1.1. Purpose

For all other equipment, piping and process and control systems associated with the
design, VANDREZZER will perform a complete Process engineering and design to
prepare the following deliverables:
• Technical data from vendors will be reviewed, checked and approved for all
equipments and materials.
2.3. Mechanical
VANDREZZER will perform detailed mechanical/piping engineering and design for all
pumps, foam protection systems, firewater monitors, hydrants, hose reels, piping
and piping components.
The following activities will be done to implement the engineering of the above
systems

• Electrical Data Sheets: - Electrical data sheets will be prepared for all electrical
equipment.
Calculations for equipment sizing and load calculations including UPS capacity,
lighting, tray fill, voltage drop, cable sizing, etc will be included in this package.
• Electrical Load List will show continuous, intermittent, and stand-by loading.

2.6 Instrumentation:
VANDREZZER will prepare specifications data sheets, drawings and other documents
required for the final design, procurement, fabrication, construction, installation,
calibration, loop check, pre-commissioning, and commissioning of all field instruments:
relief valves, control valves, and remote/local control as required to complete the
FACILITIES.

for all instrument..

3.3. Roles and responsibilities of Design engineer
VANDREZZER has identified the Construction Manager in the beginning of the Project.
The roles and responsibilities of the construction Manager in the design stage of the
project is discussed in detail in the Plan of the topic “Design Construction Plan “
already submitted to company review. The major responsibilities and the interface
activities of the construction team in the design stage is explained below.

• Check drawings which should confirm to construction steps / sequences &
Construction strategies in general including interferences of discipline work.
• Provide survey in formations & details at early date so that drawings are prepared
confirming to actual system requirement.
• Suggest deviations & modification if really required for the improvement to the
Design Basis considering the present site conditions, approach and availability of
resources.
• Finally validate the engineering drawings & document prior to issue to construction.
As part of construct ability plan site survey will be undertaken by the team
consisting of all discipline engineers.
During site survey the activities that will be performed discipline wise is given below
In order to ensure the safe operation of facilities designed as part of the project a
risk assessment will be carried out to identify all potential risks. Risk identification
process shall be in accordance with ADDAX Risk Assessment and Management
System. The process will seek to identify all potential risks associated with the
facilities and proffer solutions for mitigating the risks to an acceptable level. The
timing for the risk assessment will be on completion of 60% design review.

5.2 Operating Manuals
The Manual will outline the various procedures, training programs, spare parts
plans, and the maintenance & reliability program that are to be developed and
followed to ensure safe and efficient operation during:

6.4. ELECTRICAL & INSTRUMENTATION:
The most important activity of engineering is the document review and design
verification. The scope of work for this project is to verify the preliminary
engineering calculations carried out during the Basic engineering.
The procedure outlining the activities involved in the document review and design
verification was already submitted to ADDAX through the document Review Plan.
The major items of the review plan are reproduced below.
• Binding documents
• Reference documents
The Contract Engineering Basis is comprised of three (3) documents: Design Basis
Memorandum, Design Standards and Specifications and Engineering.
The Design Basis Memorandum (DBM) provides the basis for the entire
development design. The content defines the current design premise and
encompasses the main process capabilities, specifically defining the basis of how the
Call Off Contract for Fabrication of Platform Decks, Topsides, Jackets and Associated Structures to
meet all codes and standards.

7.3. Project Reference binding documents
The project reference documents are only for reference purpose only.
The leads of the engineering discipline are responsible for carrying out the review
and design verification.
Each discipline engineer is responsible to review the documents to identify the data
provided by the ADDAX for purposes of omissions or changes which would improve
the quality, HSSE integrity, operability of the work, lower the cost or improve the
schedule
The major design parameters that will be reviewed as part of design review are as
follows:
7.4.1. Process:
The P&ID's define the size of all piping and associated piping, valves, fittings, etc., for
the project.
For all other equipment, piping and process & control systems associated with the
design, the complete Process engineering and design will be performed
The P&ID received from ADDAX will be checked for piping systems for location of
instruments, specification breaks, compatible equipment connections, and proper
location of relief valves, accessibility of operating valves, etc.
Process related documents and equipment data sheets received from ADDAX will be
checked and reviewed with respect to vendor data to ensure consistency with
detailed engineering design specifications and with ADDAX’s safety and operability
requirements.
Relief Valves data sheets and calculations will be reviewed with respect to relevant
codes and standards to check all relief valve inlet and outlet piping to insure proper
sizing to prevent excessive pressure drop.
All P&IDs will be reviewed for construct ability purpose keeping in mind the ADDAX
objectives includes optimizing planning, design, procurement and construction in a
safe and expeditious manner
The equipment data sheets will be reviewed and checked to prepare the required
deliverables, inclusive of, but not limited to, the following requirements:

7.4.2. Mechanical &Piping
The ADDAX-supplied items (Free issue by ADDAX) will be checked by the Sterling
Pump vendor representative and an inspection report will be prepared as to the
condition of the stored items.
The ADDAX-supplied documents will be reviewed against the various codes and
standards applicable. The piping layout and overall plot plan will be reviewed for
correctness of the documents during site survey.
7.4.4 Instrumentation
The instrumentation and control system requirements for the Call Off Contract for
Fabrication of Platform Decks, Topsides, Jackets and Associated Structures are defined in the
P&ID and Isometrics. The PLC requirement clarified in the addendum and the
instrumentation and control system defined in the DBM will be reviewed to ensure
the following minimum functionality.
The diesel day tank instrumentation requirements will be reviewed to meet ADDAX
requirements. The diesel tank instrumentation for the ADDAX-supplied items will be
reviewed based on P&ID and DBM requirements.
7.4.5 Electrical:
The single line diagram will be reviewed taking into the revised load list details. The
equipment specifications, data sheets, drawings and other related binding
documents received from ADDAX would be reviewed as per ADDAX specifications
for size, material selection and model number etc.
The 30% design review will be conducted as per the schedule given in the master
schedule plan. During this review the following document will be made available for
the ADDAX review.

