Mission
In the promotion of the general well – being of our people, Capas
shall be consistent in providing efficient and effective services,
through the implementation of program, project, and activities,
where the greatest number of our people are gainfully employed.

Vision
Capas to be the Tourism and agro – industrial capital of Tarlac
with empowered and healthy citizenry in socially just and safe
community who lives in a sustainable and ecologically – balanced
environment with accessible and well planned infrastructure
under an investment friendly, progressive, and diverse economy,
governed by God – Fearing and responsive leadership.

Citizen’s Charter

The Anti Red – Tape Act of 2007

T
he Anti Red-Tape Act of 2007 otherwise known as R.A 9485 mandates all LGUs to
formulate, implement and monitor a Citizen’s Charter with the objectives of
promoting integrity, accountability, proper management of public affairs and
public property as well as to establish effective practices aimed at the prevention
of graft and corruption in government.
It also advocates the promotion of good local governance through clear, transparent,
accountable and responsive public service delivery at lesser cost, the reduction of
vulnerability to graft and corruption, the provision of feedback mechanism from
stakeholders, as basis for assessing the performance of public servants and customer
satisfaction.
Embodied also in the Act, is the provision of equal service and treatment of stakeholders,
putting up of a complaint desk and the opportunity for people participation on service
improvement.
Through the Citizen’s Charter, the public will be informed as to the step by step procedure
for availing a particular service and the guaranteed performance level that the
stakeholders may expect for that service, including the person responsible for that
particular service.
The Citizen’s Charter is not new to LGUs, it started way back in the 90’s thru the
Civil Service Commission Program. “Mamamayan Muna Bago Mamaya Na” LGUs were
mandated to provide quality service to their clients. Service pledges were posted including
the people responsible and the processing time for the completion of the service hence,
awareness was then inculcated to service provides and the recipients of the service.
Likewise, the Department of Trade and Industry, thru the Internal Monitoring and
Control System, particularly the processing and issuance of business/Mayor’s permit has
created awareness and responsibility among the service providers.
R.A. 9485, Administrative Order No. 241, DILG Memo Circular No. 20008-164
and CSC Memo Circular No. 14, S 2008 becomes the driving force in crafting the Citizen
Charter.

7. For abandoned minor with alleged missing parent, if parents are marrying, the following shall be
requirements;
a. A social case Study Report executed by a licensed social worker both the local government unit
b. Blotter report from either the local police or barangay certification from the locality or the last known
address of the alleged missing; and
c. One (1) returned registered mail to the last known address of the alleged missing parents(s) or known
relative(s)
8. Minors travelling to Italy need to submit photocopy of sojourn of the persons they will be going to Italy, if
Singapore, S-pass
9. 9. Minors travelling to Japan must submit invitation/guarantee letter written in English.

(7kms. Trekking) - 09:00 – 09:15 AM
-If there is an advisory of a military activity, the time will be adjusted

During Balikatan exercises – Cut-off time of Departure is 07:00AM or depends on the Philippine Air Force

WHAT ARE THE REQUIREMENTS:

a. Physically fit for trekking.
b. 40 years & above- A mandatory blood pressure check
c. 60 years old & above or senior citizens – Medical Certificate or with a medical practitioner/paramedic
or (If Foreigners –Travel insurance stating the insured is physically fit)
d. For Children – Should be of accountable age and able to walk.
-Accompanied by parents.
-Handwritten waiver of parent/s of full responsibility of child.
What are the requirements for Overnight Camping at the Mt. Pinatubo Crater Lake?
A. Same as the requirements of Day Tour: A, B. C
B. Should be accompanied by the Organizer or his/her duly authorized representative.
C. Should be accompanied by an accredited DOT Tour Guide
D. Should also be accompanied by a Paramedic or Emergency Medical Technician (EMT)
E. Security personnel from the PAF or PNP or Trained Barangay Tanods (if PAF & PNP are not
Available).
