This guide:

-Is a WIP (Work In Progress) for as long as i keep interest in Fallout 3. Mods might be added or
updated at any point. And some might become obsolete due to better alternatives (especially
bugfixes).

-Should be first playthrough friendly, as it focuses on covering the entire game with all kinds
of improvements, be it texture mods or gameplay tweaks, while still keeping the core experience
mostly intact.

-Doesn't include mods that change gameplay features drastically or add completely new
content, with a few exceptions and quality of life mods, such as RH_Ironsights and Weapon
Mod Kits.

-Was extensively tested. I analyzed each mod, tried to increase and ensure compatibility as
much as possible, avoiding bugs, conflicts, crashes and even creating or discovering a few fixes
myself. The game should be pretty stable after all of the modding if you read with attention and
follow everything carefully.

-Is based on Mod Organizer. I highly recommend using it instead of FOMM or NMM because it
has some life saver features, such as:
1. Having a virtual data folder that the game uses without actually touching its files, so if you run
into problems you can easily remove any mods in any order without breaking everything, as MO
assures that nothing is actually overwritten during the modding process.
2. Having a Filetree option when installing mods so you can choose which files are going to be
picked up from the compressed mod files you download (this helps a lot because you can avoid
having to repack the compressed files if you want to remove specific files).

-Observation 1: This guide was made using the Steam version of Fallout 3 GOTY, so it
assumes you have the game up to date and all of the DLC. Some specific information for the
GOG version users was added.

-Observation 2: This guide was created using the STEP guide as a reference:

The STEP guide is an extensive, all-in-one modding guide for Fallout 3 that covers all kind of
mods and goes way beyond basic modding. I recommend taking a look at it after you're done
with my guide, so you can go deeper and find several extra mods (new content, new gameplay
features, etc).

-Observation 3: The reason i did not include the well-known and very used "EVE" mod is that
weijiesen (EVE's author) released in 2017 a brand new and better effects overhaul mod called
EXE, and as he said: "This mod affects ANYTHING and EVERYTHING that uses vfx textures of
any kind". So basically it makes EVE obsolete regarding cool effects. Also EXE does not bring
additions/modifications to the existing Fallout 3 content (like EVE does), so it fits this guide’s
purpose very well (keeping the vanilla experience). Another reason for me to keep EVE out is
that its effects take quite a lot of performance, while EXE is more optimized, even though is
looks better.

You should create a new save game for this guide. Trying to apply it over an
ongoing save will more than likely cause problems.

-Download/Install before modding:

-Mod Organizer 1

In the Miscellaneous files section, download "Mod Organizer 1 Legacy".

When first opening Mod Organizer:

1. You can associate it with your Nexus account and download mods from Nexus directly to
MO. You can find the settings for that in its "Nexus" tab on the settings menu.

2. In the toolbar open "Profiles". Check "Automatic Archive Invalidation" on your profiles.

3. Sort the official plugins in this order:

Fallout3.esm
Anchorage.esm
ThePitt.esm
BrokenSteel.esm
PointLookout.esm
Zeta.esm

Do the same for the files with these names on the main mod list.

4. Open the "Archives" tab. Check "Have MO manage archives"


Remember that your downloaded mods are stored in the "downloads" folder in MO's directory. If
you delete the mod file in there the mod will have to be downloaded again. The "mods" folder is
where mods are installed and managed. When you uninstall a mod through MO, you'll be
removing the files from there.

-FO3Edit (xEdit, aka TES5Edit)

This program has multiple uses. Cleaning and editing plugins are just some of them. You can
also create merged plugins, etc.

To be able to use it through Mod Organizer you need to do the following:

-Download the most recent version of xEdit. It can be found here:

-Open Mod Organizer.

-On the Toolbar open "Modify Executables". In the "Title" field type FO3Edit. Click on the Binary
field and navigate to the FO3Edit folder, then select FO3Edit.exe.

-The FO3Edit warning window is implemented as a precaution for those new to xEdit. You if
know what you're doing, this is how you disable it:

-Still in Mod Organizer, in the "Arguments" field ( type -IKnowWhatImDoing).

