1.0 Introduction “TECHNICAL BID”

1.1. Purpose

The purpose of this document is to develop an Engineering Management Plan that


outlines the various processes, procedures and methodologies to be utilized by
VANDREZZER to manage the work during detailed engineering; coordination and
follow on support engineering during construction and commissioning

2.0 Scope and Design Basis

The scope includes but not be limited to:

 Fabrication planning and fabrication management, and supply of all fabrication


personnel and equipment;
 Design and engineering as necessary with respect to contractor’s facilities,
equipment, and temporary works required, as well as that required to facilitate
pre-fabrication, assembly and pre-commissioning of the work.
 Pre-fabrication and assembly of the work, including site preparation as may be
required, together with all necessary pre-commissioning activities;
 All necessary interfaces with third parties and company’s other contractors;
 Inspection and testing of the work;
 Load out of the work
 Repairs and remedial work during the contract warranty periods;

And as may be directed by company:

 Additional design and engineering;


 Procurement and supply of materials and equipment for permanent
incorporation into the WORK.

Offsite-Fabrication, Site-Fabrication, fabrication organization, document Control,


Traceability, NDT, material control/handling, Fitting, Welding, Blasting, Painting,
Storage, equipment and Personnel safety, etc.

2-1 Process:

The process design for the project encompasses –

• Validate design specification of company procured equipment for compliance


with ADDAX Master Specifications and codes.

• Carry out design and specification for new storage tank

• Develop Process Flow Diagram for the firewater system.

• Revise Process and Instrumentation Diagrams for the firewater system to reflect
Detailed Engineering changes.

For all other equipment, piping and process and control systems associated with the
design, VANDREZZER will perform a complete Process engineering and design to
prepare the following deliverables:

• Operations and Maintenance Manuals, which will provide detailed process


description and commissioning, start-up, shutdown, and emergency
procedures.

• Technical data from vendors will be reviewed, checked and approved for all
equipments and materials.

• To design equipment, materials, and installation in accordance with the


climatic conditions of a humid marine environment.

• To review and check piping systems, accessible location of instruments,


specifications, compatible equipment connections, accessible and proper
location of relief valves, and accessibility of operation valves, etc.

• To check all relief valve inlet and outlet piping.

2.3. Mechanical

VANDREZZER will perform detailed mechanical/piping engineering and design for all
pumps, foam protection systems, firewater monitors, hydrants, hose reels, piping
and piping components.

The following activities will be done to implement the engineering of the above
systems

• To prepare, check and update instructions, specification and data sheets to


reflect detailed engineering and design development as required for the
procurement, fabrication and installation of the equipment required for the
FACILITIES.

• To prepare datasheets for the procurement of all mechanical equipment and


valves.
• Prepare Mechanical catalogue which will include equipment maintenance and
operation manuals.

• Design and specification of new firewater storage tank

2.4 Piping

• Finalize routing of firewater ring main and location of all appurtenances.


• Prepare piping Isometric drawings
• Prepare bulk Bill of Materials
• Develop overall pipe support location drawing
• Develop detailed pipe support drawings.

• Perform load calculations on all equipment nozzles
• Demolition drawings
• Carry out a detailed noise study of the firewater facilities in accordance with
ADDAX Master specification
• To perform Pipe Stress Analysis

Piping design calculations will take into consideration:


• Thermal expansion and contraction
• Effects of slug flow and/or thrust loads
• Pneumatic and hydraulic pressure surge caused by valve closing and
opening.

2.5. ELECTRICAL

The following documents will be prepared:

• Electrical Data Sheets: - Electrical data sheets will be prepared for all electrical
equipment.

VANDREZZER will complete data sheets attached to ADDAX Master Specifications.


VANDREZZER will confirm size, material selection, and model number and
incorporate any process changes prior to purchase.

• Drawings and Other Documents:- The following engineering documents will be


prepared, updated and included in the final design.
• Electrical Drawing Lists
• Electrical Drawing Symbols and Legends
• Electrical One Line Drawings
• Hazardous Area Classification Plans and Details
• Panel board Schedules
• Equipment Layout and Arrangement Drawings
• Equipment List
• Installation Details
• Schematics
• Interconnection Diagrams
• Electrical Connection and Wiring Diagrams
• Conduit and Cable Tray Routing Drawings
• Tie-in Plan and Tie-in Details (tie-in list)
• Bulk Material Take-off
• Documentation of deviations to design basis, MS, DIM etc.

In addition, the following documents will be prepared.

Calculations for equipment sizing and load calculations including UPS capacity,
lighting, tray fill, voltage drop, cable sizing, etc will be included in this package.

