Introduction

preserves national culture and traditions, and has a clear path to implementation. The university
is the center of the mind, responsible for the enlightenment of society, the dissemination of
scientific knowledge, and the transformation of knowledge into production and innovation.

Our country, which has a resource-based economy, faces many challenges, such as the
dependence on commodity prices, income and opportunity inequality, and unemployment. The
key to overcoming this problem is to diversify the economy and produce globally competitive,
value-added products. To do this, it is necessary to consider scientific and educational
institutions as a major resource for research and bring competitiveness closer to world standards.
McKinsey compares the successes and failures of the world's education system, concluding that
"... the quality of a country's education system is determined by the quality of the teachers who
work for it."
