
generation get affect adversely. To overcome the issue and to improve the condition tourism
policy was imposed which is entitled Climate change policy. Climate change is one of major
threat across the world that is also addressed in the framework of United Nations convention.
The main objective of the policy is to resolve and control the issues which are rising due to
greenhouse gases concentration in the atmospheres. The government proposed plan and instruct
the industries to choose the methods through which the impact of the gaseous should control.

Another Policy which is chosen for the study is Tourism 2020; it is the policy under the
third phase of tourism plan and strategy of Australia. The first phase of the policy began in the
year of 2011 this policy was designed to improve the areas in Australia due to which the tourism
industry is impacted. This policy was mainly focused upon the areas through which Australia can
generate the revenue and investment of country (Kimbu, Ngoasong, Adeola, & Afenyo-Agbe,
2019).

For the policy-making in any country, the governance of the tourism department and
stakeholders plays critical role (Katou, & Katsouli, 2019). For the development of the policy it is
necessary to identify the stakeholders who are interested in the investment and liable to complete
the policy program. Stakeholders and Policymakers minimize the negative effect of the
environment on the tourism of the country. According to the study it is identified that the hosts
and tourists both are considered as stakeholders for tourism industry. Stakeholders are very
important for the development and in the completion of any program. The roles of the
stakeholders are basically categorized in types. They are connected with the program internally
and externally medium as well as they focus on the function of the program. Stakeholders are not
responsible for the investment only but also to take care of the functions of policy program their
main is that the program gets implement with the process within the time. Coordination of the
stakeholders, governance and tourism organizations is very essential. These can be considered as
the pillar of tourism development. For the climate change policy the stakeholders ensures that
the industries which instructed to reduce or to control the greenhouse gases effect are
implementing with their business process or not. For the Tourism 2020 the responsibilities of the
stakeholder is to analyze about the resources which are required for the implementation process
are getting fulfilled or not.

The issues generally which can be seen with the implementation of the tourism policy are
socio-cultural issues, environmental and climate issues, lack of investment (Baker, & Mc–Guirk,
2019). Australia is the country where its cultural trend is preferred most due to which the people
of Australia follows the traditional aspects of their business and to develop relation with other
people and community. The main aim of tourism is to develop relations with the different
culture, people and tradition. The policy implementation gets affected by this factor as people
hardly accept the changes with their belief and tradition. The environmental condition of
Australia is one of the major issues in policy implementation. According to change in the climate
or weather Australia has to amend its framework of strategies and policies. The climate change
and environmental situation was the reason behind the failure of climate change policy once.
Similarly due to lack in the investment and support from the government the development of the
tourism policy is affected. The resources which are required for the policy implementation
sometimes not reached to the associated department within the time or sometimes resources
cannot be arranged. This is the reason due to which the tourism policy was divided into three
different phases.

Currently, in Australia, the policy for the year 2020 (Verreynne, Williams, Ritchie,
Gronum, & Betts, 2019) is prepared in which they have decided to maximize the number of

tourists. The plan was basically divided into three different phases and it is getting implement in
the same manner (Hristov, & Zehrer, 2019). When the phase was started in the year 2011 the
target for the growth percentage was decided for 40-50% and it leads to increase of 7-8 million
international seats. From the results which were analyzed at the end of December the increase in
the seats was approximately 9.3 million.

The tourism cycle is basically categorized into four different parts which are described as
define, plan, act, and check. The term ‘define’ is the first phase in which the information about
the situation is collected. In the second phase which is known as ‘plan’, the analysis is conducted
for the budget and the methods to spend the budget for the development. The third phase is the
implementation process of the policy as practice in order to achieve the objective and plans
which are decided (Sedarati, Santos, & Pintassilgo, 2019), in the last phase the program is
monitored or evaluate the implementation process.

Generally, the relation between politics and tourism is not concerned as primarily for the
parties and election. Apart from this, the politics have no specific influence on the tourism
policy. The connection between the politics and tourism policy is to improve the global quality in
the life of the country through increasing the economic, political, cultural, and intellectual

benefits of the country as well as people of the country (Deng, Hu, & Ma, 2019). It is the integral
medium of the economy and it can be described that tourism is the tool which can be used for
economic growth and some time for the political benefit.

The tourism is very beneficial for peace but without peace, tourism is not successful. By
the analysis, it is examined with the help of tourism the relation can be developed between the
hosts and tourists but the interaction cannot be generated between local people and tourists.
Tourism can always become the result of peace but can never become the generator or cause of
peace (Pham, 2019).

Strategy Plan for Tourism


By the help of tourism, the economy of Australia is getting wider as well as in the past 2
years the GDP of country rise up to 17%. According to the research it is analyzed that the people
of Australia believe for the better future of their country tourism is very important. For the year
2020 the strategic plan is prepared in which some targets are decided to achieve. Currently in
Australia there are 36,000 unfilled jobs available in the tourism industry by the end of 2020 this
vacancy has to be fulfilled (Robinson, Martins, Solnet, & Baum, 2019), the international aviation
of the country needs to increase by 40-50% till 2020. The quality and productivity of the industry
have to be increased. There are six other areas which are focused on the tourism plan of year
2020. The country has to increase its demand in Asia because the most part of population across
the globe is in Asia. The digital capability in the country should increase in marketing and
distribution of the products. Australia is lagging for the investment in tourism from year 2010 by
the end of 2020 the investment in the industry should be increased.

Conclusion
In this assignment, the discussion is performed on the tourism policy of Australia. The
study is conducted by covering different aspects. The assignment includes the importance and
role of the tourism policy in Australia. It is also prepared to get understand the roles and
responsibilities of the stakeholders and policymaker for the policy in the country. Apart from
this, the impact of the political influence on the development of tourism is defined in the
assignment. Tourism is the act which helps to develop relations between the different nation,
different culture, and values. It can develop new opportunities through which the different

factors like financial, economic and political phase of the country can develop. Tourism is also
considered as the result of the peace between the nation and people it is critically explained in
the assignment that tourism can never generate or become the reason for peace. When any policy
is designed then different parameters are followed so that the policy can be implementing
successfully and outcome achieved by them are as expected. So these parameters in the tourism
industry are termed as tourism cycle which is also discussed in the assignment. In the assignment
a strategic plan is also designed for tourism for year 2020 (Liasidou, 2019).