• Electrical Load List will show continuous, intermittent, and stand-by loading.

2.6 Instrumentation:

VANDREZZER will prepare specifications data sheets, drawings and other documents
required for the final design, procurement, fabrication, construction, installation,
calibration, loop check, pre-commissioning, and commissioning of all field instruments:
relief valves, control valves, and remote/local control as required to complete the
FACILITIES.

These will include:

• Instrument Data Sheets:- Instrument data sheets in ADDAX format will be prepared
for all instrument..
• Drawings and other Documents:- The following engineering documents will be
prepared, updated and included in the final design.
• Instrument Index (updated and completed)
• Instrument Loop Diagrams
• Instrument Mounting and Piping Details
• Instrument Location Diagrams
• Instrument Installation Details
• Instrument Specifications and Calculations
• Equipment/component Sizing Calculations
• Block Diagrams

• In addition to above, following documentation will be prepared which includes:


 Calculations for all instruments, control valves, and choke tubes requiring
sizing,
 Updated Control Functionality as required.
 Updated Control System Interconnection Block Diagrams.

 Instrumentation and control philosophy
 Documentation of deviations to design basis, MS, DIM etc.

• Instrument Data Base:- VANDREZZER will prepare and maintain an instrument data
base system that is user friendly and capable of incorporating data entry, revisions,
reports and maintenance features. The instrument data base system will be capable
of generating the following reports:

 Wiring and Cable Schedules
 Marshaling Panel Wiring Diagrams

3.0 Engineering team Roles and Responsibilities

The engineering organization chart was already submitted to ADDAX. As indicated in


the organization structure Engineering Manager is the overall in charge of the
engineering team .The engineering manager will report to Project Manager.

The engineering organization structure consists of

• Engineering Manager
• Lead Discipline engineers
• Design engineers
• Autocad draftsman

3.1. Roles and responsibilities of Engineer Manager includes

Coordinate, review, monitor and expedite for the various disciplines


• Process
• Mechanical /Piping
• Civil/structural
• Electrical
• Instrumentation

Other responsibilities include


• Participate in site survey
• Review of basic engineering done by ADDAX
• Verification of documents /drawings/RFQs
• Submission and obtaining of client approval
• Verification of As-Built drawings

3.2. Roles and responsibilities of Lead Design Engineer

• The lead design engineers will report to Engineering Manager


• Responsible for complete engineering pertaining to the respective discipline
• To ensure engineering documents are made as per the deliverables list
• Review design and documents prepared by the respective design engineers
• Interact with other disciplines to carry out the inter disciplinary check
• Verification of drawings and documents done by the design engineers
• Preparation of RFQs
• Interaction with procurement for evaluation of quotations
• Conduct design studies/ coordinate for audits
• Interaction with construction during fabrication/ construction
• Interaction with pre commissioning and commissioning
• Interaction with ADDAX during training programs

3.3. Roles and responsibilities of Design engineer

• The design engineers will report to lead design engineer


• Design engineers are responsible to carry out the design calculations
pertaining to the individual discipline
• Delegating and supervising the work of Auto CAD draftsmen of his discipline
• Preparation of all documents as per Master document list
• Checking of drawings and documents done by Auto CAD draftsmen
• Checking of drawings /documents with respect to contract, clarifications and
amendments
• Interface with construction personnel
• Interact with inter discipline personnel for checking documents/drawings

4.0 Constructability Plan

VANDREZZER has identified the Construction Manager in the beginning of the Project.
The roles and responsibilities of the construction Manager in the design stage of the
project is discussed in detail in the Plan of the topic “Design Construction Plan “
already submitted to company review. The major responsibilities and the interface
activities of the construction team in the design stage is explained below.

4.1. Engineering deliverables:


The Engineering deliverables are issued internally for discipline checks and also
Construction feasibility before finally issued to manufacturing and fabrication. The
construction manger will have the responsibility to endorse all drawings before they
are released for fabrication /construction and manufacturing.
The drawings and deliverables which need endorsement by the Construction
manager will be identified from the Master document register and will be informed
to the Engineering manger.
The major deliverables that needs to be checked /reviewed for constructability as
are given below

• Process & Instrument Diagram (P&IDs)


• Equipment Layouts
• Location plans
• All drawings Prepared for Construction-Discipline wise
• All data sheets prior to prepare RFQs.

4.2.1 Constructability Review shall be as follows:

• Examine drawings & documents prepared in conformance to the contract scope of


work & ADDAX-specification required to execute the scope of work.
• Check layouts in terms of environment.
• Check drawings in terms of construction requirements as per recommended
standards & codes.