-Select Add and then Close.

Download the "Mod Manager Version" from Nexus, install it normally.

-Large Address Aware Enabler for Fallout 3

The GOG GOTY version of FO3 ships with it pre-installed and doesn't need this step. Using the
Large Address Aware enabler with the GOG GOTY version causes problems.

Helps with crashing or performance issues in FO3 (particularly when using larger texture
packs), by allowing FO3 to use up to 4Gb of RAM in 64-bit systems.

-Download it from Nexus.

-Extract the file, open its folder. You will see a bunch of files and a file called "START.bat"
inside. What you need to do is go to your game folder, grab the "Fallout3.exe" file and put it in
the folder where the "START.bat" file is located.
-Double-click the START.BAT file. At the cmd window push any key a single time and then the
letter A. Close it.

-Now move the "Fallout3.exe" file back to its location, in the game folder.

-FOSE

AKA Fallout Script Extender, helps with stability and is necessary for several mods.

-Download the "fose_v1_2_beta2.7z" file from its official website:

-Extract the archive, open its folder. Copy all of the content inside of it to your Fallout 3
installation folder.

-If Mod Organizer was open during the previous steps, close it and open it again. FOSE will be
auto-detected.

From now on, always launch the game through FOSE. That is, opening FOSE through
MO.

-Games for Windows LIVE xLive.dll error fix

Easy fix for the missing xLive.dll error, if you're getting it.

-Download it and extract the xlive.dll file to the game folder.

-Fallout Stutter Remover

Improves stuttering and performance.

-Download the latest version (FSR_4-1-36).

-When installing it through MO, select the "manual" option. You will see a file tree, right-click the
"Data" folder and click on "Set Data Directory". Click OK then install it normally.

If you have an updated version of Windows 10 (especially those after the "Creators Update")
FSR might cause crashes. To fix that:

-Go to MO's mods directory and find FSR's install folder. For example:
Mod Organizer 1 Legacy-6194-1-3-15\mods\FSR 4
-Go in FOSE\Plugins and open the "sr_Fallout_Stutter_Remover.ini" file.

-Find these lines:


bHookCriticalSections=1
bHookLightCriticalSections=1

-Change the "1" at the end of each to "0" (without quotes).

-NVAC (New Vegas Nexus)

AKA New Vegas Anti Crash, implements structured exception handling and sanity checking to
reduce frequency of game crashes, works for Fallout 3.

-Download the latest version (7.5.1.0), install it normally. Make sure the folder inside the "NVAC
- New Vegas Anti Crash" folder (in MO's mods directory) is called "FOSE" and not "NVSE",
rename it if necessary.

-Ogg Vorbis Libraries (New Vegas Nexus)

DLLs to optimize in-game audio decoding. It fixes an audio memory leak, sound related
stuttering and reduces CPU usage.

-Download it from Nexus, put the 2 .dll files in the game folder. You might want to keep a
backup of the originals.

-Increased Heap Allocation

Increases performance by changing the initial heap size allocated by the game (similar to
DefaultHeapInitialAllocMB in NVSE), from 200MB to 400MB, should help reduce lag when
opening inventory and pipboy menus.

This is a FOSE plugin that allows you to enable Borderless Windowed Mode and Alt-Tabbing to
the desktop without causing crashes.

Optional: Extended Save Manager

Save manager that behaves similarly to built-in save system with additional features. Multiple
save slots, separate quicksaves, timed autosaves and location change autosaves, normal
saving with a hotkey and more.

-Download it from Nexus, install it normally.

Optional: Personal Achievements Log (SeraphTCs Fix version)

The Personal Achievement Log tracks your achievements in a handy Quest log even if you're
using FOSE or for any other reason don't want to use GFWL.

SerapchTCs Fix simply fixes a bug in the main mod which would cause UI-Spam when the 'Bog
Walker' achievement was gained. You don't need to download the original mod, just SeraphTCs
files.

-Download it from Nexus.

