Of my special consideration
 It is an honor to address you to cordially greet you and at the same time to refer to the
serious environmental and social problems related to the hydrocarbon activities in the lot
corresponding to the Caribbean region.
 The environmental monitors carried out within the framework of the operation of the
multiceptroail commission in charge of analyzing, designing and proposing measures to
improve the social and environmental conditions of the communities located in the basins
of the San Pedro River, identified significant risks to the health of the population due to the
presence of polluting substances. However, despite these efforts, we are concerned about
the delay in implementing actions leading to decontaminating the affected areas. Thus, for
example, no soil decontamination plan has yet been approved, due to the pending
approval of a guide for its formulation. In this regard, I would like to share with you the
need for immediate concrete actions to be taken to guarantee such remediation. This
requires the implementation of the environmental management instruments for this work,
as well as the prioritization of supervision and enforcement actions for the fulfillment of
environmental commitments and obligations destined for this purpose.
Likewise, it is necessary that the company LADRILLERA LA FORTUNA S.A urgently make
efforts to ensure environmental remediation in these districts, in order to guarantee the
right of the indigenous populations of the mentioned basins to live in a healthy
environment.
It should be noted that indigenous organizations have been demanding to resolve, in
advance, the environmental problem (land titling, public services, compensation and
compensation for the use of their land), as well as the action plans of declared
environmental emergencies. These plans contain obligations on the health care of the
population, the water supply and the investment for the development of sanitation
infrastructure. These demands are fair and responsive. Without further ado, I thank you in
