TITLE: WHAT IS THE CURRENT VIABILITY FOR THE
INSTALLATION OF WIND POWER PLANTS IN COLOMBIA?

PRELIMINARY RESULTS.

To make a good precision for the viability, we analyzed which regions


of Colombia have the best conditions to install the wind farms through
the Beaufort scale that is an empirical measure that relates wind
speed to observed conditions at sea or on land.

According to the authors Walter Vergara, Alejandro Deeb and Natsuko


Toba, offshore regions of the northern part of Colombia have been
classified with class seven winds (winds over nine meters per second
[m/s] at heights of 50 meters). The only other region in South America
with similar wind intensity is the Patagonia region of Chile and
Argentina. Colombia has an estimated wind power potential of 18 GW
in the La Guajira region enough to generate power to meet the national
power demand

The wind park that is installed by EPM at present is the Jepirachi wind
park located in la Guajira, according to EPM, the Jepirachi wind park is
an opportunity to investigate for bigger projects in the future and bring
new economic opportunities to the Wayuú community. The Wayuu
territory, historically has been exposed to a series of conflicts that have
left inequality and poverty, according to Yuli Carolina Rojas Gómez,
projects like Jepirachi wind farm, although it uses “clean” technologies
and they bring economic opportunities, they also generate new
projects, actors, and therefore interventions with territorial effects that
go beyond economic interests and materials. These new dynamics
bring incidents that damage social relations, the ways of exercising
power and ordering the territory, causing conflicts of different nature
that go beyond the economic and ecological, with tensions that are
inscribed in social and cultural aspects.
Also, the economic aspect is not quite good in this moment, according
to Luis Miguel Jiménez and Natalia María Acevedo, “For investors in
wind generation projects, the implementation of policies to
encouraging the use of unconventional energy in Colombia plays an
important role because currently these projects are not financially
viable”

RESEARCH SIGNIFICANCE/IMPLICATIONS

It has been proven that Colombia has great potential when it comes to
producing wind energy, nevertheless, we have yet to acquire the
knowledge or the enough economic investment to put such a project
forth at this point, according to the several authors mentioned in this
paper and according to EPM.

In the other hand, encourage these projects would increase Colombia's


energy security by diversifying the energy basket that is mainly made
up of the hydrological source.

Also, we need to learn for those social mistakes committed with the
Wayuú community and stablishing new policies that can benefit the
quality of life of this region.

The FIT scheme, being an energy policy adopted by developed countries, is the only one incentive that makes the FCN
increase(Flujo de Caja Neto), on the contrary, the current policies as a deduction 50% tax rate and accelerated depreciation
do not incentivize investment in these projects.
ABSTRACT

Colombia has positioned itself among the ten countries with the
greatest potential for generating energy from unconventional sources
of renewable energy.The characteristics that define Colombia as a
power in generating unconventional energy sources are its location on
the equator and its different levels or thermal floors, making it an ideal
region for generating energy from hydraulic sources, wind and solar,
also ,Colombia has an estimated wind power potential of 21GW in the
Guajira department (enough to satisfy almost twice the national
demand for power). However, it has only exploited 0.4% of its wind
potential.

In this paper we will analyze different aspects for determine the viability
of wind parks in Colombia: how the Jepirachi wind park affected the
population located in the region, how Colombia is dealing with the
investment of this kind of projects and how we expect to handle the
situation from the bigger projects in the future.Also we will determine
which regions of Colombia have the capacity to generate an amount
that could cover the grown demand with wind parks .
