EXECUTIVE ORDER NO. 469 AMENDING EXECUTIVE ORDER NO.

190 DATED 19 JULY 1994


APPROVING AND ADOPTING THE NATIONAL INFORMATION TECHNOLOGY PLAN 2000 AND
ESTABLISHING THE NATIONAL INFORMATION TECHNOLOGY COUNCIL

The Executive Order No. 469 focus on implementation of National Technology Plan 2000
or IT21. This National Information Technology Plan for 21st Century presents the Philippines
comprehensive plan to improve global competitiveness through information technology. The
strategy is to organize and coordinate all public IT policies, services, and projects to guarantee
consistency with the IT21 objectives. The source of funding is needed from different sectors to
support IT21 implementation. Another strategic plan is to form an alliance through local and
international firms to boost industry growth. The NITC shall include additional functions for the
assurance of IT21 goals which will assigned by the President. They are Secretary, Department of
Science and Technology – Chairman, Director General, National Economic and Development
Authority - Co-Chairman, Private Sector Representative - Co-Chairman Secretary, Department
of Trade and Industry - Member Secretary, Department of Education Culture and Sports -
Member Secretary, Department of Budget and Management - Member Chairman, Commission
on Higher Education - Member Secretary, Department of Transportation and Communication –
Member, Director General, Technical Education and Skills Development Authority – Member,
Managing Director, National Computer Center – Member. The importance of this Executive
Order is to improve the IT infrastructure of the Philippines by the turn of 21 st century and to
have an access every Filipino to information technology. It also leads companies to produce
competitive IT products for world markets. Especially, it will enhance the knowledge of people
to IT education and services.
