MINUTES OF THE 57TH REGULAR SESSION OF THE 7Th SANGGUNIANG


PANLUNGSOD OF THE CITY OF VALENCIA, BUKIDNON, HELD AT THE
SP SESSION HALL ON JULY 17,2018.

RESOLUTION NO. 2018-432

(57TH REGULAR SESSION)


WHEREAS, in our system of government that Barangay is the smallest
component of our society;

WHEREAS, pursuant to Republic Act No. 7160, otherwise known as the “Local
Government Code of 1991”, the government at the level of the Barangay is tasked to
promote the general welfare of its constituents through the maintenance of peace and
order situation through the enforcement of national and local laws;

WHEREAS, in line, the Barangay Anti-Drug Abuse Council had been created to
address the emerging problem in illegal drugs in the country especially at the level of
the Barangay;

WHEREAS, accordingly Dangerous Drugs Board, mandates the conduct of


Barangay Drug- Clearing Operations of drug affected barangays which shall be
conducted namely: (a) Pre-Operations Phase; (b) Operations Phase; and (c) Post-
Operations Phase;

WHEREAS, DILG Memorandum Circular No. 2015-63, dated June 16, 2015, had
been issued of Department of Interior and Local Government, entitled “Barangay Anti-
Drug Abuse Council and their Role in Drug Clearing Operations” purposely to
emphasize to local authorities, especially the barangay officials, their principal
responsibilities in support of overall government efforts to address peace and order,
particularly to address illegal drugs;

WHEREAS, resulted to the total eradication of the presence of drug personalities


and illegal drugs activities in the Barangays.

WHEREAS, consistent the PNP conducted public consultation during the joint
session of Barangay Council and Barangay Anti-Drug Abuse Council duly assembled
regarding the status and presence of drug personalities in the said barangay, wherein
all the constituents present unanimously agreed that Barangays is a Drug- Cleared.

WHEREAS, the above declaration was consistent with the compliance in all
areas that this Barangay is a Drug-Cleared, namely to wit:

“Section 3, Declaring “DRUG-CLEARED” status of affected


barangay)

a. Non-availability of drug supply;


b. Absence of drug activity;
c. Absence of drug laboratory;
d. Absence of drug warehouse;
e. Absence of chemical warehouse;
f. Absence of marijuana cultivation site;
g. Absence of drug den, dive or resort;
h. Absence of drug user/dependent;
i. Absence of coddler/protector, financier;
j. Active involvement of barangay officials in anti-drug
activities;
k. Active involvement of Sangguniang Kabataan to help
maintain the drug-liberated status of the barangay.
Existence of drug awareness, preventive education and
information and other related programs; and
l. Existence of voluntary and compulsory drug treatment &
rehabilitation processing desk.”

WHEREFORE, be it resolved as it is hereby resolved by the Barangay Anti-


Drugs Abuse Council of Barangays duly assembled.

That Barangays is hereby declared “DRUG-CLEARED” effective this date.

RESOLVED FURTHER, that copies of this resolution be forwarded to the Office


of the Provincial Director of the PNP in Bukidnon.

UNANIMOUSLY ADOPTED this July 17, 2018.