-When installing it through MO, select the "manual" option. You will see a file tree, right-click the
"SeraphTCs Personal Achievements Log FIX" folder and click on "Set Data Directory". Click OK
then install it normally.

Crash fix and performance boost:

The GOG version uses a file called Fallout_default.ini rather than fallout.ini. The
UseThreadedAI=1 and iNumHWThreads=2 lines are already included in Fallout_default.ini, so
the steps below won't be necessary if you have the GOG version.

-To avoid crashes on newer systems and allow multicore CPU use:

-Go to your profile's folder in MO's directories. For example:


Mod Organizer 1 Legacy-6194-1-3-15\profiles\MyProfile
-Open the "fallout.ini" file.
-Find the [General] section.
-On it, find the line " bUseThreadedAI=0 ". Change the 0 to 1.
-Then add this below that line: " iNumHWThreads=2 ". It should look like this:

bUseThreadedAI=1
iNumHWThreads=2
Save and exit.

Probably the best performance boost you can get is to disable "Full Scene Reflections".
This option crushes performance alone. You might get more fps with everything maxed
out and this one turned off than with everything on minimum and this option on. To do
that:

-Open Mod Organizer, click on "Tools" and then click on "Configurator" on the
drop-down list. In this new window, click on the "Basic" button on the top-right corner so
that it becomes "Advanced".

-Search for "Water" on the configuration list and select it. Then search for the
"bForceHighDetailReflections" option, set it as "false".

-MO might not change that specific option in the .ini file properly. To guarantee it, go to
your profile's folder in MO's directories. For example:

-Open the falloutprefs.ini file and find the "bForceHighDetailReflections = 1" line.
-Change the "1" to "0", save and close.

Mod list and install guide:

Criteria for mod choices:

- If a small texture mod/pack has higher resolution textures than a bigger one, but these textures
come in a very small number and won't cover every object of its kind, preference was given to
the bigger albeit lower resolution mod. That is to keep visual and performance consistency.
- Textures that are closer to the vanilla look also had preference over others with higher quality
but a noticeable difference in graphical style (that could stick out too much).
- Mods that cause way too much trouble and would need a lot of personal tweaking (or simply
can't be properly fixed) were kept out. If a viable alternative was available, it was included.
- Mods that affect performance noticeably were also kept out, with the exception of the ENB.
You can just not use it if your PC can't handle.

Install Order:

You should install mods in the order presented below. Not everything needs to be in a specific
order, but still, many of the most important mods in each section do and i have selected and
organized these in the best order for compatibility and proper overwriting priority. I wrote
exceptions and preferences after each mod.

Again: Follow the order presented below.


- You should always pay attention at the moment of download to file names and install secondary
files, fixes or updates only after the main file.

- Some mods can't be downloaded from Nexus directly to MO, all you have to do is download
manually and place them on MO's downloads folder.

VERY IMPORTANT: Not every mod is packaged in a way that works correctly with MO. When
installing mods through MO, always select the "manual" option. You will see a file tree, where you
can check if files will be installed properly or not. On the bottom of the window it'll show "No
game data on top level" or "Looks good". If it shows the former, search for the "data" folder on
the mod's files, right-click on it and click on "Set Data Directory". If there is no data folder, then
search for common folders such as "meshes", "textures" or files like .esps. You should make it so
that these are always inside the <data> directory.

This mods allows the Little Lamplight back gate to open any time, when it should only ever open during a
main quest. That causes the player to accidentally skip many quests. To fix that:

-Open FO3Edit, click ok for the plugins checking prompt, wait for it to load everything.
-Click on the + ("plus") sign on the AutoGates.esp section, it will show the subsections inside of it.
-Click on the + sign on the "Script" subsection.
-Right-click the "00066CBE LamplightBackGateSCRIPT" line and click on "Remove", confirm.
-Close FO3Edit, click ok on the plugin backup window.

directory. Uncheck everything else on the <data> directory.

