DELHI URBAN SHELTER IMPROVEMENT BOARD

Delhi Urban Shelter Improvement Board functions under the control of Govt. of NCT of Delhi
and is primarily functioning under the purview of the DUSIB Act, 2010. This act empowers
the DUSIB to notify certain areas as Slums, where with the passage of time, the buildings
have become dilapidated and the basic civic services are missing.

Apart from this, DUSIB has been also assigned the role of looking after the Jhuggie Jhomprie
squatter settlements / clusters by way of provision of civic amenities and their resettlement
too.1

The Delhi Urban Shelter Improvement Board was constituted with the mandate to improve
the living conditions of the slum dwellers of Delhi. The Board is also the nodal agency to
allot the houses constructed under JNNURM. Delhi Urban Shelter Improvement Board came
into existence on 1st July, 2010, with the enactment of the Delhi Urban Shelter
Improvement Board Act, 2010, which has been passed by the Legislative Assembly of the
National Capital Territory of Delhi on 1st April, 2010, and came into force by the orders of
Hon’ble Lt. Governor of Delhi on 1st July, 2010. The Slum & JJ Department, which was
earlier a part of the erstwhile MCD, has been transferred to this Board, with all its assets
and liabilities. The Delhi Urban Shelter Improvement Board (DUSIB) now functions under the
control of Govt. of NCT of Delhi Department of Urban Development, GNCTD, is its
administrative department. All the assets of the erstwhile Slum & JJ Department have been
transferred to and taken over by the DUSIB. All debts, obligations and other liabilities,
including all suits, prosecutions and legal proceedings, instituted by and against the Slum &
JJ Department, have also been inherited by the Board. Similarly, the entire staff also stands
transferred to DUSIB. Its mission is to improve the quality of life of slum / JJ dwellers by
providing various civic amenities through the approved plan schemes of GNCTD.
