CHAPTER 1

INTRODUCTION

1.1 Background of the study


Concept of Project:

A Project is a planned investment undertaken to deliver a unique product. It is a one-time only


set of activities. It is a temporary endeavor to achieve specific objective. It has defined starting
and ending points. It has specific group of beneficiaries. All projects operate under the constraint
of Time, Cost and Quality.

What is an Industrial Estate?


Industrial estates are specific areas zoned for industrial activity in which infrastructure such as
roads, power, and other utility services is provided to facilitate the growth of industries and to
minimize impacts on the environment. The infrastructure may include effluent treatment; solid
and toxic waste collection, treatment, and disposal; air pollution and effluent monitoring;
technical services on pollution prevention; quality management (quality assurance and control);
and laboratory services. There should be appropriate emergency preparedness and prevention
plans and liaison with local fire and emergency services. This document covers the management
of activities on an established estate. Selection of sites for industrial estates should take into
account social and environmental issues, as well as economic considerations. The key document
would normally be an industrial estate development plan covering issues such as:
• Details of the location

• Mix of industries on the site (to ensure that the industries are compatible—for example, that
neighbors of food processing plants do not pose a risk of contaminating food products) • Layout
and design
• Transport services
• Fuel storage
• Air quality management
• Water quality management, including the provision of common effluent treatment facilities, as
required
• Solid waste management, including recycling
• Management of hazardous materials and hazardous wastes
• Noise control
• Occupational health and safety
• Hazard and emergency planning and response.
Industrial estates should maintain safe distances from residential areas (for example, 100 meters
for small industries with minimal environmental hazard and at least 1 kilometer for very
polluting industries). Definition of institutional responsibilities is an essential component of a
development plan. The key environmental issues to be addressed in the development plan should
be identified through an environmental assessment.

1.3 History of the Organization:

Industrial Districts Management Ltd .(IDML/ID)

The establishment of the first Industrial District at Balaju/ Kathmandu in 1960 under the U. S.
assistance with infrastructure facilities e.g. developed land fenced with boundary wall, industrial
sheds, warehouses, roads, drainage/culverts, electricity, water supply, and other required services
such as bank, clinic, post office, day child care center, canteen, etc. for smooth operation of
industries therein, is considered as a pioneer venture in the

Considering topographical condition, existing infrastructure facilities and regional balanced


economic development of the country, Government of Nepal has established 11 IDs in different
parts of the country under the assistance from various donor countries like USA, India,
Netherlands and Germany. Out of 11 IDs, 10 IDs : Balaju, Patan , Hetauda, Dharan, Nepalgunj,
Pokhara, Butwal, Bhaktapur, Birendranagar and Gajendranarayan Singh (Rajbiraj) are in
operation and one at Dhankuta, the construction work is being held up due to technical problems.

Three IDs Balaju, Patan and Hetauda are celebrating their golden jubilee this year, Likewise
IDM, the governing organization of the IDs is also celebrating it's silver jubilee this year.

INDUSTRIAL DISTRICTS MANAGEMENT LIMITED ( IDML/ID)

Initially, the management of Balaju and Hetauda Industrial District were undertaken by Nepal
Industrial Development Corporation (NIDC) whereas Patan, Dharan, Nepalgunj and Pokhara
Industrial Estates were under Department of Industries/ Government of Nepal. Later on as the
ID/IEs grew up in number and its activities expanded, the entire management was formally
handed over to the then Industrial Services Center (ISC), an undertaking of Government of 
Nepal in 1975.

Industrial Districts Management Limited (IDM) was established as a separate corporate entity in
July 1988. It was entrusted with the overall management and supervision of all IDs plus other
tasks such as conducting feasibility studies of IDs in potential areas, materializing new IDs and
planning and promotion of industries therein. IDM is wholly an undertaking of Government of
Nepal incorporated under the company Act in the form of a Public Limited Company. Its
shareholders are Government of Nepal, Ministry of Industry, The Office of Comptroller General
and Nepal Industrial Development Corporation. It has an authorized capital of NPRs.150 million
and issued capital of NPRs.140 million.

