Chapter 1: Introduction

1.1 Background of the Study

No less than Leonardo da Vinci said that "water is the driving force of all
nature." Water is undeniably, a basic human need. This point is driven more
emphatically by this quote by W.H Auden: "Thousands have lived without love, note
me without water" For the City of Batangas, the main provider of this most basic of
needs is the Batangas City Water District. Its history, from its early beginnings to the
present is compelling. In the early days finding a water source for human
consumption was a self-effort. However, modernization dictated a need for a more
efficient, stable and centralized means of providing the need for water to a growing
population. In the early twentieth century, between the years 1918 to 1921, the local
government of the Municipality of Batangas spearheaded an initiative for the
development of the Batangas Waterworks to supply the needs of its constituents in
the then fast-growing municipality in the Southern Tagalog region. (The Batangas

Nonetheless, there at least one or more places in Batangas City in which


water consumption is poor, hence, unsatisfied by the limited or little amount of water
that they consistently receive everyday regardless of any situation. Brgy. Ilat North,
which is located at San Pascual, Batangas, is a no exception, generally, it was
reported that there, not less than one household is lacking of water consumption.

Brgy. Ilat is divided into Brgy. Ilat North, and Brgy. Ilat South. Both wings was
connected on a single water supply tank with a maximum capacity of 30,000
gallons. Brgy. Ilat North and South, in over all consists of 374 total number of
household, with an overflowing tank, it could fill every residence with approximately
two drums, each filled with 44 gallons of water. Nevertheless, the shortening of
water consumption is highly doubtful. As such, a concrete analysis and observation
of its causes is a must.
