ACTION PLAN ON HUMAN RIGHTS 2016-17

The plan is divided in different Thematic Areas. We will be discussing four of these thematic
areas.
THEMATIC AREAS EFFECTIVE
THEMATIC AREA 1
OUTCOME 1:National Policy Framework Provincial human rights policy strategies prepared by the
for promotion and protection of Human Strengthening Participatory Organization (SPO) in
Rights collaboration with the Federal Ministry of Human Rights
and the provincial departments and supported by the
Foreign and Commonwealth Office (FCO) of the British
government. Provincial governments should be
empowered to take the lead in implementing policies,
promoting diversity, pluralism and tolerance.
OUTCOME 2: Legislative reforms 1) No action has been taken place against the
criminal involved under the domestic violence
act passed in 2016.Despite, there is Punjab
Government helpline, and cases of violence
against women in Punjab have increased by 12
percent, according to Punjab Commission on the
Status of Women report. Though an initiative
took place by Punjab government to setup special
courts in all districts of Punjab to deal with the
cases related to domestic violence.
2) The Hindu marriages bill, 2014 were presented in
national assembly and became an act in 2016
after a long debate taken place.
3) The Christian marriages amendment bill, 2014
and Divorce Amendment bill,2014 is been
proposed in national assembly but yet a law is to
be drafted. Further suggestions and consultations
will finalize the draft soon.
4) Many INGOs and UN based organization
collaborating with governmental organizations
are working for the actions proposed in
Compulsory Immunization Bill, 2012 and
Reproductive Health Care and Rights Bill, 2013.
5) Cases of corporal punishment are still part of our
society and still require attention and strict laws,
yet recently an initiative has taken place by chief
minister monitoring force of the school education
department banning punishment of the students
of government or private schools by any means.
OUTCOME 3: Administration of Justice Ten steps are proposed for to control the human rights
violation:

 Protect Religious Minorities
 Protect Women’s Rights
 End Abuses and Enforced Disappearances in
Balochistan
 End Militant Abuses
 End Counterterrorism Abuses
 Ensure Media Freedom
 Restore Human Rights Ministry
 Constitute National Human Rights Commission
 Restore Moratorium on Death Penalty
THEMATICA AREA 2
OUTCOME 1: Protection of Women Rights
1. Crisis centre were made in Multan (VAWC) for
and Elimination of Gender Based Violence
the protection of women rights. Along with that
Shaheed Benazir Bhutto human rights centres for

them the respect that they deserve.

OUTCOME 5: Jail Reforms

1) Progress has been made, but is taking time. The


facilities of some jail have been improved and
are still improving.
2) The program “Jail Inmates Rehabilitation
Program” has been very effective. It has created a
better atmosphere for the prisoners.
THEMATIC AREA 3 3) The process of fixing the jails are still in process.
OUTCOME 1: Human Rights Education and
Sensitization
1) No progress has been made to this point to
include human rights and civic education in the
curriculum at school level.
2) Several consultations have taken place to
introduce human rights as a subject affiliated
with Social Studies and Islamiyat at secondary
and higher secondary level.
3) Suggestions to introduce various degrees at

The task force has been made and takes part in many
projects regarding human rights.