• Check drawings which should confirm to construction steps / sequences &
Construction strategies in general including interferences of discipline work.
• Provide survey in formations & details at early date so that drawings are prepared
confirming to actual system requirement.
• Suggest deviations & modification if really required for the improvement to the
Design Basis considering the present site conditions, approach and availability of
resources.
• Finally validate the engineering drawings & document prior to issue to construction.

As part of construct ability plan site survey will be undertaken by the team
consisting of all discipline engineers.

During site survey the activities that will be performed discipline wise is given below

4.4. Management of Interface:

The Engineering manager and construction Manager will be interacting on day to


day basis to discuss the construction issues need to taken care in the design stage.
The project manger will be having meetings along with PMT team twice during the
week and will inform the project sponsor on the progress of Engineering activities
daily.
The project Sponsor will have a meeting with PMT team once in a week to review
the progress of Design and Construction interface activities.

4.5. Work Site- QIT


The construction activities will be commenced after the drawings are approved for
construction. An engineering coordinator who is a part of Construction team will co-
ordinate and ensure that the drawings are properly documented. The engineering
coordinator will be assisted by lead Engineers from the Design office. During the
construction stage

5.0 Operability Management Plan

The analytical tool employed to capture the requirements of Operability and


Maintainability issues is the HAZOP study.

5.1 Risk Assessment

In order to ensure the safe operation of facilities designed as part of the project a
risk assessment will be carried out to identify all potential risks. Risk identification
process shall be in accordance with ADDAX Risk Assessment and Management
System. The process will seek to identify all potential risks associated with the
facilities and proffer solutions for mitigating the risks to an acceptable level. The
timing for the risk assessment will be on completion of 60% design review.

5.2 Operating Manuals

The Manual will outline the various procedures, training programs, spare parts
plans, and the maintenance & reliability program that are to be developed and
followed to ensure safe and efficient operation during:

• First time start-up


• Normal start-up
• Normal operation
• Emergency shutdown
• Abnormal Operations

VANDREZZER has employed a dedicated person as operability manger for this


project who is familiar with the design and operations to write the operations and
maintenance procedures. The operability manager will involve in the project from
the design stage onwards.

Operability Management Plan is one of the General procedures to be prepared


under CA+180 to be submitted for company approval. This procedure is under
preparation. These procedures address how the operability issues and the interfaces
activities are managed at the design.

6.0 Software Packages:

The software programs used for this project are given below.

6.1. PROCESS:

• AFT Fathom 6.0


The firewater network design is based on the fire scenarios in the separator
area. During the fire scenario the pressure required at the inlet of the hydrant,
hose reel in the separator area is 100 psig minimum pressures at 3500 GPM. This
needs to be verified as part of the scope of engineering. AFT Fathom software
which being the approved software package will be used for this purpose

7.0 Engineering and Design control

Engineering Design control includes the following activities

7.1 Document Review and verification

The most important activity of engineering is the document review and design
verification. The scope of work for this project is to verify the preliminary
engineering calculations carried out during the Basic engineering.

The procedure outlining the activities involved in the document review and design
verification was already submitted to ADDAX through the document Review Plan.
The major items of the review plan are reproduced below.

7.2. ADDAX FURNISHED DOCUMENTS

The ADDAX-supplied documents are classified under

• Binding documents
• Reference documents

7.2.1 PROJECT BINDING DOCUMENTS

The Contract Engineering Basis is comprised of three (3) documents: Design Basis
Memorandum, Design Standards and Specifications and Engineering.

7.2.2 Design Basis Memorandum

The Design Basis Memorandum (DBM) provides the basis for the entire
development design. The content defines the current design premise and
encompasses the main process capabilities, specifically defining the basis of how the
Call Off Contract for Fabrication of Platform Decks, Topsides, Jackets and Associated Structures to
meet all codes and standards.

7. 2.3 Design Standards and Specifications

Specific codes, standards and specifications covering various engineering,


procurement, fabrication, construction, installation, mechanical completion, and
commissioning activities, called the design standards and specifications, are
supplied by ADDAX.

7.3. Project Reference binding documents

The project reference documents are only for reference purpose only.

7.4. Design Verification

The leads of the engineering discipline are responsible for carrying out the review
and design verification.