• P&ID's,
• Equipment layouts indicating location plan,

ADDAX will participate in the review meeting with VANDREZZER. The meeting
outcome will be documented and the ADDAX recommendations will be
implemented in the detailed design. Further design reviews will be conducted at
the 60% and 100% design completion stages.
The methodology used for carrying out the risk assessment is described below
The review team includes the discipline engineers from both VANDREZZER and
ADDAX and the review is scheduled for two days.
Risk assessment aims at identifying all possible hazardous deviations and checks that
each deviation is associated with the best measure(s) or safeguard(s) to minimize,
and preferably prevent, hydrocarbon release, fire or explosion, injuries to personnel
and third party, equipment loss, and damage to environment. Risk assessment
reviews identifies any area of improvement, record relevant information, and make
recommendations keeping ADDAX requirements aims in mind during engineering.
A review packages for all reviews identified in the Risk Assessment Plan including
P&ID's, equipment layouts, firewater ring main layout, area classifications, etc.
After the review is completed VANDREZZER will organize and participate in the risk
assessment review with ADDAX’s guidance to validate the engineering and design
and ensure the risks are eliminated.
Changes can be controlled when there is s clear definition of the base line.
The findings documented during the design reviews, construct ability review, Risk
Assessment reviews will be incorporated in the design through Management of
Change (MOC) for the findings agreed by ADDAX as change orders.

9.0 Technical Document Control Plan
This plan gives brief description of deliverables to be prepared and implemented for
the execution of Call Off Contract for Fabrication of Platform Decks, Topsides,
Jackets and Associated Structures. The Plan runs through all discipline departments
and outlines each discipline deliverables as stated in the Master document Register.
The deliverables are the minimum requirements for the successful execution of the
Call Off Contract for Fabrication of Platform Decks, Topsides, Jackets and
Associated Structures Project.
All deliverables prepared by the lead discipline engineers will be submitted to all
concerned to get the documents reviewed. The commented documents will be
reviewed by the lead engineers originating the documents who take the ownership
of the documents. All documents before sending them to ADDAX will be approved
by the Project sponsor who is the approving authority for all the documents. The
document review matrix format is given at the end of this section.
The deliverables are to be made available at the time and place of activities, which
are traceable to the originating sources.
The implementation of deliverable activities lies with the Engineering Manager who
shall make sure that all deliverables from VANDREZZER and the Sub-contractors
/suppliers are critically monitored till they are approved and released for
construction. Sub contractors, suppliers/vendors shall submit all documents as per
approved plan.
The Project Manager as the Head of Project Management Team will in turn enforce
implementation on VANDREZZER sub contractors and vendors.

10.0 Design Planning
Planning and scheduling of the engineering work will be an integral part of the
project plan and schedule. The project WBS will be the basis of organizing the
engineering activities in the schedule. A separate document titled “Schedule
development and control plan” will be submitted to Company approval on this
subject.
While the engineering activities will be listed in the project schedule with
precedence relations duly reflected, the engineering deliverables exhaustively listed
in the Master Document list (Drawing/ document) index with each step of
development of the deliverables like drafting, checking, and approvals. AFC issue
etc. scheduled and monitored.
The final agreed turn around of documents for ADDAX approval will be 10 working
days
Documents where ADDAX review will exceed this ten (10) working day rule include
the following

1. Technical queries:
Technical queries require ADDAX clarification to carry out the engineering will be
raised to ADDAX through Technical query format issued by ADDAX. On receipt of the
response received from ADDAX the same will be reviewed and implemented. Design
issues involving contractual implication will be carried out through Management of
Change (MOC) process.
2. Weekly Meetings
The critical issues hindering the engineering progress will be captured in the weekly
progress report. Issues not solved in the weekly meetings will be discussed through
a separate meeting organized biweekly by the project Manger.
14.0 Subcontracting design activity
14.1 Cathodic protection
All the design and drawings for this project will be carried out by VANDREZZER
except for cathodic protection work. Sub-contractor will prepare a complete design
package. This will be monitored by Engineering Manager and Project Manager
All the subcontracts shall be supervised by VANDREZZER’s Site engineers on a day-
to-day basis and monitor the progress of work.
VANDREZZER will provide assistance from its base office such as Engineering
coordination, materials coordination, etc. for all the subcontracts of the project. The
design package will be prepared incorporating the scope of the borehole contractor
including the sand control. The detailed schedule and the follow up activities
involved in the bore well subcontracting is already reported in the general work
procedure “Overall Subcontracting plan” submitted for company approval
15. Material Integrity Report
The material integrity report applicable for this project is as described below
The welding and repair procedure are discussed in detail under QA/QC. These
procedures are part of Master document Register which will be submitted to ADDAX
approval.