You can choose between multiple degradation speeds by selecting the proper .esp. Install manually and
only check the single "Slower Degradation.esp" file that suits you better or install everything and activate
only one after installation. I would say 50% is a good one.

You can choose between multiple colors and lighting ranges by selecting the proper .esps. Install
manually and uncheck the ones you don't want or install everything and activate only one color .esp and
only one range .esp after installation. I recommend using "PiPBoy White Light.esp" and "PiPBoy Light
Range x2.esp" as they fit the visuals well.

Sprint Mod:

This mod adds 2 perks to the game: "Tackle", which allows you to tackle enemies while sprinting at them,
and "Charge!", which allows you to keep your weapon out while sprinting. Acquiring "Charge!" early is
recommended if the draw back of weapons to sprint annoys you.
This mod adds radial blur and head bobbing to the camera when your character is running. You can
disable these effects by using the "Vault-Tec Pedometer" in the Apparel section on your Pip-Boy.

Ingame, press shift+enter to open the ENB menu, disable ForceAnisotropicFiltering, set
Brightness to 1.80 and GammaCurve to 1.30, set LightingIntensityDay to 0.75, set
SunRaysMultiplier to 2.50. You can also enable or disable DOF by toggling EnableDepthOfField
on or off. It looks really nice but it makes the game even blurrier (even if you're not close to any
object) so I'd recommend it for screenshots or "cinematic" gameplays. Lastly, if you're getting
the invisible walls/textures glitch in interiors in The Pitt or anywhere else, disable the
FixTransparencyBugs option. It's enabled by default.

These are the settings i found for the best graphical result possible, in different lighting
conditions. You can always customize the ENB to your liking.

IMPORTANT: Using an ENB with Water Displacements and/or MSAA enabled causes a serious
bug where a transparent water square texture appears floating in front of the player in certain
situations. To avoid it:

-Open Mod Organizer, click on "Tools" and then click on "Configurator" on the drop-down list. In
this new window, click on the "Basic" button on the top-right corner so that it becomes
"Advanced".

-Search for "Water" on the configuration list and select it. Then search for the
"bUseWaterDisplacements" option, set it as "false".

-Search for "Display" on the configuration list and select it. Then search for the "iMultiSample"
option, set it to 0. If you want to have Anti-Aliasing, use ENB's own AA (it's enabled by default) or
some alternate method such as DSR/Custom Resolutions.

-Also, I do not recommend using the game's own Anisotropic Filtering, to disable it, set
iMaxAnisotropy to 0. Instead, enable Anisotropic Filtering through your GPU's control panel.

The ENB breaks some cutscene transitions, there is no blank fade-in/fade-out effect at certain moments
such as when your character is born and you can see the camera standing still before the cutscene plays
into action. To avoid it just press shift+F12 to disable the ENB in cutscenes and shift+F12 to re-enable it

For some reason RH_IRONSIGHTS.esm paths a few weapon textures to its own weapon textures from
its own folders, and not only these textures aren't high quality (apparently they're just vanilla textures) but
they also overwrite potential retextures you might want to use. To change that:
-Open FO3Edit, click ok for the plugins checking prompt, wait for it to load everything.
-Click on the + ("plus") sign on the RH_IRONSIGHTS.ESM section, it will show the subsections inside of
it.
-Click on the + sign on the "Texture Set" subsection.
-You will see YELLOW lines with green names, they should be the first in the list. Right-click on each one
of them and click on "Remove", confirm.
-Repeat these steps to:

Additional information about RH_IS:

-RH_Ironsights adds quite a lot of weapon sway by default, and it can make it hard to aim in 1st person.
You can change that by using the "Gun Oil" in the Aid section on your Pip-Boy. I'd say 85% less weapon
sway plays nice.

-RH_Ironsights adds a brain jar with Point Lookout items in Springvale so you can get and test them, to
remove that just disable the RH_Ironsights_PL_NewItems.esp plugin.

-RH_Ironsights adds a radial blur effect when you're aiming in 1st person. It's not pretty and it takes quite
a bit of performance whenever it is present. You can disable it by using the "Gun Oil" in the Aid section on
your Pip-Boy.

