The law of free public internet access mandates the government and LGU’s to provide Free
internet access to the public where there is no fee shall collected to the user to the public internet
access point. This program will be funded through the Free public internet access fund (FPIAF)
under the management of DICT. This fund shall be collected from Spectrum Users Fees
collected by the NTC and other sources to be identified by the DBM. The law requires a
minimum of 2 Megabits per second or 2Mbps or the speed requirement indicated in the National
Broadband Plan per user. The Areas to be provided with free public internet access are national
and local government offices, public basic education institutions, State universities and colleges
and Technical education and skill development Authority( TESdA) Technological institutions,
Public Hospitals , Health centers, and rural health units, Public Parks, Plazas, Library and
barangay reading centers And lastly Public Transport Terminals. It is stated that the internet
should be available in main areas or rooms where internet access is expected. The law requires
signages to indicate free Wi-Fi be placed in conspicuous parts of the area.