Each discipline engineer is responsible to review the documents to identify the data
provided by the ADDAX for purposes of omissions or changes which would improve
the quality, HSSE integrity, operability of the work, lower the cost or improve the
schedule

The major design parameters that will be reviewed as part of design review are as
follows:

7.4.1. Process:

The P&ID's define the size of all piping and associated piping, valves, fittings, etc., for
the project.
For all other equipment, piping and process & control systems associated with the
design, the complete Process engineering and design will be performed

The P&ID received from ADDAX will be checked for piping systems for location of
instruments, specification breaks, compatible equipment connections, and proper
location of relief valves, accessibility of operating valves, etc.

Process related documents and equipment data sheets received from ADDAX will be
checked and reviewed with respect to vendor data to ensure consistency with
detailed engineering design specifications and with ADDAX’s safety and operability
requirements.

Relief Valves data sheets and calculations will be reviewed with respect to relevant
codes and standards to check all relief valve inlet and outlet piping to insure proper
sizing to prevent excessive pressure drop.

All P&IDs will be reviewed for construct ability purpose keeping in mind the ADDAX
objectives includes optimizing planning, design, procurement and construction in a
safe and expeditious manner

The equipment data sheets will be reviewed and checked to prepare the required
deliverables, inclusive of, but not limited to, the following requirements:

7.4.2. Mechanical &Piping

The ADDAX-supplied items (Free issue by ADDAX) will be checked by the Sterling
Pump vendor representative and an inspection report will be prepared as to the
condition of the stored items.

The ADDAX-supplied documents will be reviewed against the various codes and
standards applicable. The piping layout and overall plot plan will be reviewed for
correctness of the documents during site survey.

7.4.4 Instrumentation

The instrumentation and control system requirements for the Call Off Contract for
Fabrication of Platform Decks, Topsides, Jackets and Associated Structures are defined in the
P&ID and Isometrics. The PLC requirement clarified in the addendum and the
instrumentation and control system defined in the DBM will be reviewed to ensure
the following minimum functionality.

• Satisfy operational requirements for fire water at QIT


• Provide ADDAX loss prevention group the ability to monitor and control fire
water operations at QIT
• Operate safety and reliability
• Be user friendly and maintainability

The diesel day tank instrumentation requirements will be reviewed to meet ADDAX
requirements. The diesel tank instrumentation for the ADDAX-supplied items will be
reviewed based on P&ID and DBM requirements.

7.4.5 Electrical:

The single line diagram will be reviewed taking into the revised load list details. The
equipment specifications, data sheets, drawings and other related binding
documents received from ADDAX would be reviewed as per ADDAX specifications
for size, material selection and model number etc.

Documents and calculations carried out on cathodic protection, equipment sizing,


UPS capacity, lighting, tray fill, cable sizing, etc shall be reviewed for all applicable
codes and standards and the project requirements.

7.5. Design Reviews

As a part of design control following reviews will be conducted

7.5.1. 30% Design Review

The 30% design review will be conducted as per the schedule given in the master
schedule plan. During this review the following document will be made available for
the ADDAX review.

• P&ID's,
• Equipment layouts indicating location plan,
• Equipment datasheets,

ADDAX will participate in the review meeting with VANDREZZER. The meeting
outcome will be documented and the ADDAX recommendations will be
implemented in the detailed design. Further design reviews will be conducted at
the 60% and 100% design completion stages.

7.5.2 Constructability Review

Constructability objectives include optimizing planning, design, procurement and


construction in a safe, economical and expeditious manner. A construct ability
review will be conducted to examine Scope of Work, design, specification, layout,
environmental impact, construction strategies, and record relevant information and
make recommendations for improvement.

A constructability review package will be carried in accordance with the Project


Schedule. The package will include P&ID's, equipment layouts, Firewater Main Ring
layout, location plans, etc.

7.5.3 Risk Assessment:

The methodology used for carrying out the risk assessment is described below

The review team includes the discipline engineers from both VANDREZZER and
ADDAX and the review is scheduled for two days.

Risk assessment aims at identifying all possible hazardous deviations and checks that
each deviation is associated with the best measure(s) or safeguard(s) to minimize,
and preferably prevent, hydrocarbon release, fire or explosion, injuries to personnel
and third party, equipment loss, and damage to environment. Risk assessment
reviews identifies any area of improvement, record relevant information, and make
recommendations keeping ADDAX requirements aims in mind during engineering.

A review packages for all reviews identified in the Risk Assessment Plan including
P&ID's, equipment layouts, firewater ring main layout, area classifications, etc.

After the review is completed VANDREZZER will organize and participate in the risk
assessment review with ADDAX’s guidance to validate the engineering and design
and ensure the risks are eliminated.

7.6 Engineering Change control

Changes can be controlled when there is s clear definition of the base line.
The findings documented during the design reviews, construct ability review, Risk
Assessment reviews will be incorporated in the design through Management of
Change (MOC) for the findings agreed by ADDAX as change orders.