Hetauda and Hetada Industrial Estate at a glance:

Hetauda (Nepali: हे टौडा) is a sub-metropolitan city in the Makwanpur District of the Narayani


Zone of southern Nepal. It is the administrative headquarters of the Makwanpur District and the
headquarters of Nepal's Central Development Region. The city has 84,671 inhabitants.[when?] At
the time of the 1991 Nepal census, it had a population of 53,836 people living in 10,420
households.[1][needs update]
Hetauda is 132 km from Nepal's capital, Kathmandu, via the old Tribhuvan Highway. There are
now two alternate roads that are less than 80 km, i.e just 2-3 hrs drive from ktm valley,but they
have not been fully blacktopped. Construction works are being carried out. Also first tunneling
road is being constructed which is believed to shorten the distance between Hetauda-
Kathmandu .It is expected that Traveling time from Kathmandu to Hetauda via tunnel road will
be just 57 min and 13 sec only.

The city is surrounded by three rivers—the Rapti to the west, the Samari to the north, and
the Karra to the south—and is part of an important industrial regions. The settlement developed
because of its location along the Tribhuvan Highway, and was later linked to another major
national thoroughfare: the Mahendra Highway, also known as the East-West Highway.
Hetauda is the cleanest city of Nepal, according to reports on more than 150 municipalities.[citation
needed]
 Because of its geographical features and its climate, it is a popular choice for people
migrating from Nepal's mountainous northern regions and southern Terai region, and its
population has steadily increased.

Economy
The Hetauda Industrial District (HID) is one of the biggest industrial districts in Nepal. It houses
not only some of the biggest industries in the nation, but also cottage and medium-scale
industries. However, because of political events in the past decade, HID has been shrinking year
after year as industries either move to other countries or shut down. One of the most notable of
these is the former Hetauda textile industry.
Hetauda is mostly a working-class residential town, and therefore a sizable portion of the
population is employed by industry or government. Individual entrepreneurship is another source
of livelihood for residents, who mostly favor investment in the transportation sector. Trucking is
a popular business proposition because a majority of goods bound for Kathmandu go through
Hetauda. Recently, passenger service to Kathmandu using Indian Tata Sumo SUVs has taken
hold.
The city meets most of the agricultural product demand from India. These days, most of its youth
work overseas and send money back to their families.
As ,Hetauda is famous for best qualitative education, Most of students from various district like
Bara, Parsa ,Chitwan,Rautahat etc come to study. So Most of the houses of Hetauda are easily
rented,which provides some economy to house owner.

Hetauda Industrial district was established in the year 1963 A.D. under the USA assistance with
infrastructures facilities such as developed lands, boundary walls, electricity distribution
network, drainage system, industrial sheds and warehouse. 

Hetauda I.D has a total area of 2829 ropanies out of which 2506 ropanies are well developed.
The land occupied by service sector are 602 ropanies . Currently there are100  industries
established inside the district out of which 63 industries are in operation.   The investment the
private sector has invested in the industries grosses more than 502 crores, while the government
sector investment is 5.33 crores.
Hetauda  Industrial district has it's own electricity distribution network.  The total power
consumption by this I.D. is 5000 KVA. District has it's own water boring system,water supply
systems as well as water filtration plant. The total water consumption here per day is 288 kilo
leter per day. District has a total road network  of 18.2 km.

Chapter 2: Methodology

2.1Methodology used

Basically we entered into the industrial estate in our private vehicle. Following are the
methodology used while collection and organization of data.

2.1.1 Source of data: The data written here in this report are all primary data as we
personally asked and inquired the questions in the different industries we visited. Also a brief
internet research also has been done to ensure the wide scale of information

2.1.2Data Collection procedure: While most of the primary data collected was in written
form , in addition we recorded the voices of the different supervisors so that it could be useful in
making our report . Also stated are the different web portals,wikepedia pages and pdf file’s web
address for authenticity.

CHAPTER 3:
SUMMARY,FINDINGS,CONCLUSIONS AND RECOMMENDATIONS

3.1 SUMMARY
It was nearly 6:10 am when we, 5th semester students of Presidency college gathered at our
college premises where the bus was awaiting us. Since I had just returned from Pyuthan, so I
could not take the bus from college rather I took the bus from infront of my house. Every one of
us were very excited about the Industrial tour to Hetauda Industrial estate. Although I frequently
visited Hetauda but it was my first time visiting the Industrial area.
After roughly 2 hours we reached Hetauda and we stopped at Lokapriya Hotel where we had our
morning food. After finishing our food we again headed towards our destination, Hetauda
Indusrial Estate.
Our teacher Srijana mam accompanied us in our tour.Our classmates Devendra Shrestha and
Krishna Gurung along with Srijana mam had prepared a rough sketch of plan about where will
we go in the beginning,with whom to meet, which industries to visit, etc. All in all it was an
informative as well as wonderful time with teachers and friends . After a brief survey and
roaming around the area we decided to start with the industry we were talking about in the bus.

