1- Introduction
A Mobile Network KPI is a measure designed to track a critical performance variable over time and
provide a statistical measure of how well the Mobile Network is doing. The document covers the 2G & 3G
Mobile Network KPI standard formulae definition, KPI definition per vendor and vendor counters

2G CSSR  SDCCH Access should not be considered due to SDCCH


repetition attempts.
 SDCCH drop rate should include all services as it is not
possible to split it for certain vendors.
 SDCCH & TCH Handovers should not be considered as
attempts for network level KPIs.
 NSN is calculating TCH assignment success from the
terminating end in this case the 3G handover attempts and
success should be included in the attempts to balance the
formulae.

2G HO  HO success rate is calculated as Outgoing HO Success Rate


Success for network level.
Rate
 Success rate is based on inter-cell handovers only which
includes intra & extra BSC i.e. intra-cell handovers are
excluded.
 HO success rate is based on the HO commands and not HO
preparation phase.

2G TCH Drop  2 Formulae are used by vendors:

a) Abnormal Release/Total Release.
b) Total Drop/Total TCH Assignment
For the second formulae 3G to 2G handovers has to be added as
it not part of the TCH assignment.

2G TBF Drop  ALU calculates the drops as the difference between


Rate establishments and normal releases. This might yield
negative results if PS 3G to 2G Inter-RAT handovers are
ignored.

2G Data  An agreement has to be set for converting bytes to KB, MB,


Traffic GB, TB from bytes either by dividing by 1000 or 1024. EG
recommends by 1000 as it is used by most vendors.
 Data volume should be agreed as either useful RLC blocks
sent or total RLC sent.
 Data volume should be either on RLC or LLC layer.

3G RRC Setup  In case of enabled directed retry to 2G, the formulae should

Release, activation of cell PCH reflects as high
percentage of drop rate due to decrease of normal
releases due to transition of idle to cell PCH instead of
normal release.
 It is recommended to calculate the figure as Abnormal
Release/PS RAB Success for network level.

3G Traffic  Cell level and not RNC level


 For R99 all the rates should be considered i.e. 8, 16, 32 .. and
not only the major ones (i.e. 64, 128, 384)
 An agreement has to be set for converting bytes to KB, MB,
GB, TB from bytes either by dividing by 1000 or 1024. EG
recommends by 1000 as it is used by most vendors.

Cell PCH formulae, the denominator on network level has been taken as total PS RAB assigned in
order to avoid the denominator which is total released PS RABs (normal+abnormal).

channel establishment on SDCCHs, for location area update.
 TCH Assignment Success & attempts should include 3G to 2G handovers
attempts & success.
