I. Organization Profile of the DOH
DOH provides highly specialized medical care and assistance wherein they regulate health
products and services. It has three main roles: Leadership in health, Enabler and capacity
builder, and administrator of specific services. It is mainly focused on the developing of
plans nationally, technical standards and safety guidelines.
The Department of Health uphold values inline with their vision, which are:
COVID- 19 is a new acquired virus in humans. It spreads through direct contact with
respiratory droplets of an infected person and touching contaminated surfaces. It has similar
symptoms with flu also called influenza such as fever, cough, and shortness of breath. It has
been recommended by the World Health Organization to follow frequent and proper
handwashing, practice proper cough etiquette, disinfect surfaces, and to perform social
distancing to prevent viral transmission. Handwashing is said to be the most effective
preventive measure. However, older people, people with weak immune system and people
with medical conditions has the tendency to obtain the virus severely.
Sadly, It has not yet confirmed what animal source caused COVID-19
The World Health Organizations has characterized COVID-19 as pandemic that was held last
March 11. It is been called pandemic for such reasons: speed and scale of transmission and
some countries are not alarmed of the threat that needs urgent control. Being at the state of
pandemic does not signify that countries should lose hope.
III. Department of Health action plan on COVID Pandemic (Present the timeline of
how the DOH responded)
DOH assigned Interagency Task Force for the Management of Emerging Infectious Diseases
(IATF-EID) with preparedness and response for COVID, while DOH Emergency Operation
Center is responsible for updates with regard to COVID.
As part of their department’s values, DOH conducts press conference thrice a week to ensure
transparency and accountability of the government which shows professionalism.
Personal Protective Equipment are available at the Bureau of Quarantine, Centers for Health
Development and DOH Hospitals to ensure the safety of one another. Also, laboratory
testing, hospital preparedness, rapid response, risk communication and dissemination of
information was been enhanced by the department to provide quality service.
Airlines and airport authorities are working hand in hand with the Bureau of Quarantine to
strengthen boarder surveillance, while community surveillance is being enhanced by the
Epidemiology.
IV. Training and Development issues observed based on the action, inaction, reaction of
the DOH on the COVID pandemic.
There are certain issues in DOH about the COVID pandemic that arise inline with
training and development:
1. Action
Lack of manpower
Insufficient medical personal protective equipment for the medical
staffs
Hectic employee schedules
Lack of medical facilities
2. Inaction
Not all hospitals had given assistance to patients who are in need of
immediate help.
-Lack of engagement of the frontliners can greatly harm the patients
especially for those who severely ill.
Some hospitals in remote areas are not well-equipped.
-It is important to be equipped with different medical devices to provide
quality services.
3. Reaction
There is no existing vaccines as of this moment.
-Vaccines will be used as preventive measures against the disease.
However, there are no medicines that could cure the disease.
Fake news
- There are different rumors spreading all over about the virus being
airborne, However, the virus spreads through droplets either from the
mouth or nose.
V. Proposed Training Program to enhance delivery of service during the pandemic
Based on the issues with regard to COVID, the researcher proposed numerous training
programs to enhance the delivery of service.
It is important to train doctors, nurses and other medical staffs on how medical devices will be
used. The Department of Health must conduct a training program to be able to familiarize with
different medical equipment such as respirators, ventilators and many more to provide a quality
service. Furthermore, PPE portray a huge role in the field of medicine wherein it is an equipment
that protects doctors, nurses and other medical staffs against Corona virus, and its main purpose
is to reduce exposure and ensure safety of one another. Through conducting the training, health
care personnel will be able to fight the virus and reduce death toll.
There are different news about Corona Virus and orienting makes the people knowledgeable to
identify whether news is reliable or fiction. Determining what corona virus, its origin, what are
the symptoms, how is it transmitted, or if there are any vaccination or medicines exist; All of
these questions will be answered in the orientation. This orientation caters for the people to fully
understand the preventive measures that they can perform to prevent the virus from spreading.
Basically, its main objective is to be familiarize and to be aware and cautious.
Employees lack of commitment is one of the challenges in training and development. The
employees will be able to respond to the needs of the patients under circumstances and their
commitment with their jobs will be developed and they will be able to render quality service to
all.