3:Hetauda Dairy Industries Pvt. Ltd.
Hetauda Dairy Industries Pvt. Ltd is one of the oldest and most trusted dairy industry we have in
Nepal. It has provided a good scope of employment opportunities to the technical as well as local
human resources of the area. The state-of-the-art infrastructure and a good team is what has
made Hetauda Dairy a successful one in Nepal.
Initially it would serve all the nearby districts touching Makawanpur but since more and more
dairy related industry has been established in other parts of the country, gradually Hetauda dairy
has adapted to the changing environment scenario. But even today products of Hetauda Dairy are
popular nationwide. On our conversation with the supervisor of the factory,we came to know that
as the products made here had a good national market few years abck but now the situation is
that the products are not only popular in Nepal but are simultaneously demanded and supplied to
the nearby country such as India, precisely in Patna,Bihar.
On further discussions we also came across points such as political instability and political
influence in positions has degraded and hampered the recruitment of well trained and skillful
manpower but we finished our conversation in a positive note that the situation will and surely
change and we can make Nepal fully dependent upon local industry for milk and dairy products.

4:Hetauda Water Treatment Plant

Before 2003, waste and polluted water from the industrial estate was directly dumped in the local
Kara River through drainage pipes. The Kara and the Rapti rivers are considered to be very
important from the point of view of biodiversity. The mixing of polluted water without recycling
in rivers was adversely affecting the aquatic animals and destroying the ecology of the area.
Many industries still dump polluted water containing chemicals in the Kara River.

As a result, the rare tortoises and fishes inhabiting in the Rapti and the Kara rivers are on the
verge of extinction. In order to free the local rivers and ecology of the surrounding areas from
being polluted, the treatment plant was constructed and brought into operation.
There are about five dozen industries in the industrial estate. Out of them, only some produce
polluted water wastes. However, industries like Birat Leather, Milk Distribution Project, United
Brewery, Maha Shakti Soap, Vegetable Ghee Industry, Bone Mill and Re-join Quality Food
Products Pvt. Ltd. produce polluted water in excessive quantities. 
Nepal Government and Danish Government had jointly constructed the project under the
Environmental Sector Support Programme (ESPS) with a total investment of about Rs. 550
million.
The industries producing maximum waste have not connected their drainage pipes along with the
drainage pipes from toilets to the pipes of the project. As a result, the project has not been able to
function in its full capacity, experts said.
Arrangements have been made such that the water collected inside the industrial estate during
monsoon is directly mixed in the Kara River through a separate drainage system instead of
through the project. 
The polluted water from the industries is taken to 11 ponds through a drainage system where the
treatment mechanism works. After 17 days of treatment and testing, the water is finally mixed
into the Kara River. , technical manager of the water refinement plant, said that the project had a
capacity to refine 11, 00,000 litres of polluted water daily. But presently, it was carrying out only
15 per cent of its capacity.

3.3 CONCLUSION

After exploring most of the industries in the Hetauda Industrial Estate, following conclusions
were found:

Positive aspects:
Hetauda Industrial Estate is a big estate in terms of availability of land, resources and facilities.
There is a good probability for an industry to prosper if it is established in any Industrial Estate
facilitated by the government.
There was proper system of work division, electricity availability and security facility.
There was a strict nature of organizational behavior which could be seen in the industries of the
estate.

Negative aspects:
Though the system was quite systematized but we could see the problems that was comman in
other industries too such as loadshedding, electric breakdowns,water problems,etc
Political influence too creates adverse effect in the operation of the industries.

3.4 RECOMMENDATION:

On the basis of study ,following recommendations are suggested:

More emphasis on supply of electricity to the industries should be given.


Political influence on the jobs and excessive labour unions who only result in worse results for
the employees should be stopped.
More skillful manpower can be hired and the organisationa culture prevalent in these types of
estates should be adopted in the industries outside of these estates too.
Also I think we could have explored more and more industries present there but we couldnot due
to time factor, so next time whenever we do or organize such types of useful and interactive tours
,we should extend the days of tour.
