Dear Mayor Gatchalian:

We are providing the City Government a copy of DILG Advisory on the Grant of Special
Risk Allowance to Frontline Public Health Workers During the Period of Enhanced
Community Quarantine Relative to the COVID-19 Outbreak dated April 8, 2020 and
Administrative Order No. 28 entitled Grant of Special Risk Allowance to Frontline
Public Health Workers During the Period of Enhanced Community Quarantine
Relative to the COVID-19 Outbreak dated April 6, 2020.

Local Government Units are authorized to grant a one-time COVID-19 special risk
allowance (SRA) to public health workers, including Barangay Health Workers, who
have great exposure to health risks and physical hardship in line of duty. The SRA is
equivalent to a maximum of 25% of their monthly basic salary/pay.

The same shall be determined by their respective Sanggunians, depending on the LGU’s
financial capacity, at rates not exceeding the amount authorized, and subject to:
Personal Services limitations under RA 7160, available MOOE allotments for COS, JO
workers and BHW and the conditions set by AO 28, chargeable against the LGU’s FY 2020
Fund.