IMPORTANT: Neither of the two files are packaged correctly for installation with MO. They contain a
"clutter" folder and a "furniture" folder, and both of these should be inside a "textures" folder so that it can
be inside the Data folder. To fix that, when manually installing the clutter file, right-click the <data>
directory and click on "Create directory...", then create a "textures" (without quotes) folder. Drag the
"clutter" folder to it. Repeat the process for the furniture file.

NOTE: Some texture files overwrite textures from the Updated Unofficial Fallout 3 Patch that fix a vanilla
UV map texture problem. The Better clutter and furniture pack unfortunately uses the corrupted vanilla
textures.

To fix this, when manually installing the clutter file, uncheck these files:

This is a patch i made to help with this guide. It includes:

-A mod i created called "Proper Projectile and Casings" (PPaC) that gives proper projectiles and casings
to weapons. So for example, the 10mm pistol won't eject a rifle bullet casing when shooting. And the
bullet projectile itself will be correct as well, according to the weapon. I have done that for all of the main
firearms in the game and it was made specifically for the guide, so it requires RH_IS + WMK + Millenia's
weapon mods + all of Millenia's weapon mods fixes by Jacqueslws + WMK - dlc weapons enabler by
Jacqueslws + Realistic Bullet Speed to be installed altogether and properly.

-Any random tweaks and fixes to some other mods included in this guide.

Just download and install it normally. I don't recommend trying to use it outside of this guide as it requires
many specific mods/patches present in the guide in a specific order.

Creating a Merged Patch with FO3Edit:

A merged patch is basically a little .esp that tries to combine information from different
.esps in your plugins list to ensure compatibility between mods. It's not a magical
solution and it doesn't affect everything it should, but it's still one more step towards a
stable game so there's no reason not to create one. It's very simple:

-Open FO3Edit, click ok for the plugins checking prompt, wait for it to load everything.
-Right-click anywhere on the left-panel (the plugins list). You can right-click the very last .esp for example.
-Hover your pointer over the "Other" section (at the end) so that it shows its options.
-Click on "Create Merged Patch".
-Name the .esp anything you want, for example "Merged Patch" and click OK.
-Close FO3Edit, click ok on the plugin backup window.

The plugin will now be in MO's "Overwrite" folder (on the mod list). It should show on the plugins
list, you just have to activate it.

You should create a Merged Patch not only when adding new plugins, but also when updating,
removing or changing the load order of any plugins as well.

According to "CivisRomanus": "Before using, this mod needs a bit of cleaning and renumbering its entries
with FO3Edit." According to "IAreBob" and "Deadmano", the whole plugin needs to be cleaned, as it
contains many dirty edits. According to "Agm88", this mod changes the worldspace data of multiple areas
to something complete different from the base game and causes many problems.

Power Armor Increases Height:

According to "XerionTheBrave": "This mod doesnt work with like half of the game (if not more) power
armor or any custom power armor." According to "pvtboxtop": "NPC's shorter than others because the

Caused a noticeable performance loss, and the lighting added by this mod seems to pop in and out of
view depending on the distance, which can be a bit annoying.

Mod seems to be buggy. Sometimes it makes you throw the grenade too fast (when you should still be
able to cancel it) or not throw it at all. It also makes some animations look weird, when holding guns.

This mod tries to bring some nice improvements to NPC combat behaviour, but it makes combat a lot
harder as they move around way too much while shooting, etc. Some users have reported it messes up

Similar to the mod above, it tries to improve on NPC behaviour but messes up in a few areas, such as
making NPCs indiscriminately crowd around a dead body even if you keep killing them one by one in the
same spot. Another example is having every non-agressive NPC in an area flee as soon as you enter it
just because there was a dead body lying around (that wasn't even put there by the player).

Should be a great mod, but it seems to possibly cause many different problems with other mods and with
some aspects in the vanilla game as well, such as breaking cutscenes or NPC behaviour. It also seems
to glitch bodies in certain occasions and make bullet wounds not visible anymore.