9.0 Technical Document Control Plan

This plan gives brief description of deliverables to be prepared and implemented for
the execution of Call Off Contract for Fabrication of Platform Decks, Topsides,
Jackets and Associated Structures. The Plan runs through all discipline departments
and outlines each discipline deliverables as stated in the Master document Register.
The deliverables are the minimum requirements for the successful execution of the
Call Off Contract for Fabrication of Platform Decks, Topsides, Jackets and
Associated Structures Project.

All deliverables prepared by the lead discipline engineers will be submitted to all
concerned to get the documents reviewed. The commented documents will be
reviewed by the lead engineers originating the documents who take the ownership
of the documents. All documents before sending them to ADDAX will be approved
by the Project sponsor who is the approving authority for all the documents. The
document review matrix format is given at the end of this section.

The deliverables are to be made available at the time and place of activities, which
are traceable to the originating sources.

The implementation of deliverable activities lies with the Engineering Manager who
shall make sure that all deliverables from VANDREZZER and the Sub-contractors
/suppliers are critically monitored till they are approved and released for
construction. Sub contractors, suppliers/vendors shall submit all documents as per
approved plan.

The Project Manager as the Head of Project Management Team will in turn enforce
implementation on VANDREZZER sub contractors and vendors.

10.0 Design Planning

10.1. Design Plan and Schedule

Planning and scheduling of the engineering work will be an integral part of the
project plan and schedule. The project WBS will be the basis of organizing the
engineering activities in the schedule. A separate document titled “Schedule
development and control plan” will be submitted to Company approval on this
subject.

10.2 Drawing Index

While the engineering activities will be listed in the project schedule with
precedence relations duly reflected, the engineering deliverables exhaustively listed
in the Master Document list (Drawing/ document) index with each step of
development of the deliverables like drafting, checking, and approvals. AFC issue
etc. scheduled and monitored.

11.0 Progress Measurement


• The physical progress measurement for detailed engineering shall be based on
deliverables completed.
• The Master document registrar will be the tool for measuring the status of the
deliverables
• The master schedule will be key plan to review the start and finish of all deliverables

12.0 Turn around Cycle

The final agreed turn around of documents for ADDAX approval will be 10 working
days
Documents where ADDAX review will exceed this ten (10) working day rule include
the following
• HAZOP Report
• Hazardous Area Classification Compliance
• Process Verification Report
• Piping Stress Analysis
• Noise Analysis
• Final Engineering Documentation

13.0 Critical issues and Decisions


The critical issues and clarifications arising will be discussed during the course of the
project will be addressed to ADDAX in the form of Technical query and during
weekly progress meetings.

1. Technical queries:
Technical queries require ADDAX clarification to carry out the engineering will be
raised to ADDAX through Technical query format issued by ADDAX. On receipt of the
response received from ADDAX the same will be reviewed and implemented. Design
issues involving contractual implication will be carried out through Management of
Change (MOC) process.
2. Weekly Meetings
The critical issues hindering the engineering progress will be captured in the weekly
progress report. Issues not solved in the weekly meetings will be discussed through
a separate meeting organized biweekly by the project Manger.
14.0 Subcontracting design activity
14.1 Cathodic protection

All the design and drawings for this project will be carried out by VANDREZZER
except for cathodic protection work. Sub-contractor will prepare a complete design
package. This will be monitored by Engineering Manager and Project Manager
All the subcontracts shall be supervised by VANDREZZER’s Site engineers on a day-
to-day basis and monitor the progress of work.
VANDREZZER will provide assistance from its base office such as Engineering
coordination, materials coordination, etc. for all the subcontracts of the project. The
design package will be prepared incorporating the scope of the borehole contractor
including the sand control. The detailed schedule and the follow up activities
involved in the bore well subcontracting is already reported in the general work
procedure “Overall Subcontracting plan” submitted for company approval
15. Material Integrity Report
The material integrity report applicable for this project is as described below

15.1. Material selection


The piping selected for this project is as per the design basis given in the ITT
Drawings as per sample KITA MARINE PLATFORMS.
15.1.1. Material selection
The material selection for the company-supplied items is as per the vendor data
sheets already received. For item to be purchased the material selection will be as
the Technical /Material Data sheets given in ITT attached drawings.
15.1.5. Material selection for valves
The material selection for all valves is as pert the Technical data sheets given in ITT
document.
15.2. Welding & Repair procedure

The welding and repair procedure are discussed in detail under QA/QC. These
procedures are part of Master document Register which will be submitted to ADDAX
approval.
